The Contracting Officer has determined that Government-operated utilities are adequate and will be furnished to the contractor without charge where existing outlets area available. The contractor is responsible for installing temporary service outlets, as necessary, at its expense in accordance with the clause entitled “Availability and Use of Utility Services” (FAR Clause 52.236-14). The following utilities will be available: Water and Electrical
PART 9 PREPARATION OF MATERIAL APPROVAL SUBMITTALS
The contractor shall submit all materials and articles requiring approval, as required by the Material and Workmanship Clause, FAR 52.236‐5. Submittals shall be made using AF Form 3000, or approved equal. Submittals shall be processed in accordance with the procedure in section 016000.
Submittals shall be given a distinct identification system by CLIN if multiple CLINs are applicable.
Individual submittal documents shall not be comprised of items for more than one CLIN. Address for delivery of submittals will be provided at the post award/pre‐construction conference. The contractor is reminded that an individual within the company who has authority to make the certification must sign the certification on the AF form 3000.
PART 10 WORK PROGRESS AND PREPARATION OF PROGRES SCHEDULES AD REORTS
A. A bi-weekly meeting wil be held with the contractor, COR and Contracting Officer (KO), if nedessary, to discuss work progress, problems and potential change orders. The Contractor shall attend these meetings at no additional cost to the Government. The Contractor shall record meeting minutes and distribute to attendees within 48 hours after the meeting. Agenda items shall include, but not limited to the following:
a) Schedule and Progress with two week look ahead
b) Submittals
c) RFI’s
d) RFP’s/Modifications

B. In accordance with FAR Clause 52.236-15, “Schedule for Construction Contracts”, the contractor shall within five days after work commences on the contract, or another period of time determined by the KO, prepare and submit to the KO for approval three copies of a practicable schedule showing the order in which the contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing features of work. A composite schedule for the overall contract shall also be provided. The schedule shall be on an AF Form 3064, Contract Progress Schedule, or an approved computer generated format similar to the AF Form 3064. The work shall be scheduled so that, upon the start of construction, work progresses in a continuous and diligent manner. A schedule which does not reflect steady and reasonable progress throughout the construction period will be rejected. Both the Contractor and COR are required to provide monthly progress reports covering the period from notice to proceed through final inspection. Unless agreement cannot be made on the applicable percentage of progress a joint report will be submitted to the Contracting Officer. This reports shall be submitted on the NGB Contract Progress Report form (similar to an AF Form 3065), or an approved computer generated format. These reports shall tract progress by CLIN, if contract contains multiple CLINs, multiple AF Form 3064 and NG Contract Progress Reports will also be required for payment purposes.
C. The contractor shall prepare a work progress schedule required for completion of each of the various division of work. Updated plans and Form 3064 showing work progress (hardcopy and formatted diskette or CD, or email file copy), unless otherwise directed by the Contracting Officer, shall be provided Bi-weekly if there are possible deviations from the original plan, those must be noted and approved by the Contracting Officer before work changes are implemented. The schedule shall be submitted to the Contracting Officer, in the number of copies as directed. Reference Contract Clause FAR 52.236-15, “Schedule for Construction Contracts” shall be accomplished on and in accordance with instructions pertaining to AF Form 3064, “Contract Progress Schedule” and a National Guard Contract Progress Report”.
PART 11 NOTICE OF COMPLETION OF CONSTRUCTION/PRE-FINAL AND FINAL INSPECTION
A. The contractor shall conduct a pre-final inspection in the presence of the Contracting Officer’s Representative (COR) prior to the date schedule for final inspection. Any discrepancies noted shall be corrected prior to Final Inspection
B. The contractor shall request scheduling of a final inspection in writing to the Contracting Officer at least five (5) working days prior to the desired date or as otherwise negotiated with the Contracting Office.
C. Contracting Officer will perform the final inspection in the presence of the contractor, and any discrepancies noted shall be corrected within the time specified by the Contracting Officer.
D. Final Inspection shall not constitute acceptance of a project unless so stipulated by issuance of a separate acceptance notice
E. The contractor is cautioned to ensure they have completed adequate Quality Control reviews prior to scheduling pre-final or final inspections. In the event the Contracting Officer finds that the project is not ready for the applicable inspection, (too many discrepancies)the
Parking Structure 011000 - 3 Summary contractor may be held liable for the costs of a repeat inspection. In the inspection involves A/E personnel these costs may include additional labor, travel and miscellaneous expenses.

