About this file
This is a Request for Information (RFI) document related to the 178th Wing Base Microgrid Construction project. The RFI supports a sealed bidding solicitation (W50S8Q-26-B-A001) issued by the Department of the Army National Guard for construction of a base-wide microgrid at the 178th Civil Engineer Squadron located at 701 Regula Avenue, Springfield, Ohio 45502-8785. The project is classified under NAICS code 237130 (Electrical Contractors) with a $45.0 million size standard. This is a total small business set-aside with an estimated project magnitude between $7.0 million and $9.0 million.
The base bid includes natural gas generators, microgrid controls, and general construction work, with two optional line items for evaluation at time of award: Option 1 for a photovoltaic solar array and Option 2 for a battery energy storage system (BESS). A critical requirement mandates that all equipment interfacing with the base direct digital controls (DDC) infrastructure must be compatible with Honeywell Niagara 4 systems. Award will be made to the responsible bidder whose bid is most advantageous to the government based solely on price-related factors. Site visit information is provided in Section 00 21 00 of the instructions. The solicitation is being issued under standard commercial construction services procedures utilizing SF 1442 forms and existing clause structures.
