About this file

This is a Justification Review Document for a limited source determination from the National Guard Bureau for the procurement of a Main Landing Gear Door Assembly for a C-130 aircraft.

The procurement is for a C-130 Aircraft Door (NSN 1560-00-084-3746, P/N 372522-79) through a firm fixed price new contract with O&M Air funding. The requirement is being procured on an individual basis from a single OEM source based on technical specifications unique to the C-130H aircraft. Market research conducted on June 17, 2026, identified nine independent commercial aerospace vendors authorized by Air Force WLNEB C-130 Structural Engineering Division holding inventory of the required OEM part. The justification emphasizes that accepting alternative, aftermarket, or re-engineered parts would require extensive non-recurring engineering, structural analysis, and recertification by the OEM's engineering authority, creating unacceptable mission delays and duplicative costs. The solicitation will be conducted using IAW RFQ 12.201-1(c)(2)(ii) as a Total Small Business Set-Aside directed to authorized resellers and OEM dealers. The government intends to maximize competition among authorized commercial vendors while maintaining the brand-name OEM restriction. Prior to subsequent procurements, the contracting office will conduct market research to identify if new distributors, surplus holders, or manufacturers with FAA Parts Manufacturer Approval have entered the market. The justification was prepared by an Avionics Technician and approved by the Contracting Officer on July 13, 2026, with certification that the anticipated cost is fair and reasonable.
