1. It is noted that BLDG 80 will be occupied during construction, but will the government be using the Garage Doors located along the North East side of BLDG 80 during the construction? If yes, what kind of assistance will be needed from the contractor?

The Government will work with the Contractor for the usage of Building 80 North East Garage Doors during construction.

2. During the pre-bid walk through the underground stream was discussed in detail. The discussions were all referencing that its location is approximate, but the location has not been verified. That leaves the bidders with a question, where is it? How deep is it? Questions lead to a guess and a guess is an unknown to the Government.

And with the Government making the statement no change order will be processed for the stream if it’s in the way of our work that also opens up the project to interpretation, is the Government going to raise the elevation of the site if the aqueduct is at an elevation that is too high for new finished grades or building footings? Who is paying for that?

The project was designed with the intent of avoiding impacts to the underground stream. No grade or facility foundation deviations from the design are expected.

3. Would the government consider having GPRS or any other ground penetrating radar contractor, come to the site pre-bid and locate the exact route of the stream and the depth of the aqueduct that it runs through and provide those findings to all bidders so that we are all bidding on fact rather than assumptions.

The Government has concluded all exploratory e orts in regards to the underground stream, if the contractor feels they need to conduct this type of work then it is the responsibility of the contractor.

4. Drawing E-101 Note #6 states that the EC is responsible to contact and hire First Energy to relocate and install utility poles in the median area. 24 RFI #3: Rock Excavation Spec Section: 31 00 00 Earthwork, 3.4 Excavation Drawing No.: n/a Spec section 31 00 00 Earthwork 3.4 Excavation says if at any time during excavation, including excavation from borrow areas, the Contractor encounters material that may be classified as rock or as hard/unyielding material, uncover such material, and notify the Contracting O icer. Do not proceed with the excavation of this material until the Contracting O icer has classified the materials as common excavation or rock excavation. Failure on the part of the Contractor to uncover such material, notify the Contracting O icer, and allow su icient time for classification and delineation of the undisturbed surface of such material will cause the forfeiture of the Contractor's right of claim to any classification or volume of material to be paid for other than that allowed by the Contracting O icer for the areas of work in which such deposits occur.

3A) The spec suggests the site is classified, the specification should then include a paragraph further outlining the details and have a quantity to include in the bid and a unit price for an add/deduct to adjust for actual quantities.

The Specification defines di erent classifications of soils but doesn’t establish that the site is classified.

3B) Also provide a timeline for the KO to visit the site and confirm the material, the last time this situation was encountered it took 6 weeks for that individual to come to the site.

The Contracting O icer Specialist or the Contracting O icer Representative work on the installation and will respond in a timely manner.

3C) Please include what the Engineer and Government considers hard material and what criteria the material has to meet before it is considered rock.

The Contractor shall refer to Specification Section 31 00 00, paragraphs 1.2.10 and 1.2.13 for clarification.

3D) Are contractors to include costs in their bid to remove rock if encountered or will contractors be paid above their contract value if rock is indeed encountered? The Contractor is not expected to encounter rock during this project.

3E) If rock excavation needs to be included in the proposal, can you provide allowances/unit prices? The Contractor is not expected to encounter rock during this project.

25 RFI #4: Unsuitable Soils At Design Subgrade Elevation Spec. Excavate soil disturbed or weakened by Contractor's operations, and soils softened or made unstable for subsequent construction due to exposure to weather. Use material removed from excavations meeting the specified requirements in the construction of fills, embankments, subgrades, shoulders, bedding (as backfill), and for similar purposes to minimize surplus material and to minimize additional material to brought on site. Do not excavate below indicated depths except to remove unstable material as determined by the Government and confirmed by the Contracting O icer. Remove and replace excavations below the grades shown with appropriate materials as directed by the Contracting O icer.

If unsuitable/unstable materials are encountered at the required subgrades will the contractor be paid above the contract value to remove and replace with suitable material?

The government is currently not anticipating any unstable soil conditions during the excavation. However, if unstable materials are discovered, the contractor shall notify the government for the consideration of a change order to remedy the unstable soil condition.

