MEMORANDUM FOR RECORD

SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION

W50S8D21Q0004, SIDEWALK INSTALLATION

16 June 2021, 1000 - 1300

1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following

2. The following items were discussed during the Pre-Proposal Conference:

a. The acquisition process was explained and all were notified that the solicitation is being issued as a Request for Quote (RFQ) under FAR Part 13 Simplified Acquisition Procedures. Contract period is 60 days. This includes all work to include cleanup and punch list.

b. The solicitation is being issued as a total small business set-aside under the applicable NAICS code 237310, Commercial and Institutional Building Construction.

c. Quotes are due by 28 June 2021 at 2:00 PM. Contractors were reminded to check the solicitation posting at beta.sam.gov Contracting Opportunities regularly for any changes throughout the solicitation phase.

3. Contractors were reminded that all questions must be submitted in writing via email to:

joseph.kugler.1@us.af.mil. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to the beta.sam.gov Contracting Opportunities website. Several RFI’s have already been posted to this site. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued or posted through Contracting Opportunities. Contractors were reminded that amendment 0001 will be forthcoming to incorporate an updated wage determination.

4. 2Lt. then discussed details of the project. The main objective will be to install a sidewalk between bldg.

203 and bldg. 204. It will require some prep work to include excavation and a stable base and proper grading of slopes. All ADA requirements shall be met to include drop curbs, installation of ramps, as well as the addition of crosswalks as shown on the plans. Concrete shall be 3,000 PSI. Additional site features include the expansion of an existing concrete pad outside of bldg. 107. The existing pad will be removed and a new expanded pad is to be installed. Fence posts are to be installed as well with a louvered fence to run in front of the HVAC units currently located adjacent to the pad. The goal is to provide screening for those HVAC units while allowing wind/air to pass through. The contractor is to include a submittal of the louvered fence for review and approval. Lastly, four maple trees are to be installed outside of bldg. 204. Plans do show approximate locations.

5. No questions were asked at this time and all parties proceeded to the location between bldgs. 203 and 204 where the sidewalk is to be installed. The starting point is located outside of bldg. 203 with the installation of an ADA ramp adjacent to the existing drainage grate. A crosswalk will be installed across the roundabout, which will transition to the sidewalk. The sidewalk will hug around the existing fire hydrant located there and then transverse back toward the roadway in order to maintain a 2 foot distance from the white line marker at the edge of the roadway. If a 3:1 slope cannot be maintained around the fire hydrant, then a block retaining wall may need to be installed. Near bldg. 204, new ADA ramps and a crosswalk are to be installed across that parking area.

6. Next, all parties proceeded to the back of bldg. 204 where new trees are to be installed. The locations of four maple trees were shown to the contractors in accordance with the plans, two on each corner side of the bldg.

7. Lastly, all parties proceeded to bldg. 107. The existing pad outside of the exterior door of the building is to be removed and a new pad doubled in size is to be installed. While this area is being excavated, new footings for the fence posts will be installed for the louvered fence, which will be two-sided in front of the existing HVAC units. There will be a site on the installation to wash out a concrete truck along with an available location to dispose of any leftover soil.

8. No additional questions were asked at this time and the site visit concluded at approximately 11:00 AM.
