About this file

This document contains responses to questions regarding solicitation number W50S8Y-20-R-5002 for optimizing the human weapon system services. The solicitation seeks a contractor to provide physical therapy services to fighter pilots at an Oregon Army National Guard installation between the hours of 6:00AM and 3:00PM Monday through Friday, and from 7:00AM to 4:30PM on Saturdays and 7:00AM to 2:30PM on Sundays for approximately 11 regularly scheduled drill days per year. The responses clarify that the contractor must provide adequate staffing to ensure continuous service during employee absences and that all licenses must be an Oregon state license. Pricing should be a single total price to provide the services for the one-year period of performance.

RFI #1

What pricing would you like for each CLIN, job for the entire contract?

Response The price proposed should be the total price to provide service during the period of performance (1 year). Job for the entire contract. The solicitation has been amended to state this.

RFI #2

We understand that, “The contractor shall provide services between the hours of 6:00AM and 3:00PM Monday through Friday. During Regularly Scheduled Drills (RSDs) services will be provided from 7:00AM to 4:30PM on Saturday and 7:00AM to 2:30PM on Sunday. RSDs occur approximately 11 times per year.” However, is the contract employee expected to work M-F and then the weekend as well, or will the contract employee be granted time off or credit if he or she is working the weekend as well?

Response The contractor is required to provide the services as stated in the PWS. The government expects the service requirements to be met regardless of how employee time off, holidays, sick leave or other absences are managed by the contractor. The determination on how many employees to hire or how to manage their schedule is the responsibility of the contractor. The government is not responsible for granting time off, or management of employees.

The PWS paragraph 1.4.5 has been revised as follows: The contractor shall ensure an adequate workforce is available to ensure service continues during employee absences, scheduled or unscheduled.

RFI #3

The PWS requires a “state physical therapy license”, since the work is performed on a military installation, is an Oregon State license required?

Response All references to state licenses or licenses in the PWS have been changed to Oregon State licenses.