A. Parking of contractor vehicles shall be restricted to the contractor’s designated on-site or the work area. The company name shall be prominently displayed on all construction vehicles parked on the job site.
B. Security of material storage areas on the job site shall be the responsibility of the contractor. The area shall be kept neat and orderly and free of debris.
PART 15 RECORD DRAWINGS
During construction of a project and on the job site, the contractor shall maintain a completed record of all changes and corrections from the layout shown on the drawings, if applicable. The contractor shall enter such changes and corrections on contract or record drawings promptly, and submit the ‘red line’ drawings to the Contracting Officer upon completion of the project. The record drawings shall indicate all changes and corrections concerning the actual locations of all sub‐surface utility lines. In order for the location of these lines and appurtenances to be determined in the event the surface opening or indictors become covered or obscured, the record drawings shall show, by offset dimensions or two permanently fixed surface features, the end of the each run including each change in direction. Valves splice boxes, and similar appurtenances shall be located by dimensioning along the utility run from a reference point. The average depth below the surface of each run shall also be recorded. The Government does not guarantee the accuracy of existing record drawings; it is the contractor’s responsibility to verify all as built conditions.
PART 16 VERIFICATION OF DIMENSIONS
The contractor shall be responsible for the coordination and proper relation of all aspects of the work. He/she shall field verify all dimensions and advise Contracting Officer of any discrepancies prior to proceeding with any phase of the work. Where exact locations are not given for the positioning of equipment and devices, they shall be positioned to permit easy access for maintenance and for removal and replacement of component parts.
PART 17 SECURITY REQUIREMENTS
A. The contractor shall comply with all security regulations imposed by the base/post commander and/or agency occupying the space where work is performed. Any necessary security clearances shall be obtained prior to commencement of work
B. It is expected that new security requirements to satisfy contractor personal identification requirements in Homeland Security Presidential Directive (HSPD-12), ‘Policy for a Common Identification Standard for Federal Employees and Contractors.” And Federal Information Processing Standards Publication (FIPS PUB) Number 201, “Personal Identity Verification (PIV) of Federal Employees and Contractors” are incorporated in the life of this contract.
Contractor shall comply with all requirements, at no additional cost to the Government.
C. The contractor shall ensure that all parts of the facility where work is being performed are adequately protected against vandalism and theft.
Parking Structure 011000 - 4 Summary
D. Contractors shall follow instructions provided by the Security Forces for access to the 180th FW. If a gate pass is not granted to a contractor allowing the delivery of goods, execution of warranty support, or performance of services please contact the contracting officer. Be sure that all of your employees have the proper ID (driver’s license, state ID, immigration card, US Passport, etc.) If they do not have the proper ID, they will be turned away.
E. The Prime Contractor and all of its subcontractors will be required to wear orange or lime colored safety vests while performing work on the installation
F. U. S. Government will not be held liable for any delays or breach of contract caused by refusal of the Security Forces to allow entry.
G. All Prospective Contractors MUST be U.S. citizens or MUST have established and maintain legal residence in the U.S., and area authorized by the US government to work in the United States (i.e. Green card, worker authorization, etc.). All prospective contractors MUST have at least one form of U.S. government issued photo identification (driver’s license, U.S. Passport, U.S. work visa, etc.) for entry to the installation. Security Forces will review any questionable identification documents for determination as to whether or not said identification is authorized for access to the installation.
H. All prospective contractors/contractor employees, once it has been established that they maintain the appropriate credential as described in one above, are subject to a Criminal History Check.
I. Note: for the purposes of the contracting services, it is implied that, that any and all parties agree to a Criminal History Background Check once entered into any contract. Any documents that are provided and found fraudulent to include, but not limited to driver’s license, contracting licenses, etc., will result in an arrest and potential termination for default from the contract. All contractors are subject to search in order to obtain entry onto the installation and while working on the installation. Any refusal to submit to a search of their person or vehicle will be deemed as a violent act of aggression against the installation and will be cause for dismissal from the installation and revocation of future privileges and installation access.
J. AT Level I Training. This provision/contract text is for contractor employees with an area of performance within a National Guard controlled installation, facility or area.
All contractor employees, to include subcontractor employees, requiring access to National Guard installations, facilities and controlled access shall complete AT Level I awareness training. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Contracting Officer’s Reprehensive (COR).

K. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contacting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.
Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

L. For contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI31- 101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
M. AT Level I Training. This standard language is for contractor employees with an area of performances within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. PART 19 TRANSPORTATION, HANDLING AND STORAGE
A. The contractor shall coordinate with suppliers and shippers to ensure that incoming materials are properly identified with the contractor’s name, contract number and project title. The contractor shall designate an authorized individual to be available to receive shipment. The Government will not provide storage other than that available at the project site.
B. Storage of supplies, materials and equipment on the project site shall be accomplished in such a manner so as to prevent mechanical and climatic damage and loss due to vandalism or theft. Equipment temporarily removed in the performance of work and stored on the job site shall be stored and protected in accordance with previous paragraphs, and shall be replace in a condition compatible with its original state. Security for equipment and material removed from the job site for the temporary storage until reuse shall be responsibility of the contractor.
PART 20 CLEANUP AND DISPOSAL OF DEBRIS AND FILL MATERIALS
A. At the end of each workday, the contractor shall clean up the work and starage areas and stack all material in a manner approved by the Contracting Officer or COR. Upon completion of a project, the contractor shall ensure that all dirt, trash and debris resulting from the construction operations are removed from the work area. Unless directed otherwise in the contractor by the Contracting Officer, disposal of debris shall be made at the contractor’s expense and shall be delivered to a state approved disposal site located off base. Debris shall not be left in such a manner that wind or other weather conditions can cause the debris to be the scattered outside the work area (i.e. on nearby runways, driveways, buildings)
B. The hauling and disposal of excess fill material including rock, gravel, sod, broken concrete or asphalt, plaster, etc., shall be the responsibility of the contractor. Disposal shall be in accordance with applicable state and local regulations.

PART 21 ENVIOROMNETAL IMPACT
All waste materials generated by any work under the contract performed on a Government installation shall at all times be handled, transported, stored, and disposed of by the contractor and by his subcontractors in accordance with all applicable Federal, state and local laws, ordinances, regulations, court orders and other types of rulings having the effect of the law. Should the united
States Government be held liable for any neglect or improper actions by the contractor or any subcontractor regarding removal or disposal any hazardous waste, the contractor shall reimburse the Government all such liability.

PART 22 HAZARDOUS MATERIALS
A. Any material suspected of being hazardous of being hazardous that is encountered during performance of a project shall immediately be brought to the attention of the Contracting Officer, at which time a determination will be made as to whether hazardous material testing shall be performed. If the Contracting Officer directs the Contractor to perform the test, and/or the material is found to be of a hazardous nature requiring additional protective measures, a contract modification may be required, subject to equitable adjustment under the term of the contract.
B. The contractor is advised that friable and/or non-friable asbestos-containing material may be encountered in the project area. Friable asbestos-containing material is any material that contains more than one percent asbestos by weight, and that hand pressure can crumble, pulverize of reduce to powder when dry. Non-friable asbestos-containing materials in which asbestos fibers are bound by a matrix material, saturation, impregnation or coating. Non-friable asbestos-containing materials do not normally release airborne asbestos fiber during routine handing and end-use. However, excessive fiber concentrations may be produced during uncontrolled abrading, sanding, drilling, cutting, machining, removal, demolition, or other similar activities. 29 CFR 1910.1001 shall be referenced in the event asbestos-containing materials are encountered. Friable asbestos-containing materials are not authorized for use in new construction or maintenance project.
PART 23 POLLUTION ABATEMENT
A. All work shall be performed in a manner minimizing pollution of air, water and land as required.
B. Transporting materials to or from the site shall be accomplished in a manner preventing materials or particles from becoming airborne. Earth materials shall be wetted or otherwise protected. Gravel, sand and concrete shall be contained within vehicles to prevent spillage.
Tarpaulins must be fastened over load before entering surrounding streets. Removal of any materials dropped or blown off vehicles shall be the responsibility of the contractor.
C. Burning of any material is strictly prohibited.
D. Stream beds, lakes, drainage ways, sanitary and storm sewers, etc., shall not be polluted by fuels, oils, bitumen, acids or other harmful materials. Grading shall be accomplished to prevent surface drainage from the construction site containing harmful amounts of sediment from drawing onto adjacent areas.
E. Flushing of concrete trucks is restricted to the location specifically designed for this purpose by the Contracting Officer’s Representative.
F. Excess mortar, plaster or drywall materials shall not be disposed of on Government property. Water utilized for plastering or drywall equipment shall be disposed of in
Parking Structure 011000 - 7 Summary accordance with the instructions of the COR, and under no circumstances shall water be disposed of in areas which are planted or scheduled to be planted.

