About this file
This is a Statement of Work (SOW) for the design, delivery, and maintenance support of an external storage mobility pod for the OA-1K aircraft operated by the 17 Special Operations Squadron. The contractor shall deliver three external carriage mobility pods and provide delivery, maintenance, and support services for a twelve-month period from contract award through the end of the contract term.
The external carriage mobility pod must meet specific technical specifications including compatibility with BRU-71/A aircraft ejector release units with 14-inch lug spacing without aircraft or pylon modification; maximum dimensions of 130 inches length, 22.5 inches width, and 28.8 inches depth; stowable length greater than 75 inches; minimum usable volume of 9.0 cubic feet; cargo-to-empty-weight ratio of 1.9 or greater; adjustable strap tie-down systems; external handles; corrosion-resistant primary structure (composite, aluminum, or hybrid materials); key-operated locking mechanism; and center of gravity markings on the internal floor. The contractor must deliver the pods within 60 days of contract award to a delivery point designated by the Government Point of Contact. Additionally, the contractor shall provide a comprehensive Technical Data Package including store drawings with dimensions, weight and center of gravity data, allowable CG ranges for loaded configurations, structural and aerodynamic analysis or test results (ground vibration, ejection, and CFD/wind tunnel testing), qualification test data, and maintenance instructions with inspection timelines. All technical data and software must be delivered with Government Purpose Rights or better in accordance with DFARS requirements to support airworthiness certification and safe aircraft integration.

Statement of Work (SOW)
1. INTRODUCTION: The 17 Special Operations Squadron and the OA-1K Formal Training Unit requires an external storage mobility pod that can be placed externally on an OA-1K wing to carry required equipment within.
2. BACKGROUND: The 17 Special Operations Squadron is the OA-1K Formal Training Unit and currently the only OA-1K flying squadron in the US Air Force. The OA-1K has limited to no internal storage capability and the OA-1K formal training unit is tasked with supporting missions and TDYs throughout the Continental US on a constant monthly basis. Aircrew in the aircraft’s current configuration are unable to bring personal items or required mission equipment on any TDY without external support.
3. SCOPE: The contractor shall provide delivery and maintenance support for the external carriage mobility pod product.
4. REQUIREMENTS: The contractor shall:
4.1. Provide delivery, maintenance and support, date of award through twelve months, for the below listed products:
Description Product/Serial
Quantity
External Carriage Mobility Pod 3
4.2 Salient Features. The external carriage mobility must be able to meet the following technical specs:
4.2.1 Shall be compatible with BRU-71/A aircraft ejector release units with 14in lug spacing without requiring modification to the aircraft or pylon.
4.2.2 Shall not interfere with OA-1K flight control surfaces or landing gear operation
4.2.3 Maximum overall length is less than or equal to 130in
4.2.4 Maximum overall width is less than or equal to 22.5in
4.2.5 Maximum overall depth (top to bottom) is less than or equal to 28.8in
4.2.6 Stowable length shall be greater than 75in
4.2.7 Minimum usable volume shall be greater than 9.0ft3
DRAFT
4.2.8 Shall have adjustable strap tie-down to keep items in place during flight operations
4.2.9 Shall have a cargo capacity to empty weight ratio of 1.9 or greater
4.2.10 Shall have external handles for aircrew ability to move it safely
4.2.11 The primary structure shall be corrosion-resistant (composite, aluminum or hybrid)
4.2.12 Shall have a locking mechanism that requires a key to lock/unlock.
4.2.13 Shall have Center of Gravity Markings marked on internal floor of usable storage space.
4.3. Section L: The Offeror shall identify and assert all pre-existing restrictions on technical data, computer software, and computer software documentation in accordance with the provision at DFARS 252.227-7992 . To support the airworthiness certification and safe integration of the proposed equipment on the Government's aircraft, the Government requires the ability to share technical data with third-party airworthiness authorities, flight safety boards, and military support contractors. Accordingly, the Offeror must propose to deliver all technical data, computer software, and flight-safety/qualification documentation with Government Purpose Rights (GPR) or better, as defined in DFARS 252.227-7989 . Any proposal that asserts 'Limited Rights' or 'Restricted Rights' over data or software critical to airworthiness certification may be deemed non-compliant and excluded from evaluation.
Section M: The Government will evaluate the adequacy of the proposed technical data and computer software rights to ensure they satisfy the Government's operational, integration, and airworthiness certification requirements. The Government will review the Offeror’s assertions submitted under DFARS 252.227-7992 . Proposals that assert rights more restrictive than Government Purpose Rights (GPR) (e.g., Limited Rights or Restricted Rights) for technical data necessary to achieve, verify, or maintain flight-safety and airworthiness certification will be evaluated as a significant technical and schedule risk, and may render the proposal technically unacceptable.
Section C: The Contractor shall deliver all technical data, flight-safety test reports, system drawings, and certification packages required to achieve and maintain USG airworthiness certification for the proposed equipment. All such deliverables shall be marked only with authorized legends as prescribed in DFARS 252.227-7989(g) . Any deliverables marked with nonconforming or unauthorized legends will be rejected or corrected at the Contractor's expense in accordance with DFARS 252.227-7989(i).
4.4. The contractor shall provide a Technical Data Package (TDP) with certification data, to include
4.4.1 Store drawings (including dimensions)
4.4.2 Store weight, CG location and mass moments of inertia for the empty pod
4.4.3 Allowable CG ranges for the fully loaded pod
4.4.4 Structural and aerodynamic analysis and/or test results (including but not limited to ground vibration test results, ejection test results, CFD/wind tunnel test results)
4.4.5 Qualification test data
4.4.6 Maintenance instructions and inspection timelines
4.5. Provide delivery of items to destination requested to the Delivery Point POC.
