About this file

This is a Questions and Answers document for federal contract opportunity W508SX26QA029, issued on September 15, 2026, addressing clarifications related to a partial follow-on contract for Physical Therapist services.

The contract is a partial follow-on requirement to incumbent contract W50S8X24PA022. Key clarifications address subcontracting and teaming arrangements, staffing requirements, and regulatory applicability. Small-business prime contractors may propose qualified physical therapy companies as subcontractors or teaming partners, provided the arrangement is fully documented in Volume I of the proposal. The proposed Physical Therapist may be a direct employee or independent contractor of either the prime contractor or proposed subcontractor, and must be clearly named in the quote with all required documentation. The prime contractor maintains overall contractual and administrative responsibility for performance, quality control, and PWS compliance. The Government may consider the recent and relevant past performance of proposed subcontractors or teaming partners during Factor II evaluation, provided past performance submissions reflect work directly relevant to the specific scope the subcontractor proposes to perform. A previous requirement that proposed Physical Therapists possess a Moffett Field/Moffett ANGB installation access card at proposal submission has been removed; installation access may now be processed after contract award. FAR 52.219-14, Limitations on Subcontracting, is not applicable to this requirement.

W508SX26QA029 - Questions and Answers 15 Sep 2026

Questions Responses

1. If an offeror proposes a subcontractor or teaming partner that will perform a meaningful portion of the requirement, may the Government consider that proposed team member’s recent and relevant past performance when evaluating Factor II? If so, are there any specific documentation or workshare requirements the offeror should provide for that past performance to be considered?

Yes, the Government may consider the recent and relevant past performance of a proposed subcontractor or teaming partner, provided that:

The offeror explicitly discloses the teaming agreement, joint venture, or subcontractor arrangement in Volume I (Technical), clearly defining the entity’s role, lines of authority, and specific workshare/responsibilities under the contract.

The past performance submitted in Volume II reflects work directly relevant to the specific scope that the subcontractor/partner proposes to perform.

2. Is this a follow-on requirement or a new contract?

If it is a follow-on contract, could you please provide the incumbent contract number and the awarded price?

This is a partial follow-on requirement only for Physical Therapist services. The incumbent contract number is W50S8X24PA022.

3. PWS Section 1.6.1 states that contractor personnel performing work under the contract “must have an installation access card at time of the proposal submission.” The PWS also outlines post-award procedures for installation-pass information and DBIDS background checks. Could you please confirm whether the proposed Physical Therapist must already possess a Moffett Field/Moffett ANGB installation access card at the time of proposal submission on September 21, 2026, or whether installation access may be processed after award for the selected contractor’s personnel?

The requirement for an installation access card at the time of proposal submission has been removed from the PWS. Installation access may be processed after contract award.

4a. May the small-business prime contractor, propose a qualified physical-therapy company as its subcontractor?

Yes, a small-business prime contractor may propose a qualified physical therapy company as a subcontractor or teaming partner, provided the arrangement is fully documented in Volume I.

4b. May the proposed Physical Therapist be an employee or independent contractor of that subcontractor, provided the individual is named in our quote and meets all PWS requirements?

Yes, the proposed Physical Therapist may be a direct employee or an independent contractor of either the prime contractor or the proposed subcontractor, provided that the individual is clearly named in the quote and submitted with all required documentation.

The prime contractor maintains overall contractual and administrative responsibility for performance, quality control, and compliance with all PWS terms.

5. Is FAR 52.219-14, Limitations on Subcontracting, applicable to this requirement even though it is not listed in the solicitation?

RFO FAR 52.219-14, Limitations on Subcontracting, Is not applicable to this requirement.