1.3 SUBMITTALS
A. Product Data Submittals: Submit manufacturer's standard published data. Mark each copy to identify applicable products, models, options, and other data. Supplement manufacturers' standard data to provide information specific to this Project.
B. Shop Drawing Submittals: Prepared specifically for this Project; indicate utility and electrical characteristics, utility connection requirements, and location of utility outlets for service for functional equipment and appliances.
C. Sample Submittals: Illustrate functional and aesthetic characteristics of the product, with integral parts and attachment devices. Coordinate sample submittals for interfacing work.
1. For selection from standard finishes, submit samples of the full range of the manufacturer's standard colors, textures, and patterns.

2.1 NEW PRODUCTS
A. Provide new products unless specifically required or permitted by Contract Documents.
B. Use of products having any of the following characteristics is not permitted:
1. Made outside the United States, its territories, Canada, or Mexico.
2. Made using or containing CFC's or HCFC's.
3. Made of wood from newly cut old growth timber.
4. Containing lead, cadmium or asbestos.
C. Where other criteria are met, Contractor shall give preference to products that:
1. If used on interior, have lower emissions, as defined in Section 016116.
2. If wet-applied, have lower VOC content, as defined in Section 016116.
2.2 PRODUCT OPTIONS
A. Products Specified by Reference Standards or by Description Only: Use any product meeting those standards or description.

B. Products Specified by Naming One or More Manufacturers: Use a product of one of the manufacturers named and meeting specifications, no options or substitutions allowed.
C. Products Specified by Naming One or More Manufacturers with a Provision for Substitutions: Submit a request for substitution for any manufacturer not named.
2.3 MAINTENANCE MATERIALS
A. Furnish extra materials, spare parts, tools, and software of types and in quantities specified in individual specification sections.
B. Deliver to Project site; obtain receipt prior to final payment.
PART 3 EXECUTION
3.1 SUBSTITUTION LIMITATIONS
A. See Section 01100 Substitution Procedures and solicitation requirement.
3.2 TRANSPORTATION AND HANDLING
A. Package products for shipment in manner to prevent damage; for equipment, package to avoid loss of factory calibration.
B. If special precautions are required, attach instructions prominently and legibly on outside of packaging.
C. Coordinate schedule of product delivery to designated prepared areas in order to minimize site storage time and potential damage to stored materials.
D. Transport and handle products in accordance with manufacturer's instructions.
E. Transport materials in covered trucks to prevent contamination of product and littering of surrounding areas.
F. Promptly inspect shipments to ensure that products comply with requirements, quantities are correct, and products are undamaged.
G. Provide equipment and personnel to handle products by methods to prevent soiling, disfigurement, or damage, and to minimize handling.
H. Arrange for the return of packing materials, such as wood pallets, where economically feasible.
3.3 STORAGE AND PROTECTION
A. Designate receiving/storage areas for incoming products so that they are delivered according to installation schedule and placed convenient to work area in order to minimize waste due to excessive materials handling and misapplication. See Section 017419.
B. Store and protect products in accordance with manufacturers' instructions.
C. Store with seals and labels intact and legible.
D. Store sensitive products in weather tight, climate-controlled enclosures in an environment favorable to product.
E. For exterior storage of fabricated products, place on sloped supports above ground.
F. Protect products from damage or deterioration due to construction operations, weather, precipitation, humidity, temperature, sunlight and ultraviolet light, dirt, dust, and other contaminants.
G. Comply with manufacturer's warranty conditions, if any.
H. Cover products subject to deterioration with impervious sheet covering. Provide ventilation to prevent condensation and degradation of products.
I. Prevent contact with material that may cause corrosion, discoloration, or staining.

