AMENDMENT/ADDENDUM 03
W91364-19-B-8001 FOR ACA Shelter
AT 180TH FIGHTER WING
REMINDER: Last Day for RFIs the fifth working day prior to bid opening per Sec 002113 note 3.3 (this is NOT extended)
ATTENTION: the Bid opening date has BEEN extended in Block 13 of the SF1442.
The new Bid Opening date is now 20 Aug 2020 at 10:00AM EST.
Q1: The roof color panel color that was requested does not exist. Can a color be picked from the Varco Pruden standard colors and finishes chart be selected? (Color chart attached)
A1: A&E Response: Yes. we can accept colors from the Varco Pruden chart provided. (separate attachment)
Q2: In specification 133419-7 the siding description is vague. It seems to ask for an IMP panel although it is calling for fiberglass insulation. What is meant by “minimum 3” Panel? Is the total panel thickness the panel and insulation or just the panel? Please clarify the siding panels and profile. In the same specification they are calling out a liner and soffit panel but none is shown on the drawings. Please clarify/verify if liner and soffit panel is required.
A2: A&E Response: The wall panels will be a 3" thick insulated metal panel, 36" wide panel with a minimum R-value of 23. Change para. 2.3.A. to reflect the minimum R-value of 23. The profile will be equal or similar to the Metl-Span CF Light Mesa profile. Exterior face of the panel shall be 24 ga. and the interior face of the panel shall be 26 Ga. Exterior face of panel shall be embossed.
There are no liner or soffit panels for this building.
Change para. 2.3.B to read: The installed roof system shall have a minimum R-value of 30.
Roof panels: 24 Gauge SSR standing seam roof system with a Kynar finish. Panels shall provide 24" wide net coverage having 3" high major ribs formed at the panel side laps. Side joints shall have a factory applied sealant and shall require mechanical field seaming of the side lap joint after the panel has been positioned on the roof. Special clips shall be used to attach the SSR roof panels to the supporting members and shall be designed to allow 2” of panel movement to compensate for thermal effects. Thermal blocks 1" thick shall be provided over the roof purlins. A U.L. 90 roof uplift rating is provided.
Roof insulation: Provide 2 layers of fiberglass insulation one faced to serve as moisture/air barrier and one unfaced for a total minimum R-value of 30. Insulation system shall be equal or similar to Varco Pruden's ThermalLift system.
Warranties are as noted in the specifications.
An insulated metal panel roof system that can meet or exceed the requirements of specified system is also acceptable.
Q3: Drawing C400 calls for the pavement to be heavy duty. The pavement section on C600 calls for 3.25” of asphalt, over 8” of stone and tack coat placed between the stone and asphalt. There is also a note below the pavement detail that states asphalt and stone should meet or exceed the existing pavement conditions.
1. 3.25” asphalt over 8” stone is a light duty pavement section and not suitable for this project. What should we figure on this? In comparison, on the deployment and fitness center project the asphalt section was 6” of asphalt over 6” of stone.
2. Tack coat gets applied between the layers of asphalt and works as a bonding agent. Prime coat gets applied to the stone to seal the surface and is very rarely used anymore. I would expect they are looking for tack coat, please confirm.
A3: A&E Response: 1. Provide 2" inches of intermediate course and 2" of surface course.
2. Delete prime coat and provide tack coat between courses.
Q4: Drawing G002 under fire resistive requirements it states that exterior walls are to be two hour rated. The walls sections that are shown on the architectural plans are not 2-hour rated walls. Please confirm.
A4: A&E Response: The exterior wall does not need to be 2 hour rated.
Q5: Drawing A001 in wall types 1 section shows a horizontal metal wall panel. Are these panels the same panel system as the exterior wall panels? If not, there is no specification for these horizontal metal wall panels. Please provide specification or clarification for these horizontal wall panels
A5: A&E Response: Delete the horizontal metal wall panel. Provide 5/8" Gypsum Wallboard on both sides of the wall. Provide level 4 finish and paint.
Q6: Drawing C400 states that the existing sanitary manhole that is being tied onto has no data due to it being filled with water. If the inverts are not available what depth are we to assume for the invert and are we to assume that it will work with the require slope specified for the sanitary piping? Can these inverts be provided or an assumed invert depth to figure?
A6: A&E Response: Elevations for the MH from our as‐builts Top = 667.75’, Inlets = 661.40, Outlet = 661.38. Contractor to confirm prior to installation of lines
Q7: 1. Can you confirm underground fire line material required for lead-in (5’-0” out to interior?
2. Is a certified fire protection specialist required to oversee the design and installation of the fire protection system?
3. FP100 note #4 says to verify if alternate fire sprinkler piping and materials such as schedule 40 steel, CPVC, and HDPE. Can schedule 10 piping be used on fire protection systems?
4. FP100 note #6 identifies that all piping is to be painted. Does this also include hanger assemblies? How many coats of paint? What kind of paint?
5. What is the required fire sprinkler system safety factor?
6. FP1 States that clevis hangers shall be used. Can UL listed swivel hangers approved for fire protection be utilized?
A7: A&E Response: 1. Existing system materials indicate PVC, match existing.
2. Yes per UFC 3-600-01.
3. CPVC and HDPE are prohibited. Use black steel piping. Reference UFC 3-600-01 for wall thickness and piping requirements. Pipe 2" and smaller must be a minimum of schedule 40. Piping larger than 2" must be a minimum of schedule 10. Steel piping with a wall thickness of less than schedule 40 must not be threaded.

