About this file
This document contains a Justification and Approval for a sole source federal contract along with details of a related federal contract opportunity. The J&A requests a sole source brand name procurement of an Automated Logic Webctrl 4.1 direct digital control system for HVAC renovation projects at Building 56 and Building 111 at the Nevada Air National Guard base in Reno, NV. It cites 10 U.S.C. 2304(c)(1) and argues only Automated Logic can meet the agency's requirements due to being the standard installed base, authorized for the network, and fully trained staff. While other manufacturers exist, a prior project issue is cited involving integration difficulties and costs to change to the incumbent Automated Logic. The related federal contract opportunity is an IFB by the Army National Guard and USPFO Nevada to award a fixed-price construction contract for installation of a new HVAC system at the two buildings. The NAICS is 238220, size standard is $16.5M, and project value is $1-5M. The solicitation will be posted at SAM.gov and a pre-bid conference scheduled. Funding availability is anticipated by 30 September 2020 for award to the responsible bidder offering the most advantageous price.

Quality Control Systems, Inc
Requesting Brand name of a Direct Digital Control system - Automated Logic Webctrl 4.1. (monitors and controls the HVAC, lighting, and water) for Repair HVAC Bldg 56 and 111 project.
10 U.S.C. 23049(c)(1), Only one responsible source and no other supplies or services will satisfy Agency requirements – Brand Name. Automated Logic Webctrl 4.1 is the base standard and is authorized to be on the Air Force network. All individuals that use and work on Automated Logic are fully trained. If Automated Logic is not used, the system (other than Automated Logic) will have to go through the vetting processes to see if it will be allowed on the Air Force network
Different companies can provide direct digital controls. A different manufacturer Johnson Controls is a digital control that was installed in a different building. Johnson Controls did not work properly with the Automated Logic software and we could not provide the users with adequate cooling and heating. The base had to eventually spend $200,000.00 to convert to Automated Logic to get the system to work. The local subcontractor that has propriety rights to work on this system is Quality Control Systems, Inc. (QCS). The Nevada Air National Guard won the Federal Energy & Water Management award for 2015, reducing energy consumption by 36%, water by 60% and being the only Guard unit to ever win this prestigious award.

In the future, market research will review to see if the commercial industry has similar capabilities, new approaches or better cost saving solutions. These approaches will still need to be operable with existing equipment or the projected total cost of the entire system for interoperability amongst the entire base.