26 RFI #5: Excess Material Spec. Section: 31 00 00 Earthwork Drawing #: n/a Is there a disposal location(s) on the owner’s property to stockpile excess cut material if generated? If so what type of material can go to this disposal location? Or will contractors need to figure on hauling o excess cut material to an approved o site location?

The Government has a local location where spoils can be deposited with the site owner’s coordination and approval. Reference Drawing Sheet G-003 Note 2 for details. In addition to pre-coordination and approval, this requires record keeping for the amount of material removed and deposited at the local site.

27 RFI #6: Aggregate Backfill Of Utility Trenches Spec. Section: 31 00 00 Earthwork, 3.6.1 Trench Backfill, 3.6.1.4 Final Backfill Drawing #: C-504, Detail 3 – Typical Pipe Trench Is aggregate material required for final backfill of all utilities in proposed newly paved areas or can excavated material (satisfactory materials) be used as backfill?

40. Reference specification section 01 45 00.

Provided the Quality Control Manager meets the qualifications of section 1.6, may this individual also function as the project superintendent?

The Government may allow the Quality Control Manager to also serve as the Project Superintendent. This would be approved on a case-by-case basis with a request submitted from the Contractor to the Government.

41. Reference specification section 01 45 35.

Paragraph 1.3.9 seems to indicate that the structural engineer of record must be retained by the prime contractor and must assume responsibility for the overall design and review of all submittals. This is a highly unusual requirement that appears to shift all responsibility for the overall structural design to the contractor. Please clarify the intent of this paragraph.

This is an odd requirement and not a common situation, however, HDR would normally be retained to provide a Structural Engineer to fill this role. Since there is no contract in place for construction support services with HDR and PA ANG does not have a structural engineer that can fill this role, the specification was edited to require the contractor to hire the engineer.

These inspections and structural engineer of record role must be performed for the project to be code compliant.

42. Reference specification section 05 12 00.

Please confirm if the steel fabrication shop must be AISC certified.

The Contractor shall comply with the project Specification which require various drawings, documents, fabrication, testing, and assemblies to comply with specific AISC specifications.

55 RFI #19: Existing Underground Stream

Spec Section: n/a

Drawing No.: S-100, C-104, C-206

Referenced at the pre-bid meeting for the project an existing underground stream appears to be present onsite. With no information on the exact location or material make up, will contractors be compensated above the contract value if the underground stream is in the limits of any excavation?

The information provided in the specifications, drawings and the onsite covert outlet identifies the depth, the stream is slow moving to almost a stand still. As excavation occurs, the Government is expecting that the area will take more time to remove material and expose if necessary, the stream structure. The Government will be on-site to ensure that the structure is not damaged. If unforeseen conditions occur an RFI would be submitted and together the Government and the contractor will come together to solve the problem. The contractor is responsible for quality control and the Government is responsible for quality assurance, if the Government finds that during excavation that the contractor was ripping and tearing with the knowledge of the structure underneath, they would be held responsible. The Easement data for the Post Run Storm Sewer is shown on sheet V-

102. In addition, shown on X-101 is the storm sewer easement and a grey dashed line on X-101 as well as other sheets indicate the location of the storm sewer that was GPR Located (Image below for clarity). The GPR locate of the stream was done the best that should be and in locations, the stream gets deep, and the centerline could not be precisely determined. The depth of the stream was not picked up with any accuracy. The GPR data indicated that at the south east end of the site, the top of the stream was 1’ to 2’ below the surface. The outfall of the stream is also exposed on the airport property not far from the PA ANG lease area boundary. Please also see Attachments PRC_CS, PRC_C1, PRC_S1, PRC_S2, PRC_XS1, PRC_XS2, PRC_XS3, Post Run Culvert.

56 RFI #20: Bedding and Initial Cover For Utilities

Drawing No.: C-504, Detail 3 Typical Pipe Trench Detail

Can Penn Dot Certified AAashto #57 stone be used for bedding and initial cover for site utilities (stormwater and sanitary) which is industry standard in Pennsylvania? Aashto #57 stone is the same type of stone required for the backfill of the proposed retaining wall. Coarse aggregates listed in spec section 2.1.6 for utility bedding are not industry standard in Pennsylvania.

Aashto#57 stone is acceptable as bedding material.

