Inspect Fire Protection Systems Base Wide 19 April 2024

Questions:

1. Section 1.2 of the SOW requires the inspection of Egress Marking Systems and Fire and Smoke Barrier Opening Protection. Please confirm that these inspections will be the responsibility of the Qualified Fire Protection Engineer (QFPE) as defined by UFC 3-600-01.

a. Yes, it is the Contractors responsibility to inspect and test Egress Marking Systems and Fire/Smoke Barrier Opening Protection devices IAW UFC.

2. Please confirm that there are no dry-chemical or clean-agent fire suppression systems on the base.

a. There are no dry chemical or clean agent suppressions systems on the installation.

3. Please confirm that these inspections are required to be performed by Qualified Personnel as defined by UFC 3-301-02 section 1-10.2 and will include NICET certified technicians, technicians endorsed by equipment manufacturers, and professional fire protection engineers holding a license from any state.

a. Per UFC 3-301-02 section 1-10.2.3.1 contractors must have one qualified technician who possesses the qualifications listed in section 1-10-2.1 to include “Technicians holding a valid, current qualification or license from any state(or local jurisdiction if delegated authority by the state). Local jurisdictions and other organizations may require varying levels of continuing education to maintain recognized journeyman or technician-level qualifications.”

4. Please confirm that the services of professional cost estimators will not be required for the estimation of needed repairs or modifications.

a. Professional cost estimator is not required, technician is qualified to perform cost estimating for the government.

5. Please confirm that as-built drawings of the fire detection, alarm, and suppression systems will be made available to the contract awardee.

a. Yes. All requests for As-Builts should be made to the 167th Cartographer, Mr. Troy Lozinksi via email at Troy.Lozinski@us.af.mil

6. Please confirm that the bid should not include testing of the High Expansion Foam systems, and their associated detection and releasing systems, in Buildings 305, 306, and 308 as these systems have been taken out of service.

a. Correct. Quotes should NOT include pricing for Inspection, Testing, or Maintenance of the High Expansion Foam in Bldg 305, 306, 308.

7. Please confirm that the services under this contract should include recommendations on the replacement of systems that are no longer supported by their manufacturers.

a. Correct, Contractor is to provide recommendations in the final inspection report to the Government if the current devices installed are no longer supported by the manufacturer.

8. Please confirm that the services under this contract should include reporting on building code and life safety compliance where it is noticed incidental to the inspections and testing.

a. Correct, the inspection report should include any building code deficiencies that are non-compliant with UFC or NFPA regulations.

9. Is a copy of the previous 2023 ITM report available for review to confirm the magnitude of the testing requirements? If so, will a PDF be made available for review?

a. There was no ITM contract in place for FY23 – The base bid for this contract will include inspection year 1 ITM IAW the UFC.

10. Section 2.1.4 of the SOW states that Base Bid includes the Annual Inspection and 1 year ITM, Option 1 is the Annual Inspection and 2 year ITM in the second year, and so forth. Please confirm that the 5-year ITM, including sensitivity testing of all smoke detectors and internal inspection of backflow preventers and alarm valves, was performed in 2023 so that this schedule remains appropriate.

a. This Contract will start with ITM year one inspections IAW UFC.

11. Please confirm that radiant energy-sensing detectors (IRRR detectors) associated with the out-of-service foam systems do not need to be tested as they should be removed in accordance with UFC 3-601-02 Section 2-1.2.

a. Although the HEF systems have been deactivated IAW with DOD policy, the IRRR detectors are still a means of fire detection and should be tested to ensure proper alignment for coverage, operation, and notification of bldg fire system.

12. Please confirm that painting of hydrants is not included in this scope of work.

a. This contract only includes performing flow tests and minor maintenance, i.e. seal replacements. No painting of fire hydrants is required.

13. Please confirm that there are no clean agent or dry chemical fire suppression systems on the base.

a. There are no dry chemical or clean agent systems on the installation.

14. Please confirm that there are no smoke control systems on the base.

a. There are no smoke control systems on base.

15. Regarding the attachment "PWS - Inspect Fire Protection Basewide," section 2.1.5.1 specifies that pricing should include inspection and testing for 20% of low- and high-pressure fire hydrants per option year, referencing an attached Hydrant Map. However, we couldn't find any details about the map in the solicitation or other attachments.

a. See attached.

16. Furthermore, section 2.1.6 states that ITM services shall be conducted in accordance with Attached Appendix A, but we couldn't locate Appendix A in the solicitation or on the SAM.gov listing. Additionally, it would be helpful if the government could provide more details on the specific units requiring this inspection.

a. Appendix A is actually Attachment A beginning on page 8 of the PWS.
