About this file

This Performance Work Statement (PWS) details the repair and maintenance requirements for Hangar 662 fabric door systems at Moffett Air National Guard Base in California. The primary objective is to inspect, repair, and restore full operability of the hangar door system, which has experienced multiple failures due to misaligned safety components and mechanical issues. The contractor must complete the door repair within 30 days of contract award, with specific tasks including bypassing and adjusting safety arrestors, installing guide wheels, inspecting electrical functions, lubricating mechanical components, and ensuring overall door system functionality.

The PWS mandates that the contractor provide all necessary labor, parts, tools, and equipment, with technicians required to hold American Association of Automatic Door Manufacturers (AAADM) certification. Deliverables include a Contract Manager designation within 15 days of award, technician certifications at the pre-construction conference, and a comprehensive Hangar 662 Repair Inspection Report within 10 business days after completion. Work will be performed during normal government duty hours (6:30 AM to 4:30 PM, Monday through Friday) at the 129th Rescue Wing location, with strict safety, security, and reporting requirements specified throughout the document.

Performance Work Statement -2 Dec 2025

Repair Hangar Door and annual preventive maintenance

Performance Work Statement (PWS) Investigation and Repair B662 Hangar Doors QMSN262001

1. General Information

1.1. Scope

The Contractor shall provide all training, labor, parts, materials, vehicles, tools, equipment, transportation, Personal Protective Equipment (PPE), and any other incidentals necessary to travel to Moffett Air National Guard Base (ANGB) to provide assessment and unscheduled repair of hangar door systems located at Building 662. The scope of work shall include, but is not limited to, supervision, tools, lifting equipment, and insurance to inspect, adjust, and repair the currently inoperable hangar door systems as required, with Contracting Officer (KO) and Contracting Officer Representative (COR) approval. Upon completion of all services, the hangar door system(s) for Building 662 shall be fully operational.

1.2. Background

The Hangar 662 fabric door system consists of three interconnected door panels. It was installed in 2001. In 2023, the Hangar 662 door experienced failures due to misaligned fall arrest plates, preventing full closure/opening. On 10 October 2025, the door system malfunctioned again. An inspection completed in November 2025, revealed that the center door (door 2) had the west side safety arrestor engaged while the east side was not, causing the bottom beam to bind between the mullions. The door was deemed locked and unsafe to operate. This contract is required to address the immediate repairs of the Hangar 662 doors and ensure continued safe and reliable operation.

1.3. Period of Performance

The Hangar 662 door repair must be completed within 30 days after contract award.

2. General Requirements
