Q & A W50S8Q21B0002
| RFI ? # | Question | Date Sent | Answer |
Section 3.3.5 mentions a 6' manhole and 8' manhole. Is this depth or diameter? | 3/4/21 | Depth
I attempted to look into the requirements for AT Level 1 training that would be required through the website provided. This didn't work for me. Can you provide this training requirement. | 3/4/21 | This training will be provide in person to winning contractor at Pre-Construction Meeting!.
Please provide a material specification for each material anticipated to be supplied by the contractor for this project. I didn't see any besides grass seed. | 3/4/21 | The Contractor is responsible for all material to make a complete an usable system. Sewer pipe expected to be SDR35 and manholes to be made precast concrete
Can you provide the SF 24 bond form to be turned in with the bid. | 3/4/21 | Current form is (REV. 8/2016) and it can be downloaded at https://www.gsa.gov/Forms/TrackForm/32903
Can the bid be emailed to you prior to the bid date in lieu of mailing? Mailing these days is not very reliable. | 3/4/21 | No, Bids must be physically present at the time of the Bid opening to be considered.
Will we be required to provide layout for the job or will the Army Corps? If us, will an autocad file be able to be sent to our surveyor to complete the layout and cuts sheets for this installation? | 3/4/21 | All locating of the sewer pipe is contractor responsibility. All drawings provided at solicitation is the information available.
Can you provide the depths at each manhole to be installed along with a profile of the sewer to show depths anticipated for backfill quantities? If not, can you provide a breakdown of the amount of backfill that will needed to be hauled off and an amount of backfill needed for the trench? Can you provide the specification for the backfill to be placed back in the trench for areas that are under asphalt pavement, concrete pavement, sidewalk, and in grass areas. | 3/4/21 | Minimum to meet code, will be required to backfill areas. All sewer pipe will be covered with sand or P Gravel. All manholes should be concrete cast. No Profile to provide. Submittal required for manhole and all material. Backfill amount would be based on excavating method the contractor will use. Approximated excavated and backfilled areas based on 2’ wide trench, 5’ deep, and 1200’ length. ODOT standards will be required on paved areas to be backfilled.
3.2 mentions that there is 400' of sewer in grass and 650' in paved areas. The plans mention 1200' of sewer. There is no scale on the plans to determine which of these is correct. Furthermore the plans say there is 4" sewer to be replaced and 6" sewer to be replaced. Can you confirm if there will be 4" and 6" or just 6"? I would suggest that all sewer mains to be replaced be upgraded to 8" minimum diameter. 6" sewers are not able to be cleaned out very easily and can cause issues. | 3/4/21 | Lengths given are approximated. There is both 4” and 6” to be replaced. The main should 8” and the minimum laterals should be 6”. See revised statement of work attached to Amendment 0001.
Please highlight the areas on the plans that are to be replaced, which are to stay as existing, and which are to be abandoned. In the field meeting it was not clear. | 3/4/21 | See drawing attached to Amendment 0001
Is the sewer lateral running between buildings 9 and 27 to be replaced and hooked into the new trunkline, or is this just to be hooked up at the main? | 3/4/21 | See drawing attached to Amendment 0001
Can you confirm which manholes are to stay in place and which are to be removed and replaced. The field meeting was not known. | 3/4/21 | See drawings, information is provided for each manhole.
Can you confirm the backfill material around the pipe and how much you want over/under the pipe? | 3/4/21 | P gravel should be used to cover pipe. Minimum to meet code required.
Can we assume that the material to be excavated will be clean dirt that we can take to any suitable landfill or is there any known hazardous material that will need to be hauled to a site like Rumpke (ie bad material material near the fuel tank area) that will need to be included in our bid? If there is provide the material type and quantity of this material. | 3/4/21 | There is no known hazardous material being excavated being excavated from site.
Can you confirm what safety training each of our employees will need to undergo to be able to work onsite and provide these trainings to us ahead of the bid? Will subcontractors and material delivery personnel have to also complete these trainings? | 3/4/21 | In accordance with the solicitation : "CONTRACTOR shall follow standards for worker safety found in Occupational Safety and
Health Administration (OSHA) requirements, EM385-1-1, National Electric Safety Code, and other similar Standards." Prime contractor will be responsible for ensuring site safety. The Government will provide minimal in person safety training at Pre-Con.
It was mentioned in the pre-bid meeting that the Army Corps will be responsible for marking the existing private utilities that OUPS does not. I wanted to confirm that the Army Corps will be responsible for their marks in the event that they are not within tolerances established by ORC similar to when we call in utilities to OUPS. | 3/4/21 | The Air National Guard is required to mark their utilities. Contractor is still required to contact OUPS prior to digging.
Can the sewer be shifted to go around obstructions such as electric/generator near the building on the southeast side of the site and the fuel tank area to miss these improvements? This would require the sewer to be installed with bows in the line. Please confirm this is acceptable. If not some additional manholes would need to be added to these areas to miss these existing improvements. It appears that it is acceptable to have the bows since there is already a bow in the line proposed downstream of the fuel tank area. This would preclude us being able to use a sewer laser in these areas. | 3/4/21 | Going around obstructions is acceptable. All alternate paths of the sewer line will be approved by AIR NATIONAL GUARD, CES/CONTRACTING before installation.
Please provide an anticipated restoration detail that we can bid from on asphalt pavement, concrete pavement, and concrete sidewalk replacement. Please also provide the thickness of the existing of each that we would need to remove. | 3/4/21 | Any paved or concrete area removed during construction will be replaced back to existing.
Please provide any testing requirements that would be necessary for this sewer replacement. | 3/4/21 | No testing requirements are specified on this project. It is our recommendation that the sewer line be tested for proper function.
On drawing layout # 1, How deep is the Asphalt Repair; On drawing layout # 1, How wide is the Asphalt Repair? | 3/4/21 | Approximated asphalt repair is 2’ wide by 6” deep. Actual asphalt to be repaired will be determined by the contactors excavating method.
Can the invert elevations of the existing structures/conduit be provided? | 3/4/21 | Information not available
