About this file

This file is a Questions and Answers document addressing bidder inquiries related to Solicitation W50S8Q-26-B-A001 for the 178th Wing Base Microgrid Construction project. The Q&A clarifies three key points: (1) contractors may share bid documents with prospective subcontractors and vendors for bidding purposes without CUI restrictions; (2) CMMC verification is not required despite not being explicitly listed in the solicitation; and (3) the permanent chain-link fencing and gates must be aluminum-alloy coated in standard metallic grey color, resolving ambiguity in the specifications that had referenced multiple material and color options.

The underlying solicitation is a sealed bidding invitation issued by the Department of the Army National Guard for construction of a base-wide microgrid system at the 178th Civil Engineer Squadron in Springfield, Ohio. The project is valued between $7 million and $9 million, designated as a total small business set-aside under NAICS code 237130, with a $45 million size standard. The base bid covers natural gas generators, microgrid controls, and general work, with two optional line items for photovoltaic solar arrays and battery energy storage systems to be evaluated and potentially exercised at time of award. All equipment interfacing with the base's direct digital controls infrastructure must be compatible with Honeywell Niagara 4 systems. Award will be made to the responsible bidder with the lowest conforming bid price.

Text version

1. We acknowledge that the bid documents required access for this solicitation. However, we did not identify any Controlled Unclassified Information (CUI) requirements in the solicitation. Could you please confirm it is acceptable for us to share the bid documents with prospective subcontractors and vendors solely for the purpose of obtaining bids for this project?

Yes, the Contractor can share with Sub-contractors.

2. Do we need to do a CMMC verification? While not listed on the solicitation posting, we’d like to ensure that we are not missing any documents.

CMMC is not necessary.

3. Section 32 31 13 appears to reference both PVC-coated chain-link fencing and aluminum-alloy-coated chain-link fencing, and also lists multiple potential coating colors. Please confirm the required finish and color for the permanent chain-link fencing and gates.

Please spec aluminum-alloy coated fencing in the standard metallic grey color.
