Statement of Work 22 Jan 2025
One Year Janitorial Contract (2025-2026)
1. DESCRIPTION OF SERVICES: The Contractor (the “Contractor”) shall provide all labor and supervision necessary to accomplish complete and thorough custodial services (the “Services”) within the 129th Rescue Wing facilities, Mountain View, California, 94035, Moffett Air National Guard Base (“ANGB”), as described in this Statement of Work (the “SOW”) and in accordance with this contract, (interchangeably the “Contract” or “Agreement”). The Government, (the “Government”) shall provide all cleaning supplies, materials, and all bathroom products to include paper towels, soap, toilet paper, and seat covers. The Government shall also provide equipment for the Contractor’s use to include vacuums, buffers, and spot carpet cleaners.
2. STATEMENT OF WORK:
2.1 Objectives
The purpose of this contract is to provide one year (12 months) of cleaning and janitorial services in multiple facilities on the 129th RQW Air National Guard Base, CA.
2.2 Background
The 129th RQW is in the process of finalizing a multiple year contract for janitorial services. In the interim, we have an immediate need for cleaning services to be performed at our base. CA United States Property and Fiscal Officer (USPFO) has authorized this one-year temporary contract while the permanent State Contract is being finalized.
2.4. Scope of Work
The Contractor shall adhere to the following minimum performance standards. In its sole discretion, Government reserves the right to inspect Contractor’s work while on the Installation with or without reasonable notice to inspect Contractor’s compliance of Custodial Services Requirements if deemed necessary. Refer to the attached Frequency Cleaning Guides for frequencies.
a. Sweep Floors: Broom sweep floors to leave surfaces free of dust, dirt, and other trash and debris.
b. Dust Mop Floor: Use a damp mop with a mild cleaner/disinfectant to clean fine dust. Leave surface clean and free of dust, dirt, and streaks.
c. Wet Mop Floors: Use a cleaner/disinfectant to clean floor to leave floors free of dirt, water streaks, mop marks, string, gum, grease, tar, etc. The surface shall present an overall appearance of cleanliness. All surfaces shall be dry and all inside and outside comers shall be clean.
d. Building Main Entrance Doors: Using a glass cleaner, spray windows and wipe with a clean cloth. Leave surface clean and free of streaks and dirt. Remove outside cobwebs around entry doors.
e. Building Signs: Clean and remove cobwebs and dirt from exterior building sign(s).
f. Scrub and Sanitize: Use cleaner/disinfectant to clean shower stalls, bathroom, and locker rooms. Surfaces shall be clean, and free of dirt and cleaning solutions.
g. Mirrors and windows: Using a glass cleaner, spray mirror and windows and wipe with a clean cloth. Leave surfaces clean and free of streaks, dirt, or other debris.
h. Ceramic Bathrooms Walls: Contractor shall wipe down walls using a wet cloth with a mild detergent. Leave walls clean and free of dust, dirt, and streaks. Ensure any water or cleaner residue from wall cleaning actions are removed from adjacent surfaces.
i. Restroom Fixtures: Clean all fixtures, including chrome flush valves, faucets, mixing valves, sinks, shower heads, soap dishes, toilets, urinals, shower stalls, washbasins, mirrors, shower stall doors, built in waste receptacles, dispensers and wall surfaces utilizing a germicide cleaner disinfectant. Porcelain fixtures, ceramic wall surfaces and metal surfaces shall be clean and bright, free of swirls, watermarks and soil. There shall be no dust, spots, stains, rust, green or black mold, encrustation, scale, or excess moisture remaining at completion of this operation.
j. Counters: This includes restrooms, as well as other services areas. Clean countertops with a damp cloth and mild detergent/disinfectant appropriate for the surface. Leave countertops clean and free of dust, dirt, grime, trash, and streaks.
k. Restroom Partitions: Using a damp cloth and mild detergent/disinfectant appropriate for the surface. Leave surfaces clean and free of dust, dirt, grime, trash, and streaks.
l. Exhaust Fan Grilles in Restrooms: Using a damp cloth and mild detergent/disinfectant, remove all dust and dirt from the grille. Leave the grille clean and free of dirt.
m. Lockers: Wipe with a damp cloth to remove all fingerprints, dirt, and grime. Leave surfaces uniformly clean.
n. Light Switch Cover Plates: Using a damp cloth, clean all cover plates to remove dust and dirt.
o. Empty Waste Receptacles Restrooms: Empty waste receptacles and replace with clean plastic trash bag. Ensure all waste collected is removed from the facilities and appropriately disposed.
p. Service Restrooms: Supply and service paper towels, soap, toilet paper and seat cover dispensers. All supplies shall be delivered, and all dispensers filled. Replace canister in automatic air fresheners.
q. Inspect Restrooms: Inspect restroom to determine if paper products need to be replenished or if extra cleaning is required.