57 RFI #21: Asbestos Abatement Survey Of Existing Building

Spec Section: 02 41 00 Demolition, 1.2.3 General Requirements

Drawing No.: X-101 Site Demo Plan

Has an Asbestos Abatement Survey been done for the existing building that needs to be demolished? Will contractors be compensated above their contract value if asbestos is encountered during demolition?

The Asbestos survey indicates that building 62 does not have areas containing such material and building 61 had two samples taken and came back negative (the report stated that a non-destructive investigation was conducted) . If during the demolition it is discovered that such material exists the contractor shall cease operations and submit an RFI to ask what does the Government intends to do.

58 Drawing E-503 - Wedge Barriers are called out as M30/P1 on both plans and specifications – this is atypical. Generally all ACP systems incorporate an M50 barrier – please confirm that only M30 is required.

At a minimum of M30 rating is required as the design was calculated for this rating . If the contractor wants to provide something greater than M30, it is acceptable.

59 Orange Fence (BOD Ameristar K8/L2 Stalwart) – is called out with fence. “Wall and AVB Fence..” Is this supposed to be post and cable only or include fence? There is a detail about the distance to retaining wall that is semi-concerning considering the depth of the foundations required for this fence type.

Per drawing C-107, Orange is M40 P2 RATED CABLE PASSIVE BARRIER WITH CABLE REINFORCED FE6-TR-84 HIGH SECURTIY PERIMETER FENCING. Install must include both vehicle barrier in front of a separate high security perimeter fencing. Fencing does not require cable reinforcement in this location. It is acceptable to utilize the existing fence that was to be demolished, where applicable.

60 Blue Fence (milcon) – this fence is not crash rated. Confirm that that is acceptable?

Correct, this matches existing perimeter.

61 Slide gates – these slide gates are not doable as shown at opening of 40’ and 55’ – Are other solutions acceptable?

Bi-parting gates might be possible. Also confirm that these gates are not to be crash rated.

Gates must be sliding gates and cable reinforced. Slide gates may be permitted to slide in differing directions/bi-parting with approval from the Government. Slide gates are not required to be crash rated.

62 Please provide specification/crash requirements for traffic arms.

Refer to drawing C-107, traffic arms shall be B&B ARMR MODEL 714 MANUAL TRAFFIC ARM or approved equal.

63 Do the crash rated bollards require any covers?

Refer to drawing C-107, crash rated bollards should be FIVE M30 P1 RATED AMERISTAR BULWARK FIXED BOLLARDS or approved equal. Bollard are exterior and shall be capable of surviving the local weather.

64 Specs and control panel drawing indicate wrong way and overspeed requirements – however site plan does not indicate point detection locations and set points. Please clarify.

Refer to Drawing E-103 as it shows point detection locations as keynotes 4 and 7; Specification Section 34 75 13.13 paragraph 2.15 states set point speed.

65 Spec 34 75 13.13 / 3.10.5.4 and 3.10.6 both mention endurance testing – but endurance testing spec section is not included. Please confirm that endurance testing is not going to be required on this project.

Endurance test is not required on this project. That test is only required on Army projects.

66 Appendix section 1.6 – quadrupole loops – drawings show dual barriers in same lane that taper to single lane. Spec requires “diagonal quadrupole loop” that is 76 feet long. How do we separate these between lanes?

The design is based on a 9 second Hybrid Beacon Scheme which should have a VPD before the barriers of only 20 foot in length. In addition, the outbound lane is only one lane that requires two barriers to cover the full width. If induction loops are used, they must cover full paved lane width.

67 Confirm local control panel diagrams on E-506 are opposite because they should be two barriers at the outbound and one barrier at the inbound.

Refer to details on drawing E-501 for LOCAL CONTROL PANEL AT INBOUND BARRIER and LOCAL CONTROL PANEL AT OUTBOUND BARRIER should have their titles switched. The outbound lane has two barriers and the inbound lane has one barrier.

68 The B&B Armr Model 714 drop arms seems to be discontinued since Ameristar bought B&B. Is there a preferred replacement?

If B&B Armr Model 714 drop arms are not available, TAPCO Manual Lift Barrier Gate or HIGHWAY SIGNALS Manual Lift Barrier Gate Arm are both acceptable equals.

