About this file

This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a Sole Source Acquisition over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold. The 177th Fighter Wing Advanced Programs Office requires the sanitization of approximately 1,500 lbs of obsolete Special Access Program (SAP) Information Technology (IT) devices in accordance with DoD standards. Due to the unique requirements of maintaining 100% accountability and witnessing the destruction of the SAP material, as well as the proximity requirements to the 177th Fighter Wing, the contracting officer has determined that Gannon & Scott Phoenix, Inc. is the only reasonably available source. Market research was conducted to validate that Gannon & Scott is the sole vendor on the DoD Chief Information Officer's SAP Registry located near the 177th Fighter Wing. The estimated amount for this sole source acquisition is $15,000.

_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: No actions taken at this time. The Government encourages facilities capable of completing this service to contact the Department of the Air Force (DAF) Special Access Programs (SAP) to consider being added to the DoD Chief Information Officer's (CIO) Special Access Program (SAP) Registry.
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: This office conducted discussions with the requester, the 177th Fighter Wing Advanced Programs Office, to articulate a thorough understanding of the requirement, the unique aspects of the handling the SAP IT hardware; travel restrictions; and barriers to transporting the SAP IT hardware outside the immediate geographic region. This office reviewed the DoD Chief Information Officer's (CIO) Special Access Program (SAP) Registry to validate no additional vendors could meet the requirement. SAM registrations and FAR Representations for the identified vendor were validated to ensure that the vendor was capable of conducting business with the federal government.
_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: The 177th Fighter Wing Advanced Programs Office must transport the material to the contractor's place of performance; maintain 100% accountability; and witness destruction of the SAP material. Travel outside the local area incurring an overnight stay would require a security escort to maintain positive control of the material overnight. Based on the results of the Market Research; one vendor on the DoD Chief Information Officer's (CIO) Special Access Program (SAP) Registry is located in proximity to the 177th Fighter Wing to allow for travel & sanitization (destruction) in the same day. The vendor, Gannon & Scott, has self-certified as a small business.
_3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: Service.
