About this file

This document is an addendum to FAR 52.212-2 establishing evaluation criteria for a commercial products solicitation for tactical headsets compatible with Harris Radios. The Government will award a Purchase Order to the responsible quoter whose quote is most advantageous considering price and other factors in accordance with FAR 12 (Acquisition of Commercial Products and Commercial Services). To be eligible for award, quotes must receive an "Acceptable" rating in all non-price factors; any "Unacceptable" rating in a single factor renders the entire quote ineligible for award.

Price evaluation will assess fairness and reasonableness under FAR 12, requiring all line items to be priced in accordance with the solicitation and determined to be reasonable and balanced. Technical evaluation focuses on quoter acceptability based on their ability to provide detailed responses demonstrating how their products meet the salient characteristics of each line item. Acceptable quotes must clearly address all line items, provide delivery requirements to the Government, and detail how their tactical headset products meet or exceed minimum salient characteristics. Unacceptable quotes fail to respond to all line items, omit delivery requirements, or do not adequately demonstrate how their products meet the minimum salient characteristics specified for the tactical headset solicitation.