69 The detail for the sliding gates shows 24' opening but the fence plan (C-107) show 48' and 54' respectively. These openings are too big for a single slide gate. Do they want double slide gates? If they want double gates, there may be a safety issue with the sidewalk.

The Detail is a generic detail. These Gates must be slide gates and cable reinforced. Slide gates may be permitted to slide in differing directions/bi-parting with approval. Gates are not required to be crash rated.

70 On the slide gates, what is going to keep the cable from getting tangled when the gate opens and closes?

Slide gates must include cable reinforcement and provisions for maintaining cable in both closed and open positions. Cables shall be disconnected and connected as required to operate the sliding gate. Generic details are shown on C-511 and specific details may be different depending on the selected manufacturer.

71 Is a single fence system an option for the passive barrier system (all Gibraltar or all Ameristar)?

Manufacturers selected on plans illustrate the basis of design for systems. Contractor may propose any passive barrier systems desired provided the alignment and barrier ratings are met or exceeded. If any alignments change, contractor shall provide supporting calculations for impact ratings required.

72 Are there Specifications for the passive systems, traffic arms, and crash beams (I didn't see anything specifically for them)?

All ratings for passive systems are included on the plan sheets. Basis of design manufacturers are listed for reference. The foundation and supporting element must be according to manufacturer guidance to obtain the listed ratings on the drawings.

73 Specification section 08 11 16, 1.5 Quality Control, Paragraph 1.5.1 Shop Drawings references a blast calc requirement however we cannot locate the specified blast loads in the specifications. Confirm where specified blast loads can be found or if blast ratings for the aluminum doors and frames are applicable to this project.

Refer to the last sentence of paragraph 1.5 of section 08 11 16, “A qualified blast engineer must perform testing or calculations for door system design resistance to specified blast loads.”, can be removed.

74Dwg E102 - what is the height of the light poles for P1 fixtures?

The P1 fixtures should have a mounting height of 30’. Below is a foundation detail for the poles.

P1 is described as a cobra head. I do not see anything requiring arms for the poles. This could be correct as is. I question if they want mast arms.

If the light fixture requires the mast arms then they shall be required

75 Spec 1.8.2 of 265600 - talks of an Exterior Lighting Control SYSTEM. I do not see any system. Do we need photocells for P1. Confirm or clarify.

The contractor shall install photocells for this fixture type

76 Dwg E203 - Note 1 states to connect down leads to ground ring and ground rod. What drawing is the ground ring shown for the canopy structure?

The canopy and lightening protection shall be connected to the building grounding ring (drawing E-602). The steel columns /structure shall be grounded to a ground rod then to the ring.

77 Dwg E602 - Is there a ground ring to encompass the 3 footings for the canopy structure and tie ins to the structure? Is there a ground ring attachment for the guard booth? The Contractor shall connect the canopy structure to a ground rod then connect to the ground loop around the guard shack building

Do we need to provide grounding at each of the pop up vehicle barriers? Grounding for pop-up vehicle barriers shall be according to the manufacturers requirements for the barriers. Equipment Ground Conductor is routed with power cables to barriers.

Is there an isolated counterpoise and/or grounding requirements for the antenna? Antenna pole shall be grounded per Specification Section 26 20 00 Paragraph 3.1.11 and as required for a compete and certified lighting protection system.

Whose scope of work is it to provide the Antenna? The prime contractor would determine which subcontractor would be responsible for the purchase and installation.

78 Dwg E501 - Who scope is it to provide the control panels and PLC system?

The prime contractor is ultimately responsible for the bid package, who they deem would provide that to them is up to them.

79 Please verify that all electrical equipment outdoors is to be NEMA 3R. The drawings do not indicate this rating?

All equipment that is considered outdoors needs to meet the UFC and NEC requirements

80 Will there active or passive vehicle barriers in the scope of work? Yes, there will be active and/or passive barriers included in this project’s scope of work.

81 FAR 52.236-13 Accident Prevention (page 27/71) requires EM385 Compliance - will a Level 1 SSHO be required or will Level 2 suffice? FAR 52.236-13 requires the contractor to comply with the requirements of USACE Manual EM 385-1-1.

While it does not mention a level, it does list SSHO requirements at 01.A.17.
