52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. technical capability of the item offered to meet the Government requirement
2. price
Technical is approximately equal to cost or price.
As a result of this RFQ, the Government intends to award a Firm Fixed Price contract to the offeror whose quote conforms to the solicitation requirements and represents the best value. In determining which quote represents the best value, the Government intends to take the folowing action:
1. Quotes will be sorted according to price. The lowest priced quote will be evaluated first.
2. The quote will be evaluated to determine whether the offeror’s proposed solution has adequately and completely considered, defined and satisfied the requirements specified in the statement of need (SON). The quote will be evaluated to determine the extent to which each objective in the SON has been addressed.
If in the Governement’s opinion, the lowest priced offeror has submitted an adequate product, the Government may determine that the particular offerors’ quote represents the best value without reviewing the technical or price of any other offeror. If, on the other hand, the Government discovers technical information that represents a significant concern, the Government may decide to evaluate the next lowest priced offer, and so on until a quote is identified which in the Government’s opinion, represents the best value
Offerors are advised that the best value may not be the lowest price.
Award will be made to the technically acceptable offeror with the lowest evaluated price who is deemed responsible IAW FAR 9.104 and whose quote conforms to the solicitation requirements.
You must be registered at https://www.sam.gov, return a signed copy of the solicitation, and acknowledge all amendments to be considered a responsive offeror. Email quotes and related documents to Wanda.Yarbor@us.af.mil and Christina.Shorkey.1@us.af.mil
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
