About this file

This document appears to be a set of Questions and Answers (Q&A) related to a federal contract opportunity for providing managed Wi-Fi services for the 173rd Fighter Wing of the Oregon Army National Guard.

The key details are: The contractor will be required to provide a 1 Gigabit circuit with 100Mbps wireless connectivity, maintain single-mode fiber from an off-base location to the demarcation point in Building 210 Room 112, and manage the existing wireless network infrastructure which includes Juniper switches, Aruba access points, and a Sophos firewall. The wireless network supports an average of 200-300 users across 8 buildings, with a ceiling of 1,500 total users. The contract is a recompete of a previous award, W50S8Z-23-P-0018. No new equipment installation is required, and the contractor will quote on the existing infrastructure. The performance work statement and pricing template should be used to submit a proposal.

Q&A

1. To clarify, the requirement is for WAPS, managed services and w/ 1 Gigabit circuit with 100meg wireless connectivity?

A - Yes, a 1 Gigabit Circuit to the base with 100Mbs of wireless connectivity.

2. Under 2.1 you state

Contractor will establish and maintain single mode fiber from off-base to termination point on Kingsley demarcation point located in building 210 room 112 using pre-existing fiber or a new fiber installation. No other cabling, fiber, or hardware will need to be installed in any of the other 7 buildings.

• Does this mean that all internal structured cabling that supports Wi-Fi access points and switching already exists? If so, can you state the standard of cabling (i.e. Cat 5, 6, 6A?) and can you provide the survey report that depicts where the APs should be located from any existing coverage requirements. What vendor brand Wi-Fi access point was used to perform that estimate?

A - Yes, CAT 6 cabling is installed in the buildings to the AP’s and there is fiber that the network runs on in-between each of the buildings. We use Aruba AP-325’s and one Aruba AP-367. The APs are already installed.

3. If cabling is already done is there an IDF in each building with sufficient space and power for a Power over Ethernet Switch?

A - We already own separate switches for each building and are currently running POE.

4. What is the approximate number of end devices that are expected to be using Wi-Fi and any given point in time in each building.

A - Around 200-300 on average with a ceiling of 1500 users across the base. A rough estimate of 30- 50 users per building

5. Can you confirm the rough size in square footage of each building or provide general floor plans that depict wall and doors?

A - Please see attachment section.

6. Under the Combined document for pricing, is the unit price per managed device per month or the total solution MRC?

A - That is the total for all services for the month.

7. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A - This is a recompete. The previous award number is W50S8Z-23-P-0018.

8. For the existing system, who is the equipment vendor and what controller, and access points were used?

A - We currently have Juniper EX2300 switches, Aruba AP-325’s, one Aruba AP-367 and Sophos XG- 230 for the Firewall.

9. Have any wireless surveys been performed?

A - No.

10. What is the specific configuration of the existing fiber network (single mode vs multimode) between the buildings?

A - Single-mode.

11. Are there any specific requirements for the firewall mentioned in the PWS?

A - Maintain the firewall at the industry standard. Updating the software and firmware as required.

12. What is the expected distribution of users across the different buildings?

A - Around 200-300 on average with a ceiling of 1500 users across the base. A rough estimate of 30- 50 users per building

13. What is the process for obtaining security clearance or escorts for contractor personnel working on-site?

A - There is no requirement for the contractor to maintain a security clearance and the 173 Communications Squadron (173 CS) will provide escorts when needed.

14. Were there any complaints or on-going issues with the existing system that should be addressed with the new wireless network?

A - No, the system works well as designed.

15. Are there any restrictions or requirements for working hours or access to the buildings for maintenance and troubleshooting?

A - If access is required to any buildings, the 173 CS will escort the contractors to the buildings.

16. In the solicitation documents, I didn't find information about the relative locations of the buildings that need to be connected as part of the mesh system, including the headend rack room where we plan to bring our single-mode fiber. What is the best way to obtain these documents in a manner that your side is comfortable with?

A - The fiber would need to be brought into building 210 room 112. If the contractor needs to establish a new OSP fiber circuit, a site survey would need to be accomplished.

17. For the connectivity uptime agreement - do you have a DIA style agreement/contract already written up you'd like to utilize, or would you like this prepared and presented for discussion from our side?

A – Nothing is required outside of what is described in the Performance Work Statement.

18. What authentication methods are required for the wireless network?

A – There are multiple SSID’s – Most of them hidden, currently these have WPA2 passwords.

A - There is one “Visible” SSID – which is open and does not require any authentication or passwords. – We should probably change this and require a WPA2 password.

19. Will the wireless need to integrate with Active Directory? If so, will someone on site assist with the integration?

A - It does not need to be integrated with Active Directory.

20. Are there any other specific requirements for integration with existing systems?

A - No, it will be logically and physically separated from all other networks.

21. What is the number of wireless access points currently installed in each building?

A - 34 total. 1 outdoor and 33 indoor AP’s.

22. Aside from what's covered in the solicitation and NDAA, are there any compliance standards (e.g., NIST, FIPS) that must be met for this installation?

A - No.

23. Do you have a current network topology diagram?

A - Please see attachment section.

24. Is there a site map with locations where each Access point is to be installed?

A - No AP’s will need to be installed. All the hardware is already installed.

25. Where the switch will be installed in each building, is there a mounting point for the switch?

A - Switches are already installed.

26. Who is the existing internet provider?

A - Hunter Communications.

27. Are you having reliability issues that are isolated to the existing internet provider?

A - No.

28. Is there a circuit ID that you can share with me?

A - No specific circuit ID that is tracked, it is labeled with the current providers name WAN/FIBER at the DMARC location in Building 210 RM 112.

29. Is there any information you can share regarding the make and model of the switches and or APs?

A - We currently have Juniper EX2300 switches, Aruba AP-325’s, one Aruba AP-367 and Sophos XG- 230 for the Firewall.

30. How many runs between buildings are single mode and how many are multi-mode?

A - They are all single-mode.

31. For section 2.1, "Contractor will establish and maintain single mode fiber from off-base to termination point on Kingsley demarcation point located in building 210 room 112 using pre-existing fiber or a new fiber installation. No other cabling, fiber, or hardware will need to be installed in any of the other." I am interpreting this as there is fiber from the internet provider to the demarc, is that correct?

A - There are currently 3 commercial fiber circuits already running/installed to the base. When the award is made, if that vendor does not already have fiber running to the base, then they would need to use one of the already installed circuits or provide their own.

32. In the room with the demarc is there an existing rack for mounting a switch and firewall?

A - There is a rack where our current equipment is installed. Currently we have a switch and firewall already installed. If a different vendor/ISP is awarded the contract, we would utilize the space that the current equipment is occupying.

33. Is there backup power in each closet where the switches and firewall are to be installed that we can use? If not is there a requirement for UPS power?

A - There is no requirement for UPS power.

34. Can you provide the network equipment being used in the existing infrastructure? If so, can the network layouts, model numbers, and access point locations be provided?

A - We currently have Juniper EX2300 switches, Aruba AP-325’s, one Aruba AP-367 and Sophos XG- 230 for the Firewall. See attached PDF for AP locations.