3. GENERAL REQUIREMENTS:
a. Working Hours: The Air National Guard at Moffett ANGB normal working hours are 6:00 am to 4:00 p.m., Monday through Friday, except on recognized US holidays and when the Government facility/installation is closed due to local or national emergencies, Regular Day Off (RDO), or similar Government-directed facility/installation closings. See Attachment IV “129 RQW Duty Calendar”, incorporated herein by reference. The Contractor shall also work within this schedule and recognize authorized Federal Holidays as described in 3.b. hereunder unless explicitly pre-approved by both parties in writing.
b. CY 2025 Federal Holidays:
1. Wednesday, January 1 – New Year’s Day
2. Monday, January 20 – Birthday of Doctor Martin Luther King, Jr.
3. Monday, January 20** – Inauguration Day
4. Monday, February 17* – Washington’s Birthday
5. Monday, May 26 – Memorial Day
6. Thursday, June 19 – Juneteenth National Independence Day
7. Friday, July 4 – Independence Day
8. Monday, September 1 – Labor Day
9. Monday, October 13 – Indigenous Peoples’ Day
10. Tuesday, November 11 – Veterans Day
11. Thursday, November 27 – Thanksgiving Day
12. Thursday, December 25 – Christmas Day
* This holiday is designed as “Washington’s Birthday” in section 6103(a) of Title 5 of the United States Code, which is the law that specifies holidays for federal employees. Though other institutions such as state and local governments and private businesses may use other terms, it is our policy to always refer to holidays by the names designated by law.
** This holiday is designated as “Inauguration Day” in section 6103(c) of Title 5 of the United States Code, which is the law that specifies holidays for Federal employees. Federal employees in the Washington DC area are entitled to a holiday on the day a President is inaugurated on January 20th for each fourth year after 1965.
c. Employee Lists: The Contractor shall furnish upon execution of this Contract, a list of all employees and their contact information, (e.g., phone numbers of supervisors and employees on base) assigned to work on Moffett ANGB and as employees change, submit supplementary lists to the Government as soon as possible.
d. Contractor Identification and Appearance: The Contractor’s employees shall wear a conspicuous contractor furnished identification badge while on duty on the outermost layer of clothing. This identification badge must include at minimum:
Contractor name, employee name, and include an employee photo. Contractor employees shall be responsible for dressing appropriately for field conditions, inclement weather, and always appear professional.
e. Installation Access and Security:
1. The Contractor is cautioned that Moffett ANGB is a United States Air Force installation wholly contained within Moffett Federal Airfield (Moffett Field) which is operated by the National Aeronautics and Space Administration (NASA). Access to Moffett Field is controlled by NASA Protective Services while access to Moffett ANGB is controlled by the 129 SFS.
2. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures that may be obtained from the COR. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the 129 SFS, Director of Emergency Services, or local Security Office. The Contractor shall ensure compliance with all personal identity verification requirements as directed by the Department of Defense (DOD), Headquarters US Air Force (HAF), and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in the Contractor’s security matters or processes.
3. Contractor and any/all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) in accordance with Air Force Instruction (AFI) 31-101 and AFI 10-245, applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by the COR).
f. Key Control: Any access keys required by Contractor shall first be pre-approved in writing and issued by the 129th Base Civil Engineer (the “BCE”) located in building 683. Any change of employee who maintains dominion and control of any access keys on record shall immediately notify the BCE and the Contract Manager(s) identified in 2.f. Point of Contact below to update the Government’s records of keyholders.
g. Point of Contact: The principal point of contact for interpretation of this technical specification is the Contract Manager, specifically, the 129 CEF Material Controller, (the “Contract Manager”) TSgt Robert Anthony, 650-603-8641, robert.anthony.10@us.af.mil, and Alternate Contact Manager, (the “Alternate Contract Manager”), SSgt Michael Yusta, 650-603-8602, michael.yusta@us.af.mil.