6. Question to be reviewed and answered by FP Designer. Pre-approved UL listed assemblies could be utilized pending design of distribution and layout.
Q8: We have the following questions regarding the overhead door spec 083613:
1. On the door schedule note #7 states that all exterior doors including overhead doors and frames are to match color of metal siding on the exterior. There is no mention of a special finish in the door specs so can we assume the painter will need to field spray the overhead doors after they’re installed or are the doors to be a prefinished color?
2. The door types “SO” elevation on sheet A001 shows a full view glazed sash section, however, the architectural elevations sections 1 and 2 on A301 show portal windows. The specifications do not mention this. Which kind of glazing is required?
3. Under 083613, section 2.2, I & J & K call for keyed lock with handles both sides keyed with 6-pin interchangeable cores. This is not available on overhead doors and no locks are recommended on motorized doors. Please clarify.
4. Under 083613, section 2.4, E calls for Miller safety edge, however, D #3 calls for safety edge, wireless sensing, or photo eyes. Which is required?
A8: A&E Response: 1. Colors can be chosen from the manufacturer’s standard color
2. A301 is correct. Glazing shall be 3/4" total thickness, insulated clear glass. Outer unit is 1/4" clear glass with 1/4" air space with 1/4" laminated glass inner pane. Laminated glass will consist of two 1/8" panes bonded together with a .030" PVB interlayer.
3. Schlage Locks/cores are not required for the overhead doors as they will have door operators
4. D#3 calls for the performance. E calls for the suggested manufacturer. They do not conflict. The manufacturer can be substituted by following section 01100.
Q9: The specs page 133419-1, Item 1.1B calls out IMP roof and walls which is not what is shown on page 133419-7, Items 2.8 A and D. Please advise
A9: A&E Response: Refer to the response for RFI no. 2.
Q10: M100 has a note on the drain line that says 4" sanitary from the trench drain. No sanitary vent piping is shown on the drawings. Will there be vent piping that will need to be installed through the roof for the trench drain sanitary piping? Please confirm.
A10: A&E Response: No, venting is not required.
Q11: Is a calibration kit is needed with the Trigard gas detectors and can the 4-20 Milliamp output can be omitted. The model with the 4-20 Milliamp output is only available in a single sensor configuration, not dual as specified. Q: Drawing G002 under fire resistive requirements it states that exterior walls are to be two hour rated. The walls sections that are shown on the architectural plans are not 2-hour rated walls. Please confirm.
A11: A&E Response: The calibration kit will be needed to calibrate the detectors.
The model numbers we specified call for Modbus sensor output, not 4-20mA sensor output. We revised the part numbers from this:

Q12: 1. Drawing C400 calls for 114’ of 12” storm running from the catch basin CB 2-2B to the infiltration trench. The infiltration trench detail on drawing C302 shows an 18” outlet pipe. Which size is correct?
2. The infiltration trench on C302 also shows an observation well, but doesn’t designate what that well is. Can a specification or detailed description be provided for this observation well?
3. Drawing C400 calls the dimensions of the infiltration trench to be 19’ x 29’, however, the infiltration trench detail on C302 call the trench to be 35’ long. What are the correct dimensions?

Q13: Drawing C200 call for the 12” storm pipe under existing asphalt to remain to be removed. Drawing C400 shows that 12” storm in place. Is that line to be removed or just abandoned in place? If it is to be removed are we to follow the standard asphalt pavement section provided for the patch?
A13: A&E Response: The 12” storm sewer is to remain and be tied into the proposed catch basin (CB-7) shown on C400.

Q14: Drawing C601 calls for a new precast telecom vault structure with new 8” thick poured concrete pad bottom. Would it be acceptable to dig around the existing vault, pour concrete reinforcing around the existing vault, and set a new pre-cast rated lid on top? If this is acceptable what would be the minimum reinforcing thickness we would need to pour?
A14: A&E Response: f a new pre-cast concrete vault is not used and concrete reinforcing is poured around the existing vault, all thicknesses should match the dimensions for a traffic rated vault shown on C601. A steel reinforcing design should also be submitted for this change so that it can reviewed by REW.
