About this file
This is a Questions and Answers document related to a Statement of Work for guardrail installation work. The contractor shall install approximately 785 linear feet of guardrail across five designated sections (clarified from the original SOW reference to six sections). The work requires installation of a Modified Midwest Guardrail System in accordance with referenced MSDDCEA drawings and specifications dated 12/18/2018, with three 6-foot access openings to accommodate snow removal and grounds maintenance operations as shown in attached drawings.
Key project requirements include: the contractor is responsible for disposal of all excavated soil, which may be placed in an onsite pit located at the north end of Range Road accessed via a dirt road; the project superintendent may fill both the onsite Safety and Health Officer (SSHO) and Construction Quality Control Manager (CQCM) roles; anchor posts are required only at end sections, not at intermediate points; ASSHTO M147-65 Grading B Strong soil in the 11-foot-wide trench must be removed and disposed of at the onsite pit; and unforeseen site conditions, including hazardous materials testing, handling, and disposal costs, will be addressed through contract modifications. The contractor bears responsibility for all hazardous materials encountered during work execution, with associated costs incorporated into contract modifications as needed.

1. S.O.W, “4.0 Project Overview, The Contractor shall install approximately 900 total linear feet (LF) of guardrail across six (6) designated sections” but goes on to define 5 sections, not 6 sections, totaling 785 feet. Please clarify.
a. Reduced to 5 sections approximately 785 LF
2. “5.0 Detailed Description of Work”,… “See MSDDCEA Modified Midwest Guardrail System drawings and specifications 12/18/2018”. Please provide these referenced MSDDCEA Modified Midwest Guardrail System drawings and specifications12/18/2018 documents, with details of the foundations, rebar sizes, O.C spacing, etc...
a. See attached drawings
3. 4.0 Project Overview, “Operational Requirements: • Access Openings: All breaks in the guardrail system shall include 6-foot (6') openings to accommodate snow removal and grounds maintenance operations.” The redline aerial view photograph on page 7 of the S.O.W. appears to show two (2) access openings, one at each of the two sidewalks that run perpendicular to the new guardrail system, are these two areas the only locations that will have the above mentioned 6-foot openings to accommodate snow removal and grounds maintenance operations, or will additional break locations be required? If additional openings are require, please show where these locations will be.
a. There are 3 openings per the attached drawing
4. Will the excess existing materials that are excavated for the placement of the guardrail foundations be disposed of onsite or offsite?
a. Contractor will be responsible to dispose of all fill material.
Excavated soil can be placed in our “pit” on the installation. It is located off the north end of Range Road and accessed via a dirt road.
5. Is an onsite SSHO and CQCM required for this project, if so, can the project superintendent fill either/both rolls or do the onsite SSHO and/or the CQCM need to be separate individuals?
a. Superintendent can fill both roles.
6. “9.5 Hazardous Materials: No hazardous material survey is available. The Contractor shall be responsible for all testing, handling, and disposal of regulated materials encountered during the work.10.0 Scheduling and Reporting.” There is no “10.0 Scheduling and Reporting” section in the solicitation, If hazardous materials are encountered during the execution of work, will the costs of removal, disposal, and importation of clean replacement fills be addressed through a contract modification?
a. If unforeseen site conditions are encountered, costs of addressing these conditions will included in a contract modification.
7. Are the attached design drawings correct, as referenced in the scope of work?
The total span listed for the modified guardrail system is 172’ 6 ½”. Using this predesigned detail are we to assume that end Anchor post details would be required at the center of the 330’lf section 2? If so, would this also be required at section 3 also at 180’ or could the layout be centered to the roadway at 172’ 6 ½”?
a. Anchors are only needed at end sections
8. Sheet 1 of the design drawings show ASSHTO M147-65 Granding B Strong soil in a 11’ wide trench around the whole run of the guardrail. Are we to assume this soil will all need to be removed and new imported? If so can spoils be relocated on base or do they need to be exported off site?
a. Yes, Soil will need to be removed and disposed of at our “pit” which is located on the installation at the north end of Range Road and accessed via a dirt road.
