The contractor should reference plan sheets X101 and X102, which depict some components within the facility. The successful contractor can salvage anything other than what we specified for us to retain; they need to reference the specs for details. We have and plan to transfer the titles for the trailers to the successful contractor.

21. Also whether the building is on wheels.

Answer: We do have titles for the 8 trailers that we intend to sign over to the contractor. Attached are some photos from underneath the facility. The trailers have the frames but the axles have been removed. I would assume the hitches were removed as well, but we could not verify.

22. Will the Government be publishing the sign in sheet for the pre-bid conference held 25 May 2021?

Answer: Sign In Sheets have been uploaded and can be found at https://sam.gov/opp/0c00523edc7440eabb0a11d62d5e47bb/view

Specification 01 14 00 1.2.a states “The new fiber optics duct bank and line must be ready for operation as approved by Contracting Officer before work is started on excavation for the new facility, (demolition of the temporary facility can proceed during installation of the fiber optics line).” This will require an additional mobilization for the earthwork contractor and this a significant increase in cost.

Please consider allowing excavation for the new facility to be performed at the same time as excavation and installation of the new fiber optic lines.

Answer: The intent is to maintain un-interrupted fiber optic connectivity.

28. Will the construction lay down area be located on asphalt/concrete or on existing landscaping?

Answer: The commissioning Agent, as proposed, will be contracted through our AE firm.

30. How does the government intend to award this contract? Do all options intend to be awarded with the base bid, or can the government choose each option individually?

a. Will the base bid low price be weighed more than base bid with all options price?

Answer: The government would prefer to perform all options; however, we are limited by our funding. The cost is only a portion of the selection criteria. We intend to consider the whole project, including the options, when evaluating the cost portion of the proposal.

31. Per the bid schedule, item 0001 is to construct the new building. Item 0002 is to demo building Answer: Yes, that is the bid schedule.

32. In the notes, it says “The government will exercise this option at time of award or not at all and there is no change to the planned period of performance.” How could Clin 0001 be built without Clin 002 being awarded? There are other discrepancies in the bid schedule similar to this where the base bid could not be completed without another Clin being awarded. Please advise and send an updated bid schedule.

Answer: The bid schedule will not change. We understand that construction cannot occur while the existing building is in place. We intend to award the demolition of building 15, or will ensure it is removed prior to constructing the new facility. (In some cases NGB dictates the CLINs. This is the case for Demo Building 15.) In similar fashion we intend to award re-routing the fiber duct and cable.

Having this as a separate CLIN also allows us to evaluate the cost for the respective work.

Answer: This should read OM-4. (All multi-mode fiber shall be OM-4.)

45. There are multiple S1 type walls to deck between Bathrooms, Flight chief, Conf room, Ops Office, Ops Support that fall into the 20-22’ wall ht. This is a very tough limiting height condition for a 3-5/8” wall. These walls will also have tile on some of them which would require us to install studs @ 12” OC rather than 16”. Please advise if type S1 walls that span to structure can be modified from 3-5/8” walls to 6” walls in order to allow for proper constructability.

Answer: The S1 type wall may be modified from 3-5/8” to 6” walls. All other related materials (door frames, etc) must account for this dimension change.

This is being asked due to the highly unpredictable price increases mentioned in the previous question.

Answer: The Government’s intent is to begin construction in 2021.

File details come from the government source that posted it. Updated .
