No. Question Government Response
1 I would like to schedule a site visit for Monday August 12 at 10 am local time. Is this possible? If so, are there any base access forms that need to be completed before site visit? Yes, 12 Aug at 1000 is acceptable. No base access forms required since we will escort you on base.
2 Are we to assume that all material is only oil impacted water / sludge? Should we anticipate off-spec materials (antifreeze, used motor oil, chlorinates, etc.)?
It is uncertain what the exact chemicals could be in the OWS at any giving time, but the company awarded the contract to clean out the OWS would receive an analytical sampling report of all OWS prior to the cleaning. The sampling reports are completed within a 12 month period to provide the most accurate information possible. The government's goal is to keep all OWS contents in the Non-hazardous category.
The line stating “Inspect anodes and cathodes effectiveness, inspect alarm/indicator/monitor devices, inspect for leaks, replace all cover gaskets and seals, and refill OWS” is a bit vague. Is this merely a visual inspection?
Visual inspection to look at condition of OWS and note issues observed. Confined space entry for the larger OWS. Inspect for leaks as best as possible while inside the large OWS. This is not really possible for the smaller OWS where entry is not possible. Replacement of cover gaskets and seals is a replacement action. Refill OWS with water is an action to put clean water back into the OWS after removing the dirty water/sludge and spraying down the inside of the OWS.
4 Do we need to source replacement gaskets? Do you have a product number or value for these items? We cannot provide product numbers. These would be typical OWS entry man-hole gaskets. Not every OWS has gaskets to be replaced.
5 Do you require certification on the water being replaced into the OWS, or is “pulled from a municipal source” acceptable?
The water can be pulled from a near-by building or fire hydrant. If pulling from a fire hydrant, a back flow prevention device is required. The base can help with fire hydrant support.
6 Can you provide General Arrangement drawings for all tanks? The government will provide the available drawings by 16 August 2024.
7 What is the size of inlet and outlet pipe connections? The information provided in the drawings is all the information the government will be able to provide. Drawings to be provided by 16 Aug 24.
