About this file

This document is a Questions and Answers file for a Wyoming Air National Guard recruiting mural solicitation. The project involves painting a mural at 217 Dell Range Blvd. in Cheyenne, Wyoming, with key requirements including an initial design submission, adherence to Wyoming Air National Guard branding guidelines, and a warranty period. The work must be completed within 90 days after award, with an initial design to be submitted alongside the quote. No security clearance is required, and the mural must creatively represent the "Fly For the Brand, Wyoming Air National Guard" theme while incorporating diversity and the "Cowboy Guard" heritage. The solicitation allows vendors to provide their own design, which will be rated based on submitted resumes and work history. The government property location requires removing weeds, sealing cracks, and painting the mural, with current site images available on sam.gov. The warranty terms were initially set at 10 years but have been modified to a 5-year warranty covering parts and labor for potential mural repairs.

Recruiting Mural Solicitation Questions & Answers

1. What does the timeline for painting look like? Per the solicitation, the work shall be completed within 90 days after award.

2. Are you looking for an initial design to accompany the quote? Yes, an initial design shall be submitted along with the quote.

3. Could you please send over the official vector logo files (Air National Guard, Wyoming Air National Guard, 153d Airlift Wing, U.S. Air Force Symbol, and any other approved recruiting marks)? Please see attached images at the end of this page.

4. Do we need security clearance to perform the work? No.

5. I noticed that the POP was located at 217 Dell Range Blvd. Cheyenne, WY, 82009, and when viewing the address on Google Maps, it appears that there is a fence surrounding the property. We’d need to get on-premise to perform the work so can you provide a photo of the “retaining concrete wall located at 217 dell Range Blvd. Cheyenne, WY 82009” and clarification on access (necessary clearance) so we can paint? No, the actual area is outside of the base, however it is owned by the government.

6. It is required that we conceptualize and provide creative/artwork for the mural and fall in line with the branded “Fly For the Brand, Wyoming Air National Guard” while also representing the WYANG heritage, “Cowboy Guard”, taking into consideration diversity. The question is, do you have current or past examples of creative and/or will you provide the WYANG “brand book” that specifies colors, logos, type font, images, etc. so as to adhere to ensure uniformity n messaging (and reduce the number f back and forth between versions submitted for approval)? WE have received those in the past for recruitment offices, so I just wanted to confirm that those would be provided. Each vendor can provide their own design and along with their resume and work history submitted, will be provided a rating as stated in the Request for Quote (RFQ) document posted to sam.gov.

7. The contractor “shall provide a 10 year warranty to include all parts and labor performed, should minor repairs to mural be needed”. To clarify, paint is typically warrantied to last 2-5 years depending on the type of paint, weather conditions, etc. … and knowing what Wyoming has seasons that fluctuate in temperature, precipitation, etc., it would behoove of us to lean toward the shorter timeframe. Accordingly, the question is, should we include a cost to repaint ever 2-3 years to ensure the visual appeal of the mural, or is your intent to submit subsequent PO’s every few years when the natural wear and tear of painted murals requires attention/repaint? In regards to the warranty, the customer stated we can modify that to a 5 year warranty so I will work to get that changed and re-uploaded to sam.gov.

8. With the requirement of removing weeds and sealing large cracks, do you have a photo of the current state of the façade? If not, that will obviously require a site review prior to prepping and painting the wall, so my question is, can we have access to the site prior to submitting the bid so as to quote accordingly? Simply filling cracks and weeding is significantly less expensive than a full wall prep. Current pics of the existing area have been posted to sam.gov

9. Would that be considered government property, private property, or public property? It is considered government property.
