About this file

This is a Request for Information (RFI) document providing government responses to contractor questions regarding Solicitation W50S8C26QA015 for Recruiting Storefront Internet services. The RFI addresses 13 questions received as of July 16, 2026, establishing clarifications on key contract requirements and expectations.

The government requires a 1 Gbps symmetrical fiber internet connection for a 1,100 square-foot storefront with 5 rooms and approximately 10-15 Wi-Fi devices daily. Commercial internet service from any qualified service provider is acceptable; Spectrum is not the exclusive carrier. The contractor must determine the number and placement of wireless access points without government preference, though the entire office requires Wi-Fi coverage with separate work and guest networks. Basic commercial internet equipment and routers are sufficient; public static IP addresses and advanced managed network capabilities are not required. The government is exempt from taxes but may incur regulatory and recovery fees, which should be included in firm-fixed monthly prices. Installation must be completed by September 1, 2026, though the government will authorize reasonable adjustment periods if needed. Upon contract completion, only routers and modems require removal within seven business days; optical network terminals, installed cabling, and fiber demarcation points remain government property. Contractors must invoice monthly through Wide Area Workflow (WAWF) upon government receipt and acceptance, with reports including service provider, account name, account number, and contractor information. Past performance information is preferred but not required for evaluation. Commercial internet service is exempt from Service Contract Labor Standards, and no background screening or security credentials are required for installation or maintenance personnel as the storefront is public infrastructure.

Solicitation: W50S8C26QA015

Title: Recruiting Storefront Internet

RFI-00001

Providing answers to RFIs received as of 16 July 2026.

1. The PWS requires a “dedicated 1 Gbps symmetrical fiber” connection. Does the Government require a dedicated internet access circuit with committed bandwidth and an associated service-level agreement, or would a commercial business fiber service providing symmetrical 1 Gbps speeds satisfy the requirement? Is an existing Spectrum circuit currently active at the location? If so, may the successful contractor reuse the existing fiber entrance, demarcation point, cabling, or other infrastructure?

1a. There is no dedicated internet access circuit required, commercial Internet will work.

2. The solicitation requires monthly invoicing through Wide Area Workflow (WAWF) using an Invoice 2-in-1; please confirm whether the contractor should invoice after each completed month of service and whether payment will generally be due within 30 days after the Government receives a proper invoice and accepts the service.

2a. Contractor may invoice through Wide Area Workflow (WAWF) upon government receipt and acceptance at the end of each months performance.

3. The PWS states that the monthly consolidated report must include “the name and the paid invoice.” Please clarify the required contents and format of this report. Does “name” refer to the service provider, account name, contractor, or another data element?

3a. Vendor must submit in WAWF to get paid. The contents will include Service Provider, account name, account number, and contractor. The format will follow what is required in

WAWF.

4. Is Spectrum the only carrier with existing fiber service at the storefront, or may offerors propose any authorized carrier capable of meeting the PWS requirements?

4a. Any service provider is capable.

5. Can the Government provide the approximate square footage, floor plan, number of rooms, expected number of simultaneous users and devices, and any known areas requiring Wi-Fi coverage?

5a. 1100 square feet. 5 rooms, offices are already wired in, entire office needs Wi-Fi, 10-15 devices connected to Wi-Fi daily

6. Does the Government have a required number or preferred placement of wireless access points, or is the contractor expected to determine the number and placement necessary to provide adequate signal strength throughout the facility?

6a. No, there is no preferred placement.

7. Are public static IP addresses required? If so, how many? Does the Government require any managed router, firewall, content filtering, guest network, virtual local area network, or other network-management capabilities?

7a. Just need basic commercial internet with commercial equipment. Our computers and VPN network manage the rest. Would request work Wi-Fi, and guest Wi-Fi.

8. Must the service and all wireless equipment be fully installed, tested, and operational by September 1, 2026? If award occurs close to that date, will the Government authorize a reasonable installation period or adjusted service commencement date?

8a. 7. We will provide a reasonable install time if adjustments need to be made.

9. The solicitation states that quoted amounts must be net prices without tax. Should normal carrier regulatory fees, recovery fees, and other mandatory service charges be included in the firm-fixed monthly CLIN prices?

9a. The government is exempt from taxes; however, we can be charged fees.

10. Please clarify which equipment must remain Government property at contract completion and which contractor- or carrier-owned equipment must be removed within seven business days. Does the removal requirement apply to routers, wireless access points, optical network terminals, installed cabling, and the fiber demarcation?

10a. Only routers and modems will need to be removed. optical network terminals, installed cabling, and the fiber demarcation are already installed on site

11. The evaluation section initially references price, technical capability, and past performance, but the listed evaluation factors identify only price and technical capability.

Will past performance be evaluated? If so, what past-performance information should be included with the quotation?

11a. Past performance is preferred but is not required to be included.

12. FAR 52.222-41, Service Contract Labor Standards, is included, but we did not identify an accompanying wage determination. Will a wage determination be added, or does the Government consider this commercial internet-service requirement exempt from the Service Contract Labor Standards?

12a. Commercial internet service is exempt from service contract labor standards.

13. Will installation or maintenance personnel require background screening, Common Access Cards, installation of access letters, or other security credentials before entering the storefront?

13a. No, this is not a DOW controlled environment since is part of public infrastructure.
