About this file

This is a Questions and Answers document addressing clarifications to a federal contract solicitation for rodent infestation remediation and biohazard cleaning services at Building 801 in Mansfield, Ohio. The requirement is new with no incumbent contractor.

The contract requires removal and disposal of contaminated porous materials, including a couch in the DET VM office area and ceiling tiles as identified on the attached Drop Ceiling Map, with the contractor bearing no responsibility for material replacement. Offerors must base their firm-fixed price on the footprint defined in the "Project Map – Visual High Traffic Areas" attachment and must account for remediation of hidden biological waste (nests, carcasses, droppings) discovered behind appliances and inside cabinets within the highlighted areas. The contractor must provide all necessary equipment to establish negative pressure in the Vehicle Maintenance Office and Break Room during remediation. Performance completion is expected within a 30-day window following award. Telework is authorized for performance of this requirement. The contractor is responsible for providing employee identification badges and must submit waste manifests via the EPA's eManifest system; the Government will provide the RCRA generator ID number for hazardous waste upon award. Final acceptance is based on visual inspection criteria: zero visible rodent droppings, nesting or debris anywhere in rooms including corners and behind furniture; no dark smudge marks or urine stains on baseboards or walls; and surfaces that are dry, clean to the touch with no sticky chemical residue or film. Ohio does not require a specific IJCSA certificate of decontamination; contractors must follow OSHA CFR requirements and provide a report detailing all areas cleaned and methods used.

Questions and Answers

Q1. Is this is a brand new contract OR if there is (was) an incumbent performing these services.

A1. New requirement.

Q2. Facility Dimensions and Square Footage: The PWS establishes that the rodent infestation is found throughout the kitchenette, food storage areas, and workstations of Building 801, but it does not provide the total square footage of the impacted areas. To provide an accurate firm-fixed price for cleaning and disinfection, could the Government provide the estimated square footage or floor plans for the facility?

A2. See the attached "Project Map – Visual High Traffic Areas," which provides the estimated square footages and boundaries of the highlighted affected areas. Offerors shall base their firm-fixed price on the footprint defined in this attachment.

Please note that due to the nature of pest infestations, the Contractor should anticipate uncovering hidden biological waste (such as nests, carcasses, or droppings behind appliances, inside cabinets, etc) within these highlighted areas during the bioremediation process. Offerors must account for the remediation of these concealed items within the defined footprint in their firm-fixed price.

Q3. Quantity of Contaminated Porous Materials: Section 5.3 of the PWS requires the contractor to remove and dispose of porous materials such as ceiling tiles and insulation that cannot be disinfected. Because this represents a significant variable in disposal and material replacement costs, please clarify the estimated quantity (e.g., square feet or cubic yards) of materials currently identified for removal. Also, is the contractor required to replace all porous materials removed that can’t be cleaned?

A3. Remove/Dispose of couch in the DET VM office area. Contractor is not responsible for replacing the couch. Ceiling tile cleaning/disposal will depend on affected areas via the PWS and attached Drop Ceiling Map.

Q4. Contradiction Regarding Telework: Paragraph 1.4.1 of the PWS explicitly states that "Teleworking is not authorized," yet paragraph 1.4.1.1 states that "The Government will permit the contractor to telework in support of this requirement." Please clarify if administrative functions or the Contract Manager role may be performed remotely, or if all performance must be 100% on-site in Mansfield, Ohio.

A4. PWS is corrected to reflect telework is authorized.

Q5. International Janitorial Cleaning Services Association (IJCSA) Certification: PWS 5.6.3 requires a Certificate of Decontamination which must include a Biohazard Cleaning Certification through the IJCSA or equivalent. Does the Government require the Prime Contractor entity to hold this certification, or is it sufficient for the subcontractor's on-site personnel/supervisors performing the technical work to hold the credential?

A5. Ohio does not require a specific IJCSA certificate of decontamination for biohazard cleaning. The company must follow the OSHA CFR’s stated in the contract to meet the requirements. I would say if they provided a report on all areas cleaned and what method was used then intent was met. Unless there is something from Environmental or CE side of the house that requires it?

Q6. Waste Disposal Manifesting: Section 5.5.3 requires all waste manifests to be submitted via the EPA's eManifest system. Will the Government provide the necessary Resource Conservation and Recovery Act (RCRA) identification number for Building 801 immediately upon award to prevent delays in the 30-day performance window?

A6. Yes, the government will provide the RCRA generator ID number for any material determined hazardous waste.

Q7. Installation Access / Identification Will contractor personnel be issued installation access credentials, or is the contractor responsible for providing employee identification badges in addition to any installation access requirements?

A7. Contractor is required to provide employee identification.

Q8. Ventilation / Negative Pressure Are the Vehicle Maintenance Office and Break Room equipped with operational exhaust or ventilation systems that may be utilized to establish localized negative pressure during remediation activities, or should the contractor plan to provide all necessary equipment to achieve negative pressure?

A8. Contractor should provide all necessary equipment to satisfy the contract requirements.

Q9. Final Acceptance Criteria Upon completion of remediation, what criteria will the Government use to determine successful completion and acceptance of the work? Will acceptance be based solely on visual inspection, or will environmental clearance sampling, testing, or other verification be required?

A9. Visual inspection of the following:

• No Droppings: Zero visible rodent droppings, nesting, or debris anywhere in the room (including corners and behind furniture).

• No Stains: No dark smudge marks (rub marks) on baseboards or walls, and no urine stains.

• Wiped Clean: Surfaces are dry and clean to the touch. No sticky chemical residue or film left behind.

Q10. Previous Contract Information If these services have previously been contracted, could the Government provide the prior contract number and award information, if publicly available?

A10. Services have not been performed before. New requirement.
