OPR: 152 CES/CEO/AOO (CMSgt James B. Lindsay)
Certified by: 152 CES/CC/APO (Major Rimando O. Poyaoan) Pages: 32 Distribution: Civil Engineering
1.0 INTRODUCTION
Air Force Instruction AFI 32-1052, Air Force Facility Asbestos Management, outlines procedures for developing a base asbestos management program. The base asbestos management program consists of an Asbestos Management Plan (AMP) and an Asbestos Operating Plan (AOP). This AMP and the AOP were developed in accordance with the United States Department of Labor, Occupational Safety and Health Administration’s (OSHA’s) Asbestos Standards [29 CFR 1910.1001, 29 CFR 1926.1101] and AFI 32-1052. Also in accordance with Nevada Revised Statute 618.780, Nevada Revised Statute Chapter 598, AB 40 pages 1276-1280.
In general, the management plan development process consisted of:
• A review of available documents, such as blueprints and construction specifications.
• A visual inspection of building areas and elements to locate suspect Asbestos Containing Material (ACM); sampling of suspect ACM as required; and assessment of the physical condition of the ACM.
• Analysis of the collected samples to confirm the suspected material as ACM.
• Meetings with the designated representatives of the 152d Civil Engineer Squadron to discuss prioritization of confirmed ACM areas relative to the asbestos management philosophy for the subject facility, resources, schedule, and building specific issues.
• Assignment of required and appropriate response actions for all ACM identified.
• Development of an Operations and Maintenance Program to institute appropriate controls for the management of ACM remaining in-place.
1.1. OVERVIEW
The Nevada Air National Guard Base is located in the northwestern portion of the state, approximately five miles southeast of downtown Reno, in Washoe County, Nevada. The Plan contains the Installation Map, Appendix A; a List of Buildings and their Functions, Appendix B;
facility Asbestos Survey Data, Appendix C; Asbestos Containing Material Annual Monitoring Log, Appendix D; EPA Certifications, Appendix E; Laboratory Analysis, Appendix F.
1.2. OBJECTIVES
The overall objective of the AMP is to ensure that the health and welfare of all base personnel are protected from the potentially harmful effects of ACM.
The AMP is designed to be a permanent record on the current status and condition of all known ACM on this installation. This document provides a single location for the documentation of asbestos management efforts and the mechanism for oversight of the entire facility asbestos management program.
The AOP is designed to implement the policy established in the AMP and establish procedures for accomplishing asbestos related projects. The focus of both the AMP and AOP is on taking positive action to deal with current and near term asbestos management needs, rather than on planning solely for future removal of ACM for base facilities.
The Nevada Air National Guard asbestos policy is to manage ACM in place until the ACM in the building is abated through renovation or demolition activities. If ACM is properly managed, release of asbestos fibers into the air is minimized. The exposure to asbestos fibers, and therefore the risk of asbestos related disease, can be reduced to a negligible level for all building occupants. ACM will be removed when it is feasible, or when it poses a potential threat to personnel health, and as necessary to comply with applicable asbestos regulations. The AOP provides guidance and procedures for removal of asbestos when the situation warrants.
Additionally, it outlines procedures and practices to operate, maintain and repair base facilities in a manner that minimizes the release of asbestos fibers into the air.
1.3. BACKGROUND
Asbestos is a group of naturally occurring fibrous mineral substance that is capable of being crumpled, pulverized, or reduced to powder by hand pressure is described as “friable.” Asbestos fibers can cause serious health problems. Inhalation of asbestos fibers has been linked to cancer and other diseases in humans.
Asbestos is regulated by the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), the Department of Transportation (DOT), Nevada Division of Environmental Protection (NDEP), and by Washoe County Air Quality Management Division (AQMD). EPA regulations concerning asbestos are contained in the Code of Federal Regulations (CFR) at 40 CFR Part 61 and 40 CFR Part 763. OSHA regulations are contained at 29 CFR 1926.58 and DOT regulations are contained at 49 CFR 171 and 182. NDEP statutes and regulations at NRS 444.440-645; NRS 4593.400-600; NRS 618.775; NAC 444.570-7499; and NAC 444.965-976. Washoe County AQMD regulations at 030.000. These regulations govern control of asbestos fiber emissions to protect the environment and public health. The Permissible Exposure limit (PEL) of asbestos is 0.1 fibers/cubic centimeter (f/cc) over an eight-hour time-weighted average.
1.4. ORGANIZATIONAL ROLES AND RESPONSIBILITIES
An effective asbestos management program requires the participation of and interface with base organizations to ensure that the health and welfare of all personnel are protected from the potentially harmful effects of friable ACM.
