About this file

This is a Questions and Answers document that clarifies technical specifications and delivery requirements for the asphalt paving materials solicitation W50S8R26Q008. The document addresses two key inquiries from potential offerors regarding material specifications and delivery rates. For material specifications, the government confirmed that the base course asphalt should be 12.5mm SuperPaver and the surface course should be 9.5mm SuperPaver. Regarding delivery rates, the government corrected a typographical error in the original Statement of Work, clarifying that the requirement is 200 tons per day (not 200 tons per hour) during the operational window of 9:00 AM to 2:00 PM. The government confirmed that a delivery schedule of one truck every 20 to 30 minutes would satisfy the daily tonnage requirement.

The underlying solicitation is a firm-fixed price Request for Quotation issued by the Department of the Army Ohio Army National Guard for the purchase and delivery of asphalt paving materials to 1947 Harrington Memorial Road, Mansfield, OH 44903-8049 under FOB Destination terms. The requirement includes 240 tons of #304 limestone, 358 tons of asphalt base course, and 177 tons of asphalt surface course, with an optional CLIN for an additional 468 tons of limestone. This is a 100% small business set-aside (NAICS code 324121, 500-employee size standard) utilizing simplified acquisition procedures under FAR part 12 for commercial items.

Q1: The RHS typically uses SuperPaver 9.5 or 12 mm. Please advise as to which or if neither, provide additional material specifications?

A1: 12.5mm for the base course and 9.5mm for the Surface course

Q2: In the past, RHS did not typically utilize 200 tons of asphalt per hour as specified. This is a very high rate of delivery and while possible, will increase costs significantly as this rate would imply that 0002 would be fulfilled in less than 2 hours and 0003 in less than 1 hour. To achieve this rate, a large number of trucks will need to be utilized and as hauling trucks need a minimum number of hours per day, the hauling cost would increase significantly over a lesser supply rate. We see supply rates closer to one truck every 20 to 30 minutes which would be perhaps 60 tons per hour. Please confirm the 200 tons per hour requirement.

A2: The rate should be 200 tons/day not 200 tons per hour. That was a typo on the SOW which will be corrected prior to contract award. The rate you’re looking at of 1 truck every 20 to 30 min or sooner would meet the requirement for the window of operation of 200 tons/day from 9am to 2 pm that is on the SOW.
