DEPARTMENT OF THE AIR FORCE

105 AIRLIFT WING (ANG)

ONE MAGUIRE WAY

NEWBURGH NY 12550-5075

1. Background

The 105th Airlift Wing requires a properly sited pedestrian pathway connecting buildings 202, 203 & 204. Building 202 is home to base operations, building 203 is the location of personnel and dining facility, and building 204 is the location of finance offices. These buildings see a large amount of pedestrian traffic, a minimal upgrade to the sidewalk system could provide direct access amongst all buildings. This sidewalk would also increase pedestrian safety, especially during winter snow removal operations. Additionally, a sidewalk pad expansion is required adjacent to an exterior door in the rear of building 107. The current pad is inadequately sized and an approximately 6’-0” by 8’-4” expansion will make the area safer to traverse.

2. Scope

Contractor shall furnish all engineering, supervision, tools, parts, material, labor, supplies, permits, equipment and incidentals required to properly perform work outlined below.

All work shall be performed in in a safe manner and shall be accomplished in accordance with all local, state, federal, and safety regulations to include any hazardous waste disposal if necessary.

All materials to be installed must be submitted and approved prior to installation.

3. Objectives

The Contractor shall design and install at a minimum but not limited to survey, excavation, grading, compaction, installation of sidewalk, ADA/safety features and associated replacement of topsoil/seed. This work, at a minimum, shall include:

A. Grading & Excavation

1. The Contractor shall observe ATTACHMENT 1, attached herein, detailing the desired layout of the sidewalk. The sidewalk shall be installed parallel with the adjacent Maguire Way, with the adjacent edge of sidewalk approximately 24” from the existing white line.

2. The Contractor shall design and construct all grading necessary to achieve final sub-grade per the approved design. The finished surface shall maintain existing drainage patterns. A cross slope within ADA (Americans with Disability Act) Standards pitched toward the adjacent roadside swale is recommended.

3. All grading outside of the sidewalk width shall be graded at a maximum 3:1 slope to existing grade. All exposed areas shall be stabilized upon achieving final grade.

4. Any areas that cannot achieve a maximum 3:1 slope without affecting adjacent landscaping and landscaping features shall require a retaining wall. Contractor shall submit all proposed retaining wall specifications to the Contracting Officer (KO) for approval prior to installation. Contractor shall install retaining wall per manufacturer specifications.

5. Suitable and stable sub-grade shall be established, for any fills area this sub-grade shall be compacted to 95% compaction as determined by a modified proctor test. For all areas of cut, virgin soils shall be inspected and approved prior to installation of sub-base. All compaction testing shall be in accordance with ASTM standards.

6. Any existing drainage features shall be realigned, replaced or upgraded as necessary to maintain existing drainage patterns.

7. The contractor shall topsoil, seed, install starter fertilizer and protect all exposed areas upon completion of final grade. Seeding mixture shall be a raked in or rolled in perennial mix (no annual seed mix shall be accepted), seed mix shall be submitted and approved. A protective layer of straw or approved equal shall be applied over top of the seed mixture for moisture retention and erosion protection. Starter fertilizer shall be a 10-20-10 mix or approved equal. The contractor shall spread fertilizer per manufacturer recommendation for new grass.

B. Sidewalk Installation

1. The Contractor shall design and install, in accordance with all governing codes, all sub-base and surface material in accordance with ATTACHMENT 3. Contractor shall utilize angles/reverse curves to avoid existing fire hydrants. Sidewalk width shall be 5’-6” wide as shown on ATTACHMENT 3.

2. A non-woven geotextile fabric shall be placed between the sub-grade and base course.

Non-woven geotextile fabric shall meet ASTM D4632.

3. The base course shall be installed at a depth of 4” as shown on ATTACHMENT 3. The base course shall be gravel course meeting NYSDOT 304-2.02 or approved equal. The base course shall be compacted to a minimum of 95% compaction as determined by a modified proctor test.

4. The top (finish) course shall be 3,000 psi concrete in accordance with ASTM C39.

5. Compaction of all courses shall meet ASTM standards.

6. Concrete top (finish) course shall be cured in accordance with compressive strength requirements. Testing results in accordance with ASTM C39 shall be submitted to the KO and approved prior to final payment.

7. The final surface shall be broom finished parallel to the expansion joints all sidewalks shall be edged and final troweled to match existing.

C. Additional Site Features

1. The Contractor shall remove existing sidewalk/curbs as necessary and replace/install

ADA accessible ramp/drop curb(s) in existing sidewalks and curbs along the traveled way. Locations of proposed ADA ramps shown on ATTACHMENT 1. ADA ramps/drop curbs shall be installed in accordance with ATTACHMENT 4.

2. Contractor shall install painted crosswalks at both crossing locations shown on ATTACHMENT 1. Crosswalk detail and specification can be found on ATTACHMENT 3.

3. The existing concrete pad adjacent to the exterior door at the rear of building 107 shall be removed, replaced and expanded by an additional 6’-0” by 8’-4”. Concrete pad cross section for the replacement, expansion and layout shall match ATTACHMENT 2.

4. Contractor shall install metal fence posts along new concrete pad and adjacent to the condensing units, then along the existing pad parallel with the back of the building. Metal louvered fencing shall be installed along the two sides to provide screening of existing condensers. Desired layout shown on ATTACHMENT 2. Contractor shall provide fencing materials and colors to the KO for approval prior to installation. The desired color is brown or tan.

5. Contractor shall install four (4) October Glory Maple trees in the location(s) shown on ATTACHMENT 5. The trees shall be a have a minimum caliper of 4” measured 12” above the top of the root ball.

4.Delivery

All parts and materials shall be new parts and materials, as manufactured or recommended by the manufacturer. Performance shall take place at the 105th Airlift Wing, Stewart ANGB, Newburgh, NY. The Performance Period shall be 60 days.

5.Pre-Construction Meeting

The Contractor shall be required to meet with the Contracting Office, BCE representative and other members as required prior to the commencement of any work in order to coordinate the project construction. Topics of discussion will include: Hours of work, lay-down and storage areas, work area limits, safety compliance, emergency notifications and any other topics deemed necessary by the Contracting Officer or Contracting Officer representative.

6. Government Furnished Property: None

7. Security

Contractors should be aware that this is a Military Installation and that all access to this installation is granted by the 105 AW Base Defense Squadron. The U.S. government will not be held liable for any delays or breach of contract caused by refusal of the 105th AW Base Defense Squadron. If a gate pass is not granted to a contractor allowing the delivery of goods, execution of warranty support, or performance of services please contact the contracting officer.

A contractor’s badge will be issued once The Contractor enters the main gate at Stewart Air National Guard Base. All employees are required to have the proper ID (social security card, driver’s license, state ID, immigration card, U.S. Passport, etc.). If they do not have the proper ID, they will be turned away. Vendors should be aware that Anti- Terrorism Force Protection Measures are applicable to this contract. Vendors will be briefed on these measures by Base Defense personnel if recurring or long term access is required to Stewart ANG Base. Otherwise you will be escorted at all times by a member of Stewart ANG Base.

8. Safety Requirements

The Contractor shall comply with all Occupational Safety and Health Act (OSHA), federal, state, and local laws, regulations, and requirements regarding safety, as applicable to the services provided under this contract. In the event safety laws or regulations change during the term of this contract, The Contractor is required to comply as such laws come into effect.