The Base Civil Engineer (BCE), 152 CES/CC, has the primary responsibility for developing and implementing the asbestos program. Other base organizations must assist the BCE in identification of asbestos, asbestos sampling program, quality control, legal implications, and protecting the health and well-being of all personnel, i.e. Contracting, Bioenvironmental, and Environmental.
The Asbestos Program Officer (APO), 152 CES/CEE, is responsible to maintain the asbestos management program and acts as the focal point for asbestos related issues. The APO is responsible for coordinating support from other base organizations. The APO is the point of contact with federal, state, and local regulatory agencies concerning asbestos related matters.
The Asbestos Operation Officer (AOO), 152 CES/CEO, acts as the focal point for all asbestos abatement operations on the base.
Air National Guard Readiness Center, Engineering and Services Directorate, Engineering and Construction Division (ANGRC/CEE) is responsible to provide technical support and the Asbestos Project Management to assist the NVANG to manage ACM in buildings.
2.0 ASBESTOS MANAGEMENT PLAN (AMP)
2.1. OBJECTIVES
The AMP provides a permanent record on the current status and condition of all ACM at the NVANG’s facility inventory. This document provides a single location for the documentation of all asbestos management efforts and the mechanism for oversight of the entire facility asbestos management program.
2.2 ASBESTOS SURVEY
2.2.1 GENERAL: The objectives of the survey is to identify and document the locations of
ACM on the installation, to document the current condition of the ACM and to assess the current and potential hazards of exposure to asbestos.
2.2.2 IDENTIFICATION OF ACM: Identification of ACM will be conducted by a licensed asbestos professional per regulations.
2.2.2.1 Any renovation or construction to facilities on the installation will review as-built drawings and specifications. If ACM is noted, contact the APO.
2.2.2.2 If ACM is found during a renovation / demolition project, stop and contact the APO.
2.2.2.3 A list of suspect ACM includes but is not limited to the following:
Cement Pipes HVAC Duct Insulation Cement Wallboard Boiler Insulation Cement Siding Breeching Insulation Asphalt Floor Tile Ductwork Flexible Fabric Connections Vinyl Floor Tile Pipe Insulation Vinyl Sheet Flooring Heating and Electrical Ducts Flooring Backing Electrical Cloth Construction Matic Roofing Shingles Acoustical Plaster Roofing Felt Decorative Plaster Base Flashing Ceiling Tiles and Lay-in Panels Thermal Paper Products Spray-Applied Insulation Caulking/Putties Blown-in Insulation Adhesives Fireproofing Materials Joint Compound Taping Material (Thermal) Vinyl Wall Coverings Packing Materials Spackling Compound
Any suspect material that could not be visually determined to be non ACM must be sampled for laboratory analysis to determine if it is ACM or it can be assumed ACM without sampling.
Sampling will only be conducted by a licensed professional.
If reading sample analysis, to determine a suspect material is not ACM in a homogenous area, all samples must be negative for asbestos. To determine a suspect material is ACM in a homogenous area, only one of the samples must be positive for asbestos. Samples are analyzed using the Polarized Light Microscopy (PLM) with dispersion staining identification technique as required by EPA regulations. See Appendix C: Asbestos Survey Data for Survey Findings.
2.3 HAZARDOUS ASSESSMENT
The hazard assessment is performed every year with the USAFOEHL Report 86- 072EH0021HGA, Air Force Asbestos Guidance for Rating and Assessing Damage and Exposure (GRADE) System used. The GRADE system was developed by USAFOEHL for the Air Force to provide a scoring and rating checklist and procedure for assessing damage and potential damage and the resultant potential exposure conditions associated with the presence of friable
ACM and to recommend abatement priorities based on relative rating results. In using the GRADE system, a rating sheet is completed for each homogenous area. The sheet rates the damage and exposure of each area numerically. These numbers are then plugged into the mathematical formula R = 12.-324 – (0.1683 x D) – (0.1693 x E) where R is the overall GRADE rating. D is the damage rating and E is the exposure rating. The overall rating can then be used to create a hazard priority from 1 to 6. The relationship between the hazard priority and R values are:
Hazard Priority R Value
1 R < 6 2 6 < R < 7 3 7 < R < 8 4 8 < R < 9 5 9 < R < 10 6 R > 10
A general description and recommended management action for each of the hazard priorities follows by an asbestos licensed professional:
1. Immediate Removal: Damage and exposure factors warrant immediate removal.
2. Removal As Soon As Possible: Remove ACM as soon as possible.
3. Planned Removal: Remove ACM as part of the normal maintenance and repair cycle.
4. Repair: Repair the most damaged areas as soon as possible by proper covering, encapsulation, or replacement.
5. Monitoring: Periodic monitoring of these areas to ensure that no future damage occurs.
6. No Immediate Action: Little damage to structure with exposure to individuals unlikely so no action should be taken.
Areas ranked as (3) through (6) are placed on a recurring inspection program annually to ensure the condition of the ACM has not deteriorated.