J. Provide equipment and personnel to store products by methods to prevent soiling, disfigurement, or damage.
K. Arrange storage of products to permit access for inspection. Periodically inspect to verify products are undamaged and are maintained in acceptable condition.

ENVIRONMENTAL REQUIREMENTS AND REFERENCES
1. WING ENVIRONMENAL COMMITMENT STATEMENT
1.1 The 180th Fighter Wing (FW) mission is to provide for America; protection of the homeland, effective combat power and defense support to civil authorities, while developing Airmen, sup-porting their families and serving in the community. Activities at the 180th FW include operating and maintaining F-16 fighter aircraft, corrosion control, aerospace ground equipment, vehicle maintenance, facilities maintenance, and administrative support. The 180th FW is committed to conducting its mission in an environmentally responsible manner that will protect human health, natural resources, and the environment. In doing so, we will strive for compliance with all Fed-eral, state, and local environmental laws and regulations, as well as Executive Orders, Air Force Policy Directive 90-8, Environment, Safety & Occupational Health Management and Risk Man-agement, Air Force Instructions, and other guidance applicable to the conduct of our mission and strive for continual improvement in our environmental performance. This commitment goes be-yond compliance with the law and encompasses the integration of sound environmental infor-mation and practices into our daily decisions and activities at all levels. We have in the past, and will continue in the future, to pursue a course of responsible environmental stewardship. In sup-port of our environmental commitment, we will:
• Maintain an effective environmental management system, promote the use of safe technolo-gies and operating practices, and remain ready to respond to emergencies in order to im-prove our environmental performance and minimize adverse impacts to installation workers, their families, and the environment.
• Use the cooperative efforts of the Wing’s environmental professionals and multi-discipline environmental working groups and committees to set and review environmental goals, ob-jectives, and targets, measure progress, take corrective action when necessary, and com-municate results and other environmental information regarding the installation's operations and its environmental accomplishments to workers, the community, suppliers, regulators and the public.
• Working in partnership with all stakeholders, investigate and evaluate new and innovative technologies and practices as appropriate, establish and implement an effective pollution prevention program, minimize the generation of wastes, recycle materials otherwise destined to become waste when possible, and dispose of any remaining wastes in an environmentally responsible manner.
• Ensure the responsible use of energy throughout the installation, including the adoption of innovative practices and procedures that will conserve energy and improve energy efficien-cy.
• Promote the conservation and sustainable use of natural and manmade materials.
• Provide regular operation-specific environmental performance reviews and assessments, de-velop plans to address actual or potential noncompliance situations, and build environmental concerns into all policies, programs, and missions.
1.2 Compliance with this environmental commitment statement is the responsibility of everyone supporting this Wing including military, state, and civilian employees, contractors, and vendors in accordance with his or her role and responsibilities in the organization. This commitment will be communicated to the public through posting on the Wing’s public website.

1.3 The Wing commander’s environmental commitment statement applies to EVERYONE working at the 180th Fighter Wing including designers and contractors.
1.4 The Wing’s Environmental Management System is a continuous process designed to identify, prioritize, manage, and check progress towards meeting the Wing’s organizational and environmental goals, minimizing environmental risk, and identifying areas for continual improvement.
1.5 The 180th FW’s Environmental Commitment Statement (available from EM) and EMS will be briefed at all kickoff meetings.
1.6 The Office of Primary Responsibility (OPR) for this document is the 180th Environmental Management Office (EMO).

2. PERMIT REQUIREMENTS
2.1 Designer shall identify all environmental permit requirements, prepare all draft environmental permit applications and/or provide the necessary information to complete environmental permitting. Required environmental permits include (but are not limited to):
2.1.1 Air Program
• Permit-by-rule notification for fire pumps and emergency generators over 50 BHP
• Permit-by-rule notification for boilers/furnaces over 10 MMBTU
• Permit-to-install/permit-to-operate for spray paint booths fugitive emissions sources, etc.
2.1.2 Sanitary Sewage
• PTI/PTO for new sanitary sewage service connections, lift stations; a PTI/PTO is typically not required for interior renovation where a new service connection is not installed.
2.1.3 Storm Water
• Notice of Intent (NOI) for construction storm water discharge.
• Notice of Termination (NOT) at Project close-out.
2.1.4 Wetlands
• Wetlands 401/404 permits.
2.1.5 Asbestos
• Inspection and demolition notifications
• NOTE: All demolition projects and certain renovation projects require an asbestos notification, regardless of whether asbestos is involved. See Paragraph 13 of this section for additional details.
2.1.6 Storage Tanks
• Permit to install (State Fire Marshal)
2.2 Designer will provide draft permit applications to EM for review no later than the 60% design submission. Final permit applications will be provided to EM for submission to the appropriate regulatory agency no later than the 100% design submission. Provide copies of any written correspondence with regulatory agencies to EM. Permits will be signed by Wing Commander with EM as the technical contact.

