Install SPD’s at WYANG – RFI’s

1. Question: Due to the wide range of manufacturers and types of equipment relevant to this solicitation, we would like to request a proposal due date extension of 7-10 days. All equipment for this project will be custom made and take some time for manufacturers to price.

Answer: Date has been extended

2. Question: Please provide a site map with buildings numbered so we can correlate the SOW with each location.

Answer: A map will be provided to the successful bidder. The distance between the two furthest buildings in this scope is less than a mile.

3. Question: What is the warranty period for this contract?

Answer: The warranty period shall be one year from date of acceptance by the base.

4. Question: Please confirm the testing requirement can be waived. There are no way to test these new SPD’s. They are factory tested.

Answer: The contractor shall provide certification from the manufacturer. Field testing will not be required if testing is provided from manufacturer.

5. Question: When does the government intend on completing this work?

Answer: Work shall commence upon award of bid. Within 7 days of award the contractor shall provide their proposed quality control plan (Section 1.6.1). The contractor shall also provide a project schedule at the same time. We anticipate the project will be complete within four (4) month of award. Should this be impractical the contractor shall submit a proposed project schedule along with the bid.

6. Question: Can the period of performance of 30 days be extended? As noted, most of this equipment will be custom and will have long lead times. We would like to request 120 days POP to allow additional time for submittals and lead times.

Answer: See above. The POP shall be 4 months.

7. During the site walk is was noted that building 31A would have to be installed “hot.” Please confirm.

a. Please confirm this is the ONLY location where we will not be allowed a coordinated shut down in the building.

Answer: The ROSC (Building 31 A) will have to be installed “hot.” This is the only facility that will need to have a hot install.

b. During the site walk it was noted the guard shack (bldg. 1) may also have to be replaced while hot.

Answer: See above. Building 1 will not have to be installed hot.

8. Question: Please provide a photo of the switchgear and SPD location in building 14. This building was not available during the site visit.

Answer: See attached or posted.

9. Question: At building 18, there are multiple open buckets in the switchgear. These are 30 amp. If verification can be given during the submittal process that a 30 amp SPD is sufficient, can a 30 amp be installed at this location in lieu of a 60 amp?

Answer: No, a 60 amp, Type 1 must be used.

10. Question: At building 23, can a fuse block be installed at this location?

Answer: Yes, it is most likely that a fuse block(s) will be required.

11. Question: At building 31B, please confirm we can tap the main switchboard. Please confirm we can install a fuse disconnect at this location in lieu of a breaker.

Answer: Yes, it is most likely that a fuse disconnect will be required and is acceptable.

12. Question: Will restrooms be available for contractor use?

Answer: Restrooms will be available for the contractor.

13. Question: What will be required to coordinate building shut downs? Are we to submit a separate Method of Procedure for each building location? Or are we able to submit 1 Method of Procedure/shut down schedule for the entire project?

Answer: Coordination for shut downs will need to occur prior to work commencing. I foresee two different MOPs being prepared by the contractor. One for hot installation (Building 31A) and one for shut down installs. The second MOP will need to show the different approaches (i.e. fuse block or fuse disconnect). If this cannot be accomplished in one then separate MOPs will be required for the different shut down installations. MOPs must be approved one week prior to work.

14. Question: As we coordinate this equipment and pricing with our manufacturers, there are likely to be additional RFI’s forthcoming. Assuming the proposal due date is extended, what will be the deadline for additional RFI’s to be submitted?

Answer: Please provide any additional RFIs by Thursday 15 April

15. Question: When space limits typical installation, how do we proceed?

Answer: Where space limits exist, an integrated disconnect with the Type 1 SPD is preferred.

16. Question: Building 20 is an exterior installation. Are there any requirements for the exterior application?

Answer: Building 20 is an exterior installation. Therefore, all components shall be NEMA 3R.