2.4 ASBESTOS REGISTER
The asbestos register is the heart of the AMP. The register is developed to contain the list of ACM on base, its location, the type and condition of the material, and all events affecting the ACM. The register consists of information listing the asbestos sample summary by building and information listing the asbestos abatement priority.
2.5 MONITORING AND SURVEILLANCE
The physical conditions of the ACM are monitored on an on-going basis to ensure that the ACM is not damaged or deteriorated to pose a risk of exposure to personnel. Any changes to the condition of the ACM are documented and, if necessary, changes to the abatement priority list are made.
2.6 SCHEDULING AND PLANNING
The Equipment Manager / Work Order Issuer reviews the register prior to issuing work orders to inform the Shop working the request of any potential asbestos hazard.
The person conducting any renovation / demolition also reviews the register prior the start of any work being conducted.
Anyone providing design or any project will review the register prior to design to ensure safety of all personnel from asbestos.
The APO develops a program for scheduling asbestos abatement activities based on the hazards identified in the building survey. Any activities involving ACM are performed in accordance with the procedures identified in the Asbestos Operations Plan and in compliance with current asbestos regulations.
2.7 INFORMATION DISSEMINATION
Since base personnel are working in and around facilities containing ACM, they should have a good understanding of the potential asbestos health hazards. They also need to understand that undamaged ACM in good condition pose no inherent hazard. The APO will provide general awareness and training of asbestos concerns.
Asbestos awareness training is available on eDash TEACH (Environmental Awareness Course Hub): https://usaf.learningbuilder.com/account/login/?ReturnUrl=%2fHome%2fIndex
3.0 ASBESTOS OPERATIONS PLAN (AOP)
3.1 OBJECTIVES
The AOP provides standard procedures to control work activities, which might disturb ACM, and to manage in-house / contract asbestos abatement work. These procedures are only described in a general nature in this Plan. Detailed procedures must be referred to the EPA, OSHA, NDEP, and Washoe County AQM regulations and statutes.
3.2 WORK CONTROL PROCEDURES
Every project (including self-help and Prime BEEF projects) which consists of repair or renovation of all or some portion of a facility is reviewed for the presence of ACM. The work https://usaf.learningbuilder.com/account/login/?ReturnUrl=%2fHome%2fIndex request is carefully reviewed to determine if ACM is present in areas where the work will be performed. The initial evaluation involves a review of the asbestos register, Appendix E.
If the review of the asbestos register indicates that no ACM is present, the work request is processed through the normal review channels.
If the review of the asbestos register indicates that ACM is present or suspected to be present, the work request is routed to the APO for further action.
All work requests for contract work are evaluated for the presence of ACM. Verification of the presence of asbestos early in the programming stage will aid immeasurably in the planning and design of asbestos abatement activities.
Upon verification that ACM abatement will be required, the APO, AOO, Bioenvironmental (BEE), and the Environmental Manager will evaluate the extent of the abatement effort and contract out the abatement through Contracting.
3.3 EXTRAORDINARY PRECAUTION
The APO, AOO, BEE, and the Environmental Manager will provide asbestos awareness training or information on safe working practice to maintenance to all personnel who conduct custodial work, anyone who work in buildings containing ACM, and anyone conducting self-help projects.
The training or information shall describe methods of handling ACM as well as routine maintenance activities that are prohibited when ACM is involved. For example, employees should be instructed:
• Not to drill holes in ACM
• Not to hang plants or pictures on structures covered with ACM
• Not to sand, break, or abrade asbestos containing floor tiles
• Not to damage ACM while moving furniture or other objects
• Not to install curtains, drapes, or dividers in such a way to damage ACM
• Not to dust floors, ceilings, moldings, or other surfaces in asbestos contaminated environments with a dry brush or sweep with a dry broom
• Not to use an ordinary vacuum to clean up asbestos-containing debris
• Not to remove ACM without wearing respiratory protection and protective clothing and following asbestos waste procedures, statutes and regulations.
The APO, AOO, BEE, Safety, and the Environmental Manager will coordinate the posting of asbestos warning signs on the ACM or within the area that contains ACM. Special care will be taken not to disturb the ACM while posting the signs.
3.4 ASBESTOS ABATEMENT IN-HOUSE
The only asbestos work that will be completed in-house will be minor repairs to very small exposed friable asbestos.
The repair of ACM is accomplished by utilizing non-asbestos plaster or encapsulates to reseal open joints, damaged insulation wrapping or damaged plastered areas around valves and flanges.
Duct tape should not be used because it becomes brittle after exposure to high temperatures. The repair of damaged ACM should be limited to thermal insulation on pipes, pipe elbows, tanks and boilers. Repair only insulation with limited damage.
