I have reviewed the solicitation documents, but I could not find specific details on how the proposal should be submitted. If there are any specific formatting requirements or forms that need to be included, I would appreciate your guidance on that as well.

See addendum to FAR 52.212-1 included in Amendment 0001.

The solicitation does not include any evaluation factors or instructions for bidders. Could you please confirm whether this information will be provided in a future amendment or if there is another document we should reference?

Can you please provide the incumbent name and past contract value for this solicitation?

We currently do not have a current contract nor any employees. We are handling everything in-house.

Are you looking for day services or evening services?

Can you share with me how many cleaning staff you have working with you right know? How many hours?

We are looking for day services and we currently do not have a current contract nor any employees. We are handling everything in-house.

Is the site visit on 2/12 mandatory in order to bid on this project or can I submit my bid based on the information provided?

Attendance of the site visit is not mandatory.

However, in no event shall failure to inspect the site constitute grounds for a claim after contract award.

Who is the current contractor? What is the current contract amount?

No current contractor

If you are unable to provide the current contract amount, what is the current budget your agency has for this project?

We are not willing to disclose this information.

Referring to the bldg. maps-are the color-coded areas the only areas the contract is responsible for cleaning-those in white are not part of this contract, is that correct?

See updated Attachment III, including verbiage at the bottom of each page stating which colored areas are to be cleaned.

In reference to the final page=the calendar-I am not sure what this refers to-what do the color codes mean?

The color codes are meant to indicate regular scheduled drill days, federal holidays, Wing down days, etc.

I noticed the SOW calls for mostly all weekly cleaning and 2W-nothing daily. Is the expectation all weekly work is completed the same day in all the facilities OR can it be split up over a given week-just so long as all cleaning meets the required SOP? Basically, splitting up each day with designated bldg.’s assigned.

All the facilities need to be cleaned each week. Yes, it can all be spread out over each week as long as all cleaning is completed each week.

I noticed it is for 1 year-however, it states the state is working on a multi-year contract-does that mean the selection process has already happened for this facility with regards to the long-term contract. If selected for the one-year contract, would we have an opportunity to bid on the long term contract? And does this involve other locations or just 129th RQW?

The intent of this solicitation is to award a one-year contract with no expectation of extending the period of performance. Any future multi-year contract is not anticipated to involve this purchasing office.

Is there additional locations or scope of work added from the previous contract?

No.

Will the awarded contractor provide the paper products/toiletries for this project? If yes, what are those products and what is the monthly consumables value?

No, see SOW 2.j.

What is the FREQUENCY, DAY and TIME cleaning schedule for this project?

Up to the awardee to determine as long as the contractor meets the contract requirements.

Is a bid bond required/mandatory for this project? No.

Is there a prevailing wage? The Service Contract Act applies to this requirement.

Would you please provide the number of bathrooms and fixtures, showers, and if there is a locker room per bathroom in the below buildings?

No Locker Room in B484 or B545.

Will the use of washing machines onsite be permitted for laundering these items?

No

Who will be responsible to launder these items? Contractor

Will the contractor’s staff be able to walk freely from site to site or will they need an escort during the entire time they are on site? How long does clearance take? Is U.S. citizenship required to work on site? Is it acceptable for contractor staff to have a Residency or work visa to work on site? If so, please advise which is required?

After background checks completed, DBIDS Badges will be issued for the main base spaces, so yes contractor can operate freely. For Buildings 484 and 528, escorts will be provided. You just call the phone at the gate, and someone will let you in. We will show contractor how once awarded.

Non US Citizens can apply for DBIDS but must provide all of the following:

1. Proof of resident alien card, employment authorization card, or social security card

2. Valid driver’s license (new real id cards) passport, or state ID

3. Current vehicle registration and vehicle insurance (driving privileges)

4. DBIDS Form Travis AFB OSI will have to conduct a background the check on these members. It will take approximately 2-4 weeks for Travis AFB to complete.

Would you kindly provide a map of where the dumpsters are located?

During the site visit, locker room cleaning was mentioned to be cleaned, however in some buildings/cases we were told that some locker rooms were not included. Please provide sq. footage of all buildings with lockers rooms that need cleaning.

When hallway cloning is mentioned, does this included ALL common area flooring, including stairwells?

Will the bathrooms in the secure area of building 665 be part of the scope of work? If so, please provide number of bathrooms and fixture count per bathroom.

See Attachment III – Building Layout Maps for all spaces to be cleaned (green). Room 112 in B665 is NOT in the contract scope.

Will appliance in breakrooms need to be added to the scope of work to be cleaned?

No appliances to be cleaned.
