GENERAL SCOPE OF WORK

Project Objective:

This is a design-build project. The work covered by this specification consists of furnishing all design, labor, equipment, and material and performing all work to: demolish, recycle and or and remove the existing Liquid Oxygen (LOX) storage facility, pavement, storm sewers, site amenities, and other appurtenances as shown or implied on the plans. (The contractor may use existing structure members and components on the new facility as long as approved by a licensed engineer (stamped drawing), and the components are considered useable by the Base Civil Engineer.) Install an overhead roof, install a concrete pavement area and three-sided metal enclosure. (The three-sides are alternate bid item #1 - see photos at the end of this document.) The contractor will also be responsible to relocate the exiting LOX storage container inside the overhead roof area. The contractor shall also make provisions in order to remove and replace the LOX storage container. The area shall hold an existing Liquid Oxygen (LOX) storage container with 5 feet clearance on all sides. The minimum dimensions for the enclosure are: 32’ long by 18’-6” wide. Existing power outlets shall be left in place, while others shall be adjusted accordingly to the new structure. They shall be installed in simar fashion to the existing condition. All underground electric shall be in appropriate conduit and buried at the appropriate depth. All pavement in the affected area shall be removed and replace with new concrete (see concrete specifications below). The replaced concrete shall be sealed. The sealant shall be liquid-proof and non-reactive to LOX exposure. The enclosure must be anchored or otherwise connected to the ground and be able to withstand typical local weather conditions. Wind Load 120 mph; Snow load 50 PSF. The contractor shall submit engineer signed and sealed shop drawings for the structure prior to construction. The structural must be approved by the base engineer or the Contracting Officer (KO) prior to construction. As stated above the structure must allow the LOX storage container be removed and/or reinstalled.

Location:

The site for the project is the LOX Storage Area, located in the Fuel Containment Area, on the WYANG Base.

153d Airlift Wing

217 Dell Range Blvd Cheyenne, WY 82009

Project Funding:

1. 100% Federally Funded, however, Davis Bacon Prevailing Wages apply.

2. Only Bricks and Mortar type and built-in equipment will be installed.

3. The funds are Minor Construction funds and all work must conform to the ANG regulations and requirements for such funds.

Project Time Management:

1. Based on the Scope of Work, generate a critical path project timeline schedule or Gantt chart to be followed from project initial work to project completion.

2. Identify and inform the Owner of any substantial changes in the project timeline (eg, weather, materials, etc.). Include any potential ways to avoid delaying the completion date.

PROJECT DETAILS

Project Description: The existing concrete pad shall be removed and replaced. Cut at the closest joint adjacent to the work area but no smaller than the minimum dimensions listed above or on the plans. All concrete joints shall be sealed with a DOT-type flexible sealant (Sealant resistant to LOX).

Construct a new permanent three wall roofed metal structure to shield the existing LOX tank from direct sunlight (the wall only shall be considered Alternate Bide Item 1 (ABI 1)). The walls shall be full sized, covering the sides, from ceiling to ground level. The structure shall be large enough to contain the existing tank while allowing enough space (5 feet) for personnel on all sides of the container. One side of the tank has folding doors for access to the tank’s controls.

The structure shall allow the minimum safety clearances when the LOX container is placed inside. The contractor shall verify placement prior to construction. The facility shall have minimal lighting. A minimum of two explosion proof luminaries shall be installed inside the roof area, providing adequate lighting for nighttime operations. These shall be switch controlled.

Lighting shall be part of the required shop drawings (i.e., submittal). Install power as shown on the plans. Provide 1 110v 20-amp weather resistant GFCI duplex outlet near the front of the facility. Provide one 220-440 volt, 3-phase, 60-cycle AC power outlet that is in accordance with TO 37C2-8-38-1, 4.8.3 Purging Procedures, d. Page 4-15, as: (Position GSU-62/M purging unit next to tank service/vent line valve. Connect purging unit to a source of 220/440 Volts (V), 3-phase, 60-cycle Alternating Current (AC) power outlet). The electrical outlets may be adjusted as needed based on the new facility, with the new structure in accordance with the latest NEC (see electrical section below for more details). A cutout may be used to allow access to the power outlets; however, a wrap-around cap must then be installed to prevent wind and snow from entering through the cutout. The structure shall be permanent and connected to the ground. There shall be enough clearance between the top of the containment wall concrete pad and the bottom of the roof (two feet minimum) to easily place the LOX tank without a risk to damage to the tank, wall, or structure. (The existing LOX tank is approximately 9’ high.) The single open wall shall be the east facing wall and shall allow enough room to easily place the tank inside the structure. Any support beams in the front (open) section of the structure shall not prevent placement of the LOX tank. Final design and dimensions of structure shall be determined after the contract is awarded, within the tolerances given in this SOW document. The roof shall be sloped towards the back (long closed) wall.

The concrete pad shall be replaced providing proper drainage. Seal and new concrete The included area is marked as “L.O.X. STORAGE LAYOUT” on the attached drawing number 89002-00-C6

The contractor is fully responsible for the design of metal structure. A shop drawing or manufacturer’s drawing shall be submitted to include dimension, materials, and construction (see submittal section below). A Professional Engineer stamp is required on the shop drawings and shall account for all structural aspects including, but not limited to deadload, wind load, and snow load. Approval by the Contracting Officer (KO) is required prior to construction.

The Contractor will move the LOX storage tank before and after construction. The Contractor is responsible to verify all tank measurements and minimum clearances.

Period of Performance: 365 days after issuance of Notice to Proceed (NTP)

Project Bid Items:

Base Bid: All items listed above and as shown on the drawings except the metal sheathing on the three sides of the enclosure (the roof is part of the base bid). This includes but is not limited to:

demolition, construction of a stand-alone roof structure, relocating and or providing all power, lighting, and lightning protection components, removing and capping a storm water inlet, fractured granite fill as needed, concrete pavement and sealant, and other amenities as shown.

ABI 1: Install full height sheathing on three sides (one long and two short sides – see plans).

Existing Facility Condition:

The tank currently sits on top of a concrete pad, with a concrete curb surrounding the tank on two sides. A nearby roofed structure used to hold a smaller tank, but the newly acquired tank is too large to fit in the existing structure. The old structure contains a storm water drain. Removal of the old structure is required for this project, including the concrete curbing. The current materials may be used for the new structure if they meet the design intent and parameters and are part of the engineer sealed plan. All other materials shall be recycled or disposed of, off the base.

Project Budget:

The project must not exceed the contracted budget. Expenses beyond the given budget will not be paid out unless the additional expense is expressly authorized by the Contracting Officer (KO) through the contract amendment procedure agreed to in the project contract. Payouts will be authorized once the Owner receives an invoice detailing authorized work performed. The authorized work performed must satisfy the given requirements in this SOW document. Payouts will be authorized in reference to the percentage of authorized work performed to the percentage of budget paid out.
