About this file
This is a Request for Information (RFI) and Government responses document for the COMM ISP (Communications Infrastructure Service Project), last updated July 20, 2026. The RFI contains 37 questions and answers addressing acquisition parameters, technical requirements, evaluation criteria, and clarifications on infrastructure specifications for a telecommunications cabling installation project.
Acquisition Overview and Evaluation: This is a Total Small Business Set-Aside acquisition with an extended solicitation deadline of August 13, 2026. RFI and site visit requests were due by July 30, 2026, with Government responses posted to SAM.gov. Evaluation will use Lowest Price Technically Acceptable (LPTA) criteria based on Price, Technical Capability, Small Business Participation (verified through SAM contractor registry), and Past Performance. The solicitation does not restrict past performance submissions to specific numbers or recency but requires sufficient relevant history. No specific proposal volumes, page limits, file formats, or naming conventions are mandated; however, offerors must demonstrate ability to design, install, terminate, and test infrastructure per the Statement of Work and Government end goals to receive an "Acceptable" Technical Capability rating.
Technical Requirements: The project requires designing and installing telecommunications infrastructure across multiple rooms (116, 137, 170) serving open storage areas (131-136, 163-166). Standard locations consist of three Cat6A copper cables and one duplex single-mode fiber connection per 4-port wall plate, with ceiling-mounted wireless access points marked "C" or "R" requiring singular terminations. All firm-fixed-price locations are identified on drawings T-101 and T-102; post-award additions require change order approval. Room 137 requires two full-size floor-mounted securable server racks with 24-inch minimum separation; Room 170 requires one full-height floor-mounted server rack; Room 116 utilizes existing 2-post racks with limited expansion space. All fiber terminations in racks must use SC/APC connectors in CCH housing with cassette modules. Cat6A certification requires 100% passing results to current industry standards; fiber requires OTDR testing (current calibration) with 100% passing results. Installation must follow TIA-568-C.1 through TIA-607-B standards, terminate Cat6 copper per T568B, and comply with AFSSI 4212 TEMPEST requirements, with the 137th Communications personnel responsible for TEMPEST approval and 137th SSO responsible for open storage aspects. Wage determination follows Service Contract Act WD #2015-5315. The Government will not approve contract financing or progress payments; only final invoicing upon completion is permitted.
