About this file
This document is a Request for Information (RFI) for the LTUY202129 Repair B290 Boiler project at Jefferson Barracks. The RFI addresses several technical details about the existing boiler system, including current sensor configurations, control systems, water treatment requirements, and boiler performance characteristics. Key government responses indicate a preference for replacing the existing boiler with a condensing boiler, implementing a new chemical pot feeder, and adding water quality monitors (pH, oxygen, alkalinity, conductivity).
The government clarified that glycol will not be used in the hydronic system, contrary to the initial contractor suggestion. They want water treatment monitors and a new chemical pot feeder, with the contractor expected to dispose of the current system solution. The current boiler operates at 200°F supply and 140°F return temperatures, which does not support optimal condensing boiler efficiency. The government suggests utilizing OA supply temperature reset and other strategies to achieve lower return temperatures, particularly during colder months.

Project RFI No. RFI Government Response
Does the boiler room currently have CO2 sensors?
The room currently has a carbon monoxide sensor and contractor will not need to provide for this project.
2 Provide company currently monitoring the controls system? N/A - this system is not tied into any base network.
Does Jefferson Barracks want the mechanical contractor to include a specific water treatment system in their proposal? If so, what system is desired? Our suggestion is to supply a glycol feed unit and a chemical pot feeder. Please confirm if this is acceptable.
Government's postion on adding a glycol feed system has changed and it is no longer required. The government does want a a new chenimcal pot feeder and water quality monitoring system that monitors at a minimum, PH, oxygen, alkalinity, conductivity. Contractor will not be expected to drain and dispose of current HW system solution. Contractor will be expected to top off/charge the system with water during startup.
4 Does Jefferson Barracks want the mechanical contractor to include water treatment chemicals in their proposal? If so, what chemical makeup is required?
Water treatment chemicals and glycol are not expected to be included in this bid See Government response to Project RFI No. 3 above for more detail.
6 When glycol is present, we need to operate at a minimum of 30 psi. The current boiler runs at around 20 psi, with a safety valve set point of 30 psi. Can the system accept a higher pressure?
Government has reviewed in-house documentation and glycol has not or will not be used in the HW hydronic system.
The current supply/return temperatures I observed during the walk down do not support boiler operation in the condensing range. I observed 200 F supply / 140 F return. Looking at the table below, the return temperature should ideally be below 130 degrees F to take advantage of the increased efficiency associated with a condensing boiler. Otherwise, the customer is paying more for a boiler that will not provide the reduction in fuel consumption that would justify the cost increase of a condensing vs.
non-condensing boiler.
Government prefers replacing existing boiler with the condensing boiler. Utiliziing OA supply temperature reset and other strategies should allow for lower return temperature, at least during the colder months.
See Government response to Project RFI No. 3 above for more detail.

What is the system volume of the hot water loop? If this number is unknown, how would you prefer the mechanical contractor to quantity the system volume in order to provide the amount of glycol to achieve the desired 30% concentration?
