About this file

This is a Questions and Answers (Q&A) document addressing Requests for Information (RFIs) related to a federal construction contract for an MQ-9 aircraft static display installation at Hancock Field.

Structural and Concrete Requirements: The contractor must construct a 4-inch concrete slab with a single layer of 6X6 W2.9/W2.9 welded wire fabric (WWF) reinforcement. No additional rebar or reinforcement is required for the five concrete piers (approximately 3 feet x 3 feet x 5 feet deep) beyond what is specified in the concrete pad drawings. Relief cuts should be made in the finished slab at ¼-inch depth spaced approximately 10 feet apart, then cleaned and sealed with an approved material submitted via AF3000. The contractor is responsible for acquiring a third-party testing laboratory and providing three compression test cylinders per concrete placement; no testing labs are available on base but local area resources exist. The government will drill anchor holes after concrete cure and install anchors using epoxy; the contractor must mark or verify the center of the pier locations during or immediately after the concrete pour for later anchor placement. Logistics, Utilities, and Government Responsibilities: Contractor vehicles, including 10-wheel concrete trucks carrying up to 10 cubic yards, enter through the far right lane at the main gate with a maximum overhead clearance of 17 feet 2½ inches and require government personnel escorts per standard base procedure. Water is available at the Southeast Corner of Building 174, approximately 250 linear feet from the project site, with pressure of 60-65 PSI; Building 174 has an integral backflow preventer, so no additional backflow prevention device is required. Government personnel will handle all drilling, anchoring hardware installation, and erection/placement of the static display aircraft. Contractors must provide proof of insurance with specific coverage amounts to be provided in an award letter. No approved testing labs are designated on Hancock Field; contractors must identify and contract with local area labs.

• PIER REINFORCEMENT DETAILS: The drawings reference 5 concrete piers (approximately 3ft x 3ft x 5ft deep). Could you please provide the rebar details for the piers, including rebar size, spacing, and cage configuration? We do not see specific pier reinforcement details in the current drawing set (Attachment 10.2).

We do not require any additional rebar or reinforcement of the piers beyond the WWF called out in the concrete pad.

• SLAB REINFORCEMENT: The drawings call for 2 layers of welded wire fabric (WWF) in the 4-inch concrete slab. With standard cover requirements on top and bottom, 2 layers of mesh with proper spacing between layers may not be feasible within a 4-inch slab thickness. Could you please clarify:

a. Is the 2-layer WWF requirement correct for a 4-inch slab?

b. Would a single layer of heavier gauge WWF be acceptable as an alternative?

c. Or should the slab thickness be increased to accommodate 2 layers with proper cover?

We only require a single layer of WWF for the 4" pad. We ask that you use 6X6 W2.9/W2.9

WWF

• The drawings (Attch 10.2) state: 'The aircraft and placement (to include all anchoring) of the aircraft to be provided by the Air National Guard.' However, the SOW Section 4.3 states the 'contractor to erect MQ-9 aircraft static display.' Please clarify: (1) Is the contractor responsible for any anchoring hardware, or is all anchoring GFE? (2) What exactly defines the GC's scope boundary for aircraft erection vs. ANG responsibility?

Per MXS, the drilling, anchoring (to include hardware), and the erecting and placement of the static display will be done by government personnel.

• Please confirm the specific insurance coverage types and minimum limits required under this contract. The solicitation does not appear to specify coverage amounts (General Liability, Auto, Workers' Comp, etc.).

Yes, you will just need to show proof of insurance. The amounts needed will be on the letter given to you at time of award.

• The Attch 10.1 Location Map shows a contractor haul route via the Molloy Road Gate.

Please confirm: (1) Are there any load restrictions on the haul route? (2) Are there height or width restrictions through the gate for concrete trucks and equipment? (3) Is an escort required for concrete transit mixers?

Typical contractor vehicles to include tractor trailers and concrete trucks enter through the far right lane at the main gate until cleared by security forces. The haul route will support a 10-wheel concrete truck with 10 CY of concrete. The max overhead clearance in the commercial entry lane is 17’- 2 ½”. All the vehicles mentioned would require an escort from government personnel as this is standard procedure on base.

• The SOW states a 'reasonable amount of water will be made available by the

Government.' Please confirm: (1) The location of the available water connection relative to the project site. (2) Whether the water supply is adequate for concrete curing and dust control simultaneously (3) Confirm backflow prevention device submittal requirements and approval timeline.

The location of the nearest water connection is on the Southeast Corner of Building 174.

Approx. 250 LF from the Project Site. The water pressure at the hose bib is at 60-65 PSI.

Additional backflow prevention will not be required if utilizing water at the hose bib as Building 174 has an integral backflow preventer.

• The SOW requires the contractor to provide 3 cylinders per concrete placement for compression testing by a third party. Please confirm: (1) Is the contractor responsible for engaging and paying the third-party testing lab, or will the Government provide testing? (2) If contractor-provided, are there approved labs for work on Hancock Field?

Acquiring the use of a third-party testing lab is the responsibility of the contractor and will not be provided by the government. No testing labs are available on Hancock Field. There are testing labs available in the local area.

• The detail references 'WWF reinforcement' for the concrete slab. Please provide the specific WWF size/gauge specification (e.g., 6x6 W2.9xW2.9) and any additional rebar requirements for the piers beyond what is shown on the drawings.

6X6 W2.9/W2.9 WWF should be used for the concrete pad. No other reinforcement required in the piers beyond what is in the drawing

• Will the government supplied anchors be a cast-in-place method, or will the on-site Maintenance be installing after cure (drill & epoxy)?

The anchors will not be cast in place but rather the holes will be drilled after by government personnel and then installed with epoxy. However, during the pour of concrete or afterwards, we need to have the center of the piers marked or verified for placement of the anchor points later on.

• The drawings do not mention a sealer requirement for the concrete slab. If there is a preference to seal, what are the parameters for that material? And will control joints or relief cuts be required in finished slab?

Relief cuts should be made in the concrete slab. Typical cuts of ¼ of the depth of the slab and spaced apart 2-3 times the depth in feet. (E.g., 1 inch depth spaced roughly 10 ft apart). Then clean out the cuts and apply a sealant. No specifications for the sealant but all materials must be submitted using AF3000 and approved before use.
