Existing Facility Condition:

Building 22 (DPEZ 212216) has two different roof systems. First, it has a modified bitumen encompassing approximately 20,946 square feet, and a single ply (EPDM) with ballast (gravel), roof system on about 1,617 square feet. There are two other areas that encompass approximately 3,477 sf consisting of modified bitumen. The total roof area is approximately 26,041 sf (see project plans for details).

This roof is in very bad condition and needs a full replacement (Removing the existing roof system in which the SPF will not properly adhere)

Figure 1- Built-Up (MB) Flat and Sloped Roof

The built-up roof (MB) requires approximately 10% full depth repair. This portion has water damage. A detail is provided for the SPF installation; in short, remove all bitumen material, debris, and repair any saturated portion of underlayment down to the metal decking. In water damaged areas, full depth repair is required. Remove roofing materials to the roof deck.

(Government and contractor shall verify full depth replacement area prior to work; not to exceed 2,600sf.) Install 6mil vapor barrier on top of the exposed metal deking, ½” cover board (dens deck), 4” polyiso base layer (two 2” layers), ½” asphalt impregnated coverboard, Fasteners shall be installed through asphalt cover board every two square feet per state roofing regulations. Install 1-1/2” SPF (see spec below) in lifts (see full depth repair detail in plans).

For the Built-up (MB) portion of the roof that has not sustained water damage, the contractor shall install edge metal on the remaining MB sloped portions of the roof sufficient to support the SPF. Remove any loose material in which the SPF will not properly adhere. Fix any loose areas then verify that the modified bitumen material is dry and meets all moister requirements (see spec below). Finally install 1-1/2” SPF on secured modified bitumen. (see project plans and spec below).

Figure 2-EPDM with gravel ballast

For the EPDM portion of the roof, remove the existing roof system where the SPF will not properly adhere. At a minimum, remove all ballast (gravel) and debris and repair any failing portion of the EPDM roof. The roof shall be swept clean and inspected by the COR.

Fix any loose EBDM by applying adhesive and patching any torn portion of the EPDM.

Install ½” asphalt impregnated coverboard. Fasteners shall be installed every two square feet per state roofing regulations. and install 1-1/2” SPF in lifts (see project drawings and spec below), on secured EPDM roof.

Figure 3 Roof Expansion Joint

DPEZ 212216 Repair Building 22 Roof Scope of Work Page 6 of 13

On all roof sections replace all coping, flashing, drains, scuppers, gutters, downspouts, fascia and or appurtenances (see flashing and gutter spec below). All down spouts shall be painted to match existing building. Verify all paint colors with the government prior to ordering materials. Contractor will be required to replace all roof cap and flashing at all penetrations, headwall junctions and at exterior edges. Edge metal shall be installed on sloped sections of roof sufficient to support new SPF. The roof expansion joint is in disrepair and shall be removed and replaced with a NPVC or TPV roof expansion joint.

Project Budget:

The project must not exceed the contracted budget. Expenses beyond the given budget will not be paid out unless the additional expense is expressly authorized by the Contracting Officer (KO) through the contract amendment procedure agreed to in the project contract. Payouts will be authorized once the Owner receives an invoice detailing authorized work performed. The authorized work performed must satisfy the given requirements in this SOW document. Payouts will be authorized in reference to the percentage of authorized work performed to the percentage of budget paid out.
