About this file

This document is a collection of questions and answers related to a federal Request for Quote (RFQ) for the procurement of clean fill dirt material. The RFQ, numbered W50S8F-24-Q-A020, is for the 177th Operations Group, Warren Grove Range, Det 1 to acquire approximately $25,000 worth of clean fill dirt material to be delivered to the Warren Grove Range in Barnegat, NJ. Offerors were required to submit questions by a certain date, which were then answered and posted. Key details addressed in the Q&A include acceptable sand/silt/clay ratios, the definition of "locally sourced", and whether a certification from a licensed professional would be required. The procurement is a total small business set-aside, with a NAICS code of 23320 Gravel, construction, merchant wholesalers. Offers will be evaluated based on conformance to technical requirements and price.

I am getting multiple questions about the sand-clay ratio.

1.1.3. Fill dirt will need low sand and low clay content.

Can you give an acceptable range for the sand/silt/clay ratio? Because low clay and sand is the opposite of everything local to that area of south jersey.

I have had two suppliers tell me this statement. We wanted to check since

1.1.5. Fill material shall be locally sourced to avoid the introduction of invasive species and ensure the suitability of material in the environmentally sensitive Pinelands NationalReserve. I wanted to make sure to meet the technical specs.

Please refer to the updated Technical Requirements document dated September 4, 2024 included as part of solicitation Amendment 03.

HJ Gov Contracting Corp Please give us a radius that they consider to be “locally sourced.

Locally means using fill comprised of material that would be found at WGR and not introducing material that would add invasive species or create a new habitat that would eventually add invasive species. Examples of this would be bringing in fill that has plant/animal decay or brining in rock that has a different pH then what is found locally; both of these examples would then create a habitat for species not local to WGR

1.1.5. Fill material shall be locally sourced to avoid introduction o f invasive species and ensure suitability of material in the environmentally sensitive Pinelands National Reserve.)

Will virgin source quarry materials accompanied by a letter be enough, or will you require a Certification from a licensed LSRP? (Licensed Site Remediation Professional)

No certification from a licensed LSRP will be required. A letter with the location of the source material will suffice. A Gov't representive will be on site during delivery to ensure compliance with the Technical Specifications.
