26. SECTION 00110 Paragraph 2.1.1 requires 3 hard copies and one CD. With proposals being due on Monday August 23, this will require offerors to print, bind, burn CDs and ship proposals on Friday, August 20 to ensure timely delivery, and even then with the recent disruptions to travel and shipping industries, and ongoing effects of COVID-19 on staffing in most industries, we feel that there is a possibility hard copies may not be delivered/deliverable on time. Please consider changing the submission requirements to allow for electronic-only copies via email or SAFE.mil as many Government Contracting Offices have done in the wake of the pandemic.

ANSWER: Please see the answer to question 15.

27. SECTION 00110 Paragraph 2.1.1 If electronic copies only are not allowed, please consider extending the due date by at least a week and a day to Tuesday August 31 so that offerors may print and ship proposals on a Monday, thereby being able to work over the weekend. Additionally, it’s possible that offerors will have requests for clarification to any RFI answers provided on August 12 so we feel that an extension is justified regardless of the decision on hard vs. electronic-only copies. Thank you.

ANSWER: Please see the answer to question 15 in regards to electronic submission. The due date for proposals will not be extended.

28. Site Visit Attendance – Will the Government be providing site visit sign-in sheets either via direct email or amendment to the solicitation on Beta.SAM? If so is there an ETA? ANSWER: The site visit sign in sheets have been uploaded to SAM.Gov

29. Under RFP Paragraph 2.1.1. it states Subfactor 2- Team Project Experience (limit to 3 pages).

Paragraph 2.5.2.3. states that Team Project experience is limited to 3 pages and that pages in excess will not be evaluated. However it also states that 2-page resumes or cut sheets are not counted toward this limit. Please clarify what is being requested; is the intent for offerors to provide a 3-page narrative (per 2.2.4.1) in addition to 2-page resumes each for the PM, Quality and Safety Manager and that only the 3 page narrative will be counted toward the page limit?

Also please clarify the overall page count limitation for this Subfactor inclusive of any and all information being requested.

ANSWER: We are looking to evaluate how the proposed team (GC, major component subs, etc.) has worked together successfully in the past. For example, have you (GC) worked with A Mechanical Company, B Excavation Company, C Steel Company, D Electrical Company, and so forth, what was the result? How was that project successful? The respective resumes are not part of the page count and are in reference to the positions specified.

30. Paragraph 2.5.2.4.1. and 2.2.5.1. pertain to “Key Subcontractors” experience by discipline. Will the Government please provide guidance or clarification on what disciplines are considered “key” to this project and/or provide a percentage of the work that must be done by a given subcontractor to be considered “Key”?

ANSWER: The government considers key subcontracts as those responsible for the major components of the facility, such as but not limited to: excavation, concrete, steel erecting, mechanical, plumbing, electrical, fire detection / suppression, electronic security/ communications. We understand that some sub-contractors may perform multiple components and that GCs might not have selected all subs at this point.

ANSWER: The due date for proposals will not be extended.

ANSWER: The due date for proposals will not be extended

33. Regarding the positive lead test in the building, are we allowed to demo the building and haul material to a typical landfill as usual or is there special protocol for removing the lead paint first?

ANSWER: We are not aware of a positive lead test regarding Building 32. Our records indicated that Building 32 was constructed in 1984.

a. If this alternate is not selected, what will be the existing site conditions at the demo location when arriving onsite for the base bid?

ANSWER: Building 32 is to be completely demolished according to Specification 024100 and according the drawings, as to allow construction of the new building. We understand that construction cannot occur while the existing building is in place. We intend to award the demolition of Building 32, or will ensure it is removed prior to constructing the new facility. (In some cases NGB dictates the CLINs/ABIs. This is the case for Demo Building 32.)

40. Are all utilities able to be located by local utility companies? Does the government expect any private lines needed to be located?

ANSWER: Utility companies will mark their lines; base personnel will mark the government owned lines. The contractor will need to initiate the One Call and submit a Dig Request to the COR prior to excavation. Private locators are not typically used.

41. Can you please provide an IFC file for structural steel beams?

ANSWER: Digital files will be provided to the selected contractor after award.

ANSWER: The government intends to award as soon as possible; however, there are several factors that our out of our control that affect the actual award date.

44. Will the construction lay down area be located on asphalt/ concrete or on existing landscaping? If on landscaping, will the restoration required be seeded or will sod be required?

ANSWER: There is no landscaped area in the vicinity of the project. The laydown area is on both concrete and asphalt.

ANSWER: Commissioning will be contracted through the AE firm.

46. How does the government intend to award this contract? Do all options intend to be awarded with the base bid, or can the government choose each option individually?

a. Will the base bid low price be weighed more than the base bid with all options price?

ANSWER: The government intends to award this contract with either all, some, or none of the options at the time of award. The overall cost up to our funding limit will be considered for this aspect. We would like to award all ABIs; however, we are limited to the funding available.

47. Are the floors scheduled for “CS” to receive the resinous floor system listed in 096723 spec?

ANSWER: Yes

48. Refer to drawing DWG E101. Do we need to bid this as the option for demolishing the existing building is not selected, and that we will need to sawcut and patch back flooring for these floor boxes? Or can we assume these floor boxes will be poured with new concrete?

ANSWER: Bid the project as depicted on the plans and in the specs.

49. The specifications call out abuse gypsum wall board. However, the drawings make no reference to this. Please indicate on the drawings where abuse board is required.

ANSWER: Provide gypsum board in accordance with the current drawings and specifications.

50. Material prices across the board are currently increasing nearly every week. Please consider decreasing the requirement to 60 days to maintain more accurate pricing.

a. If contractors are required to hold pricing for 90 days, what additional % increase should we factor into our bids so all contractors are bidding the same assumed increase?

ANSWER: As stated above, we intend to award as soon as possible; however, there are many things outside of our control. Sixty days may not be enough time for the government to make the award. The bids received will be the contracted bids unless negotiations occur and must be good through the 90 day period. We intend to award prior to September 30,

51. Per the solicitation the government is allotted 90 days for review time. If the full time is taken for review, this would place award time in November 2021. Will the government issue an NTP and require earthwork, utilities, and footings to start 2021 or would the intent be to start this work in Spring of 2022 when weather is more favorable? This is being asked due to the highly unpredictable increases mentioned in the previous question.

ANSWER: The government intends to have this contract awarded prior to September 30, 2021. Once awarded we will work with the selected contractor, who will develop their proposed schedule. In our last large project, we started in October and continued until complete. The weather will dictate what disciplines (i.e. excavation and concrete) can be completed.
