If no moisture analysis had been complete, will it be the responsibility of the contractor to complete and provide a report prior to starting the work?

Technical

The contractor shall perform an investigation and submit a report documenting the precise square footage of roof area affected by moisture saturation that requires full-depth replacement. 8 SOW Attachment 1 - Statement of Work

Have any core samples taken from the roof to verify the insulation depth, coverboard, and vapor barrier?

Technical No core samples have been taken on the roof however the depths were verified through as-builts that are currently on file.

9 SOW Attachment 1 - Statement of Work

Can you clarify if this is a watertight warranty or total system warranty? "Furnish a single-source roof system manufacturer's 20-year no dollar limit materials and installation workmanship warranty, for a watertight roof system construction."

Technical

All work completed under this contract shall be guaranteed by the contractor against failure of workmanship and/or materials for a period of twenty

(20) years from date of final acceptance of the project Contractor shall provide a sample warranty in the form of a submittal and receive approval prior to work commencing.

These measures include, but are not limited to, minimizing overspray through the utilization of windscreens and other appropriate containment methods. The Contractor is required to provide the Government with a minimum of ten (10) calendar days advance written notification of proposed spray dates. 13 SOW Attachment 1 - Statement of Work

Will it actually be necessary to place a metal chip every 100sf for dry film thickness testing for each layer of coating? Will these chips and samples need to be retained and catalogued till the end of the project? This would be a substantial additional labor cost if this is the expectation. We may generate as many as 1,200 samples if this is required for each layer of coating applied

Technical

The metal chip every 100 square feet is extremely excessive.

We will only require 1 sample per layer of coating over the entire square footage of the roof. Due to the large square footage of the project, if it is done in increment sections we will require 1 sample per layer of each section.

14 SOW Attachment 1 - Statement of Work

The specifications require the 1.5" spray foam to be applied in 2 equal passes. The minimum thickness for SPF application per layer is 1". Will a one pass application of 1.5" be acceptable or do you want to increase the thickness of the system to 2" so two layers of one inch each can be applied?

Technical

The spray foam must be applied in two passes with a minimum over all thickness of 1.5”. One pass application is not acceptable, increase the thickness of the system to 2" so two layers of 1” each can be applied

15 SOW Attachment 1 - Statement of Work

Do you have a basis of design for the coverboard? Would 1/2" thick HD ISO cover board be acceptable?

Technical

If an impregnated asphalt board is not utilized in this project, the Contractor shall provide and install a manufacturer-specified asphalt binder designed for direct adhesion of spray polyurethane foam (SPF).

This asphalt binder shall be applied as a uniform coating on top of the non-asphalt cover board, ensuring complete coverage with no bare areas, in accordance with the SPF manufacturer's published specifications

16 SOW Attachment 1 - Statement of Work

Does the EPDM really need to be repaired prior to installing the cover board? We will be putting many holes in the EPDM as we screw down the cover board. We would recommend actually cutting the EPDM where the wall meets the field and also making periodic relief cuts to mitigate future problems caused from continued membrane shrinkage.

Technical

The contractor will assess the existing EPDM membrane and perform necessary repairs only in areas deemed potentially detrimental to the proper adhesion and performance of the spray polyurethane foam (SPF) roofing system. The goal is to ensure a suitable substrate for the SPF application, although achieving a completely watertight EPDM system is not the primary objective. Furthermore, the contractor is authorized to implement relief cuts in the EPDM membrane, as judged necessary, to facilitate proper SPF application and mitigate potential issues related to membrane shrinkage

17 SOW Attachment 1 - Statement of Work

We will be proposing a roof system using American Weatherstar coatings. The products we would be using on this project are manufactured by Neogard. Does this need to be approved via a substitution request?

Technical

Prior to commencement of any work, the Contractor shall submit complete product data for all materials proposed for use on this project. The Government will review these submittals for conformance with the project specifications. Products meeting the specified requirements will be approved for use. No materials shall be installed without prior written approval from the Government. Alternative products will be considered as long as they meet performance requirements

18 SOW Attachment 1 - Statement of Work

The specification calls out a gray top coat and a tan base coat. A tan base coat is not available through American Weatherstar or Neogard, but they do offer a contrasting color. Does the base coat need to be tan or just any contrasting color?

Technical

While the undercoat color is unrestricted, the final top coat must be gray and embedded with gray granules.

The undercoat, whatever color is used, must provide a visually contrasting color to the gray top coat. The intention of this requirement is to provide a clear visual indicator of any wear or damage to the gray top coat layer.

19 SOW Attachment 1 - Statement of Work

Do you have an infrared image report to identify the saturated areas of the roof? Will the base be able to provide that?

Technical We do not have an infrared report to provide. Our 2019 latest roof inspection report will be provided

The government will do its own inspection upon completion to determine reinstallation is satisfactory