These individuals shall be the principal and alternate points of contact in principal’s absence between the Contractor and the Government. For the avoidance of doubt, all correspondence between the Contractor and the Government shall be in writing, including without limitation, requests for materials reasonably requested by the Contractor to perform their obligations under this Contract, appraisals, and areas of concern related to Contractor’s performance.
h. Safety Data Sheets (SDS): The Contractor shall ensure all janitorial or custodial cabinets contain correct SDS information for those custodial items located within the cabinets. At minimum, the Contractor shall update these sheets every six (6) months and provide a written report to the Government of its status. Any materials deemed unauthorized by the Government shall be removed, and it shall be the sole responsibility of the Contractor to properly dispose of the identified items.
i. Cleaning Schedule: The Contractor shall develop and follow a routine cleaning schedule as determined by their leadership. The schedule shall be provided to the Contract Manager.
j. Supply Requests: Contractor shall provide the Contract Manager with lists of cleaning supplies and materials needed on a regular, ongoing basis in accordance with the guidance in 2.f. above so that Contract Manager can fulfill Contractor’s needs to perform their duties. Enough supplies are to be kept at each building location to restock, and it is Contractor’s responsibility to notify the Contract Manager if supplies are needed to satisfy this requirement. Contractor shall sign out supplies from Contract Manager, TSgt Robert Anthony, or in his absence, the Alternate Contract Manager, SSgt Michael Yusta at the 129 Civil Engineer Flight, Building 683.
k. Frequency and Custodial Standards: Facilities shall be cleaned in accordance with the frequencies established in Paragraph 4, “Frequency Cleaning Definitions” of this SOW and attached Janitorial Frequency Guides. Custodial cleaning requirements are specified in Paragraph 5, “Custodial Services Requirements” of this SOW.
l. Safety and Emergency Services:
1. Emergencies: The Contractor shall immediately report any/all injuries to the Government’s on-site representative. For life-threatening emergencies, the Contractor shall contact the 129th Security Forces Squadron (129 SFS) Base Defense Operations Center (BDOC) at (650) 603-9111 who will in-turn notify the appropriate emergency services. Do not call 911
2. Safety: Contractor shall wear appropriate personal protection equipment (PPE), including, without limitation, eye safety glasses to protect Contractor employees from cleaner/disinfectant contact and gloves, as appropriate.
4. SCHEDULE OF BUILDINGS:

e. Building 652: 129 Maintenance Group
f. Building 653: 129 Support Group
g. Building 662: Aircraft Hangar
h. Building 663: Para Rescue Facility
i. Building 665: 129 Operations Group
j. Building 668: Vehicle Maintenance Facility
k. Building 680: 129 RQW Headquarters
l. Building 681: 129 Logistics Readiness Squadron
m. Building 683: 129 Civil Engineer Flight
n. Temporary Trailers as identified in the maps attached within Attachment III.
Restrooms within these Temporary Trailers are the only area of responsibility for Contractor’s cleaning efforts IAW this Contract and the general cleaning guidance provided in Section 5 Custodial Service Requirements below. For the avoidance of doubt, in addition to any maps provides to Contractor, upon execution of this Agreement, the Government may conduct a site visit of the installation with the Contractor to solidify performance expectations for all areas of cleaning responsibility.
5. FREQUENCY CLEANING DEFINITIONS:
a. Annual (A). Services performed once during each 12-month period of the Contract at intervals of 345 to 365 days.
b. Semi-Annual (SA). Services performed twice during each 12-month period of the Contract at intervals of 160 to 200 calendar days.
c. Quarterly (Q). Services performed four (4) times during each 12-month period of the Contract at intervals of 80 to 100 calendar days.
d. Monthly (M). Services performed 12 times during each 12-month period of the Contract at intervals of 28 to 31 calendar days.
e. Semi-Monthly (SM). Services performed 24 times during each 12-month period of the Contract at intervals of 14 to 16 calendar days.
f. Weekly (W). Services performed 52 times during each 12-month period of the Contract at intervals of six to eight calendar days.
g. Twice weekly (2W). Services performed twice a week, such as Monday and Wednesday or Tuesday and Thursday. These services shall be scheduled by the Contractor to best address the needs of the Government and most practical frequency in accordance with this Contract.
h. Daily (D). Services performed each regular scheduled business day, excluding
Weekends and RDOs, unless reasonably notified by the Government of an(y) Additional Workload IAW Section 2.g. above, and Federal Holidays as described in Section 2.b. above.
i. See Attachment I “Frequency Cycle – Janitorial Staff”, incorporated herein by reference, for guidance related to Contractor’s required minimum cleaning schedule.
