A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.

2.4.3. Offerors are cautioned to submit enough information to enable the evaluation committee to fully ascertain each offeror’s capability to perform all of the requirements contemplated by this solicitation. All commitments made in the proposal may become a part of the resultant contract. The data submitted with each proposal should be complete and concise, but not overly elaborate. Excessive reliance on promotional brochures is discouraged.

2.4.4. File Format: Each volume shall be electronically formatted to print on standard 8.5 x 11 inch paper. CDs, DVD, Zip disks or USB drives are not permitted. **Please note – Self extracting exe files are not acceptable.**

2.4.8. Content Requirement: The Offeror shall confine submissions to essential matters sufficient to define the proposal in a concise manner and to permit a complete and accurate evaluation of each proposal.

Offerors will be cautioned that “parroting” of the technical requirements of the scope with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal.

Proprietary information should be clearly marked.

2.4.9. The offeror shall be held responsible for the validity of all information supplied in his/her proposal, including that provided by potential subcontractors. Should subsequent investigation disclose that the facts and conditions were not as stated, the proposal may be rejected.

Each joint venture partner shall submit evidence satisfactory to the Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. Applicable to set-aside solicitations: Joint Ventures must meet applicable size standards (See FAR Subpart 19.1). Submit with the proposal any size determination for the Joint Venture entity received from the Small Business Administration. A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration (IAW FAR 19.302 (b)) to determine eligibility. All questions regarding Joint Ventures must be directed to the Small Business Administration (SBA) and not the Contracting Officer.

2.5.2. PHASE 1 VOLUME II, OFFEROR TECHNICAL CAPABILITY AND PAST

PERFORMANCE PROPOSAL

2.5.2.1. Phase 1 Volume II is comprised of three (3) subfactors: Subfactor 1, Team Experience;

Subfactor 2, Conceptual Technical Approach; and Subfactor 3, Past Performance.

2.5.2.1.1. Government acknowledges that the technical proposal will involve discussion of some of the same projects/contracts discussed in the Past Performance volume. While Past Performance examines how an offeror performed in the past, so as to determine the probability of success on future projects, this subfactor examines the offeror’s experience with complex multidiscipline project management and execution and how the offeror demonstrates an understanding of the contract’s requirements taking this experience into consideration.

2.5.2.2. Phase 1 Volume II Subfactor 1: Team Experience. The Team Experience Proposal is limited to 11 single pages, (1 page for the cover sheet/matrix and 2 pages per project). Pages in excess of the limit will not be evaluated.

2.5.2.2.1 The offeror shall provide no more than five (5) projects that have been performed by the offeror and for which the offeror was the prime contractor performing and/or managing the work. The projects shall demonstrate the offeror’s experience in performance of work similar to the work required by this solicitation.

If more than five (5) projects are submitted, only the first five (5) projects as identified in the proposal will be evaluated.

2.5.2.2.2 All submitted projects shall have been completed no earlier than six (6) years before the posting date of this solicitation or, if active, shall be in progress for at least one (1) year (with at least 50% construction progress completed). Examples of projects shall not exceed two (2) pages each.

2.5.2.2.3 A project is defined as a single, stand-alone contract and/or a single task order issued under an existing IDIQ contract(s) unless the project included multiple phases and was issued under more than one contractual order. It shall be noted that an IDIQ contract is not a project. Do not combine multiple task orders unrelated to a stand- alone project to create a single project example. Combining multiple task orders under an IDIQ to create a single project will not be compliant with the solicitation criteria, and it will not be evaluated or considered. The contract number or IDIQ number and individual task order number associated with the project in the title must be included for each of the projects. If the project is not 100% complete, note the current percentage and estimated date when the project will be completed for each contract and/or task order. Firms shall only submit projects as evidence of experience if those projects are at a minimum 50% complete. Include the percentage of work self-performed by the prime for each contract and/or task order. If proposing as a JV, ascribe the percentage of work self-performed by each Joint Venture member.

2.5.2.2.3 A matrix listing all members of the proposed team should be included for this factor that clearly identifies the submitted experience projects that each member worked on. If a team member’s role is changed, please include that information. A sample matrix illustrating the format is as follows (note, these positions are for illustrative purposes only):

2.5.2.2.4 If any significant portion of the work provided is subcontracted, clearly identify that work as such and provide the required experience of that subcontractor as it relates to work the subcontractor is to perform for this solicitation. If the offeror is a joint venture, each firm shall provide information demonstrating experience relevant to their role on this project.

2.5.2.3. Phase 1 Volume II Subfactor 2: Conceptual Technical Approach. The technical approach proposal is limited to 10 pages total. The technical approach is obtained for the purposes of evaluating the offeror’s proposed technical approach for accomplishing the work described in the solicitation. The offeror’s proposed approach will be evaluated to determine the extent to which the offeror addresses all elements of the design and construction for completeness and reasonableness. To be considered acceptable, the offeror must describe their resources, demonstrate an understanding of the specific requirements of the solicitation, and provide a reasonable method for accomplishing these requirements within the performance period required.

2.5.2.4. Phase 1 Volume II Subfactor 3: Past Performance. There is no page limit on the Past Performance proposal.
