About this file

This document is a Request for Information (RFI) responses document for Solicitation W50S8C26QA015, titled "Recruiting Storefront Internet," providing answers to thirty questions received as of July 21, 2026.

The project involves providing managed Wi-Fi network and internet services to a Nevada Air National Guard recruiting storefront. The facility is approximately 1,500 square feet with a single story, drywall construction, containing 4 offices and 8 workstations supporting 8-15 simultaneous users on a single SSID. No outdoor coverage, guest network, content filtering, or static IP addresses are required. A commercial ISP already has presence at the location with existing infrastructure; the Government will manage equipment along with ISP employees. The Wi-Fi security requirement is standard WPA/2 encryption, and normal Wi-Fi standards will suffice without specific minimum requirements such as Wi-Fi 6. The service requirement specifies a dedicated 1 Gbps symmetrical fiber connection, clarified as symmetrical business-class fiber service with a Service Level Agreement required. The contractor must be an authorized local Internet Provider and cannot use underlying facilities-based carriers or reseller arrangements. A 15-day overlap period is preferred for uninterrupted transition from the incumbent Spectrum service, with existing delivery points and demarcation points to be reused if possible. Technical support during operational hours is acceptable rather than 24/7 support. Installation, activation, and construction charges must be included in the base-year monthly unit price. Service must be fully installed and operational by September 1, 2026.

Solicitation: W50S8C26QA015

Title: Recruiting Storefront Internet

RFI-00002

Providing answers to RFI’s received as of 21 July 2026

1. Do you have existing wi-fi network infrastructure in the buildings, or does this require all new infrastructure installation including CAT-6 cable run?

1a. Commercial ISP (AT&T/Spectrum?) already has a presence at the location. No additional infrastructure required.

2. Do you have any government networks existing in the same buildings that are not part of this solicitation, what are the infrastructure, do or would it share IT room with the managed Wi-Fi network in this request?

2a. We have no AFNET presence at the storefront.

3. Is this solicitation requiring a Captive Portal for guest separate from internal user network?

3a. This network will only support Nevada Air National Guard members, no guest network required.

4. Can you share floor plans with dimensions and square footage of the buildings.

4a. Approx. 1500 sqft. 4 offices, 8 workstations

5. Are the buildings multi-floors, bricks, or sheetrock; a CAD drawing will help to design the Wi-Fi coverage area more precisely?

5a. Drywall single story

6. Do you have any outdoor area that would require coverage?

6a. No.

7. Are the buildings already Fiber or Ethernet linked together, which has the demarcation point for circuit drop, would you require any new fiber-optic cable run, what are the distances apart from one building to the other?

7a. This is for a single location, no new demarc or circuit drops required. Commercial ISP (AT&T/Spectrum?) already has a presence at the location.

8. How many networks (SSIDs) are expected on the managed Wi-Fi network?

8a. Single SSID to support 10-15 devices.

9. Please would you share if there exists network contract and contract number for this location?

9a. The previous internet provider was Spectrum, as indicated in the PWS.

10. Do you have any ISP company that is preferred provider Internet services for the Base?

10a. No preference. Previous service provider at the storefront is Spectrum.

11. Would there be any requirement for wired Ethernet ports in the buildings?

11a. The storefront already has ethernet wallports.

12. What are the requirements for Internet network security?

12a. Standard WPA/2 encryption will suffice.

13. Do you require content filtering?

13a. Negative.

14. Do you have any desirable brand (OEM) equipment for this network?

14a. Negative.

15. PWS paragraph 5.0.2 specifies a "dedicated 1 Gbps symmetrical fiber" connection. In the internet service industry, "dedicated" can refer to two distinct products at very different price points:

15a. Dedicated Internet Access (DIA): a private, non-shared circuit with a committed (guaranteed) symmetrical bandwidth rate and a Service Level Agreement (uptime and repair-time guarantees); or

Business-tier symmetrical fiber: a shared, best-effort "up to 1 Gbps" symmetrical connection without a committed rate or SLA

16. Does the requirement call for a true Dedicated Internet Access (DIA) circuit with a committed information rate, or is a business-tier symmetrical fiber connection ("up to 1 Gbps") acceptable?

16a. Negative.

17. Is a Service Level Agreement (guaranteed uptime / mean-time-to-repair) required?

17a. Yes.

18. The PWS requires service from an “authorized local Internet Provider.” May a small-business prime contractor provide the required service through an underlying facilities-based carrier or authorized wholesale/reseller arrangement?

18a. No.

19. Does “dedicated 1 Gbps symmetrical fiber” require enterprise Dedicated Internet Access with dedicated bandwidth and a service-level agreement, or would a symmetrical business-class fiber service satisfy the requirement?

19a. Symmetrical business-class fiber service will satisfy the requirement.

20. Is the existing Spectrum circuit delivered over fiber directly to the suite, and may the existing fiber entrance facility or demarcation be reused?

20a. Using existing delivery points is preferred.

21. Is uninterrupted transition from the incumbent Spectrum service required? If so, what overlap period should offerors include?

21a. We would prefer not to lose service during the transition. 15 day overlap should suffice.

22. Does the Government require one or more static public IPv4 addresses? If so, please provide the required quantity. Is IPv6 required?

22a. No static IP required/No IPv6 required.

23. Will the Government furnish its own firewall/router, or must the contractor provide and manage the internet gateway, firewall and routing equipment?

23a. Gov will manage equipment along with ISP employees.

24. Please provide the storefront’s approximate square footage, floor plan or required Wi-Fi coverage areas and the anticipated number of simultaneous users/devices.

24a. Approx. 1500 sqft. 4 offices, 8 workstations, 8 users/devices

25. Must the contractor provide separate Government, employee, and guest wireless networks, or is a single wireless network acceptable?

25a. Single network is acceptable.

26. Are there minimum Wi-Fi standards, such as Wi-Fi 6, and are specific security or encryption configurations required?

26a. Normal WiFi will suffice.

27. Are there required uptime, latency, jitter, packet-loss, outage-response, or restoration-time service levels?

27a. unknown

28. Is 24/7 technical support required, or is support during defined business/operational hours acceptable?

28a. Acceptable support during operational hours.

29. Must service be fully installed and operational by September 1, 2026?

29a. Yes

30. May installation, activation, and construction charges be included in the base-year monthly unit price, or should they be identified separately within the supporting price breakdown?

30a. Those charges must be included in the base-year monthly unit price, as that is when it would be applicable.