MEDICAL SURVEILLANCE: OSHA regulation 29 CFR Part 1926.58 requires employers to institute a medical monitoring program for all asbestos workers. Specific examination requirements are listed in the OSHA regulations. In general, the regulations require an initial examination with follow-up yearly exams. The exams must include a chest x-ray, pulmonary function testing, completion of a standardized medical questionnaire and a complete medical and work history. Medical records shall be maintained in accordance with asbestos regulations
No abatement work will be performed in-house. All asbestos abatement work will be performed by licensed contractors through the Contracting Office.
3.5 ASBESTOS ABATEMENT BY A CONTRACTOR
3.5.1 The APO and the AOO will provide the scope of work to Contacting in accordance with all contracting regulations.
3.5.2 Only contractors that have EPA and OSHA licenses and experience with asbestos abatement will be considered.
3.5.3 The Contractor will provide notification to appropriate regulatory agencies with a copy of approval added to the AMP and the engineering files.
3.5.4 Copies of the asbestos licenses will be provided to Contracting, added to the AMP, and the engineering files.
3.5.5 Workers shall not enter an area where respiratory protection equipment is required unless the person has been trained in the selection, use, care and limitations of the respirator; and the correct type of respirator has been selected and fit tested for the task.
This includes CORs (contracting officer representatives).
3.5.6 Copies of all samples will be added to the AMP, and the engineering files.
3.5.6.1 Air Monitoring: Air monitoring is used to determine airborne fiber concentration before, during, and after asbestos abatement activities. Samples may be Phase Contrast Microscopy (PCM) or Transmission Electron Microscopy (TEM). TEM by an EPA Certified Laboratory will be used for the final closeout / clearance of an abatement project.
3.5.7 All asbestos related project paperwork will be maintained on file for future liability concerns. Asbestos related documentation is in the APM binders located in the Production Control Office Building 88, Room 1, Bookshelf 3, on Shelf 2. Additional correspondence and records are found in the Asbestos folder on the computer. The computer and hard copy binders must be used together. EPA and OSHA regulations require that asbestos related documents be maintained for at least 30 years. The Department of Justice and HQ USAF have placed a freeze on the destruction of any asbestos related records or documents until further notice.
3.5.8 Copies of all landfill records will be kept in the AMP and engineering files.
3.5.9 Copies of employee / contractor / public / occupant notifications and procedures will be kept in the AMP and engineering files.
3.5.10 Copies of Contracting of ACM will be kept in the engineering files and with the Contracting Office.
3.6 WHAT TO EXPECT BY AN ASBESTOS CONTRACTED ABATEMENT
3.6.1 REPAIR PROCEDURES: The following procedures are used to repair ACM:
(1) The area will be secured to keep all personnel out that is not connected with the operation.
(2) A HEPA vacuum may be used to remove any ACM that may have been previously disturbed.
(3) Plastic 6 mil polyethylene sheeting may be used around the work area.
(4) Enclosures will be created to prevent fibers from escaping the work area.
(5) Workers will use respirators and wear protective clothing.
(6) ACM is wetted to prevent release of fibers and removed. These enclosures will also be used as changing areas.
(7) Air samples will be taken to ensure the asbestos fibers are not being released. If sample results indicate concentrations above the action level of 0.1 f/cc, abatement will continue. If sample results indicate concentrations below the action level, the project will wrap up.
(8) Upon completion of the work, asbestos waste including disposable protective clothing will be double bagged, labeled, and disposed of at an asbestos landfill.
Disposable protective clothing will be turned inside out as doffed to minimize any potential fiber release.
3.7 EMERGENCY ASBESTOS OPERATIONS:
In the event ACM is released, clean-up is beyond the capability of the base. The APO and AOO must take necessary action to obtain asbestos abatement service from a contractor and proceed with the following:
(1) Immediately restrict access to the area:
a. If the ACM release occurs while occupants are in the building but the release is not in the area occupied, the area must be isolated.
b. If the ACM release occurs where occupants are in the area of the release, the first priority is to maintain order, prevent panic, and stay calm. People who have not been exposed to the ACM release will be removed from the area. People who have been contaminated by the release will be HEPA vacuumed or wet cleaned and showers should be taken, if possible. All clothing should be disposed of as asbestos waste or properly laundered.
Inform exposed personnel they have a right to report to the Medical Group.
(2) Warning signs will be posted
(3) Shut down or modify air handling equipment servicing the area
(4) Start contracting process for contracted abatement
4.0 ASBESTOS ABATEMENT COST DATA
Asbestos abatement costs are accounted for every year and is required to be reported to ANGRC/CEEC by 31 December annually to assist the National Guard Bureau to program and manage the funding available for ACM abatement at ANG bases.