2.3 Designer will identify permit costs in the project’s working cost estimate; required permits are to be included as part of the maximum construction cost (MCC) and permits will be paid by the Government using construction funds.
EXCEPTION: Contractor shall be responsible for developing, submitting, and paying all costs associated with storm water permitting (i.e. Notice of Intent (NOI)). The contractor will be the primary responsible party for all issues associated with storm water permits. A copy of all permits and correspondence should be provided to EM.
2.4 Contractor shall identify any specific brands, models, serial numbers, capacities, etc. needed to complete the required environmental permit applications.
2.5 No project site work shall start until all required environmental permits have been submitted to, and approved by, the appropriate regulatory agency.
3. GREEN PROCUREMENT PROGRAM
3.1 NOTE: The contracting officer should be notified if the provisions of this section conflict with other guidance.
3.2 Designer will incorporate the use of recycled materials and energy-efficient equipment to the maximum extent possible. Green procurement programs are mandated by Executive Orders and directed by several Federal Acquisition Regulation clauses to include:
3.2.1 EO 13693, Planning for Federal Sustainability in the Next Decade. The goal of EO 13693 is to maintain Federal leadership in sustainability and greenhouse gas emission reductions.

3.3 In addition to the above Executive Orders, certain laws concern green procurement and mandate the specific procurement of supplies/services. For example:
3.3.1 Section 6002 of the Resources Conservation and Recovery Act (RCRA) requires federal agencies to comply with the Environmental Protection Agency’s (EPA’s) regulation concerning procurement of items composed of recovered materials. EPA’s “Buy Recycled” program requires the purchase of recycled content products for specific designated products.
3.3.2 The U.S. Department of Agriculture (USDA)’s “BioPreferred” program, under Section 9002 of the Farm Security and Rural Investment Act, requires the purchase of biobased products for specific designated products.
3.3.3 The Energy Policy Act of 2005 (EPAct 2005) requires Federal agencies to purchase ENERGY STAR® and Federal Energy Management Program (FEMP)-designated products.
3.3.4 The Energy Independence and Security Act of 2007 requires agencies to purchase electronic products that use one watt or power in stand-by mode. It also has several requirements regarding energy efficiency in Federal buildings, including the purchase and installation of energy efficient lighting.

3.5 Comprehensive Procurement Guidelines. All non-chemical products proposed for use under this contract must conform to the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG) if the products are EPA-designated. It is desirable for products that meet the desired objective (e.g., ability to clean effectively) and are not CPG-designated items also containing the highest possible amounts (by percentage) of recovered material(s) and postconsumer content.
3.6 Designer will provide written justification for deviations from the CPG. Acceptable reasons for deviation include:
3.6.1 Material is not available competitively within the required timeframe.
3.6.2 Material does not meet appropriate performance standards.
3.6.3 Material is not available at reasonable pricing.

4. WETLANDS
4.1 All drainage ditches on-site are considered to be journalized wetlands. Designer will minimize impacts or ditch crossing and will coordinate any work impacting ditches with the appropriate US Army Corps of Engineers (USACOE) office.
5. UNDERGROUND STORAGE TANKS (USTS)
5.1 Designer will verify all requirements for OWSs and/or USTs. At this time, there are no regulated
USTs on the installation.
6. STORM WATER POLLUTION PREVENTION
6.1 Storm Water Pollution Prevention Plan
6.1.1 All projects disturbing one (1) or more acre of land will require a site-specific Storm Water
Pollution Prevention Plan (SWP3). Generic plans or “corporate” plans are not acceptable. For projects disturbing an area smaller than (1) acre, a SWP3 will not be required unless the smaller project is part of an overall construction program disturbing over one acre. The requirement for a SWP3 for these projects (< 1 acre) will be addressed on a case-by-case basis.
