About this file

This document is a set of responses from the government to industry questions regarding a Request for Quote (RFQ) for Environmental Services. The RFQ is a new requirement with no incumbent contract, and is a Small Business Set-Aside with a NAICS code of 561110 and a $12.5M size standard.

The key details are:

  • The contract is performance-based, allowing the contractor to propose the necessary manpower. Onsite presence and travel requirements are flexible as long as all services are completed within the Period of Performance.
  • Pricing should be quoted in hourly units. The government will provide workspace and facilities at the three locations, but no access to equipment/technology.
  • The training services are expected to be provided annually, with an estimated 120, 25, and 60 employees at the three respective locations. The training must be conducted in-person.
  • A site visit can be arranged if requested by contractors. Resume submissions are acceptable to demonstrate the required qualifications.

Environmental Services

Government Responses to Industry Questions

1. In the PWS and the Combined/Solicitation it does not say how many Environmental Professionals are needed.

- Contractor can suggest the quantity of manpower deemed necessary to complete the services requested within the POP established. This is a performance based contract, not prescriptive

2. Is this a new service or requirement, or does an existing contract exist? If a contract exists, can you provide the contract number?

- This is a new service requested; there is no current contract in place for these services.

3. Does the person need to be onsite every working day from 0730 to 1600?

- No. Working hours can be flexible as long as services are completed and provided within the POP established. However, all services provided must be within working hours.

4. How often is the contractor expected to visit other facilities different from his/her base site?

- A determined amount of visit is not expected, as long as all services are completed within the POP established. As often as they need to complete the requirement. It could be 1 week or less, or 1 month. It requires coordination from them and to establish dates/times. For example, if they show up to perform inspection on a different day they offer a class, that’s 2 different dates. However, they could accomplish in the same day, but it depends on them and proper prior coordination

5. Suppose the person will be on-site and contractor travel is not authorized per section 2.11 of the PWS. Will the government provide transportation when supporting other facilities is required?

- Transportation is an incidental cost to the services quoted. Government transportation will not be provided to contractors. Travel and transportation are not equal. The PWS

2.11 travel not authorized refers to actual travel (i.e. TDY status) outside PR to complete requirements (i.e. classes, bring folks TDY to complete, etc) and it is meant to say we will not reimburse travel expenses (i.e. TDY costs to bring an expert). If they decide to bring outside help, travel costs are not a valid reimbursable

6. How will services provided outside of the regular schedule be billed or managed?

- No services are expected to occur outside regular schedule. Regardless, a unit hour cost can be included for outside regular schedule circumstances.

7. What is the unit of measure when presenting the price schedule on the proposal 1 year, 12 months, or hours?

- Unit of measure should be hours.

8. Is there an incumbent?

- No.

9. What was the current award price?

- There is no current contract in place for the services requested in this SOW.

10. Will there be office space at the three locations to place training materials and to do reports necessary as part of the audits?

- Yes, a place can be identified in each of the three locations. But no access to computers, internet, etc. Only a desk and access to water and restrooms.

11. How many employees are expected to be trained at each location?

a. Muniz ANG: 120

- The training is meant to be in-person sessions.

15. Has there been a site survey been executed? if not will there be one offered to the contractors?

16. PWS page 5 in the general area 2.1 mention 3 places Muñiz base, Punta Salinas Station, and Punta Borinquen facilities, those this means you will need permanent staff on each location Monday to Friday or simultaneously for each location.
