Statement of Work

Water Treatment Facility Pipe Loop Biddle Air National Guard Base, Horsham, Pennsylvania 19044

Project Number ZAWA242005

2 November 2023

PURPOSE & SCOPE: All work will be located inside Bldg. 20, Water Treatment Facility (WTF) at Biddle ANG Base. Operation of the current WTF is primarily automated, however some daily functions require manual operation. This repeated motion runs the risk of deteriorating parts which could result in failure. The granular activated carbon (GAC) vessels have valves that control water flow during the filtration process. A valve needs to be opened and closed to start and stop the water flow from the GAC to the clear well. Currently, the valve must be opened and closed manually and does require significant force to do so. The repeated physical operation of the valve can result in functional issues in the long term. If the valve fails, the GAC vessel will drain completely causing overflow issues to the clear well below.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to add a pipe loop to the effluent line as necessary to stop the flow of water once the granular activated carbon (GAC) system has been turned off at the control panel. The contractor shall make the necessary adjustments to stop the flow of water once the GAC has been turned off, without the need to manually turn valves. All information included in this document, along with the instructions and standards referenced in the document, shall be considered as part of the Statement of Work.
