About this file
This notice is a solicitation for roof repair and replacement services on Building 254 at Pease Air National Guard Base in New Hampshire. The government seeks a contractor to remove and replace three flat roofs totaling 33,250 square feet with an adhered PVC system. Additional work includes demolition, hazardous material abatement, and a 270-day period of performance. The solicitation is set aside entirely for small businesses with average annual receipts less than $45 million. Interested parties should submit bids by February 29, 2024 for public opening on that date at the Portsmouth Armory. A pre-bid conference and site visit will be held on February 8, 2024 at the building. The National Guard provided information on definitizing equitable adjustments but had no agency-specific policies or three-year data available.

Re: Limited Asbestos and Lead Sampling Report Building 254 New Hampshire Air National Guard Portsmouth, New Hampshire
Dear Ms. Peiser:
GZA GeoEnvironmental, Inc. (GZA) conducted limited asbestos and lead sampling at Building 254 located at the New Hampshire Air National Guard facility in Portsmouth, New Hampshire. As outlined in our proposal dated September 28, 2021, our scope of services was limited to the collection of bulk samples of suspect asbestos-containing materials (ACM) associated with the building roof systems, submission of the samples to an accredited laboratory, and reporting of the analytical results. As requested, GZA also collected and submitted samples of suspect flashing material for the presence of lead content. Our work is subject to the Limitations contained herein.
The limited suspect asbestos and lead sampling was conducted at the site on October 21 and October 22, 2021 by Mr. Andrew Pomeroy, a United States Environmental Protection Agency (USEPA)-accredited Asbestos Inspector (Certificate Number 21-3541- 106-262357). A copy of Mr. Pomeroy’s asbestos inspector certificate is attached as Appendix A.
The limited asbestos sampling was performed in general accordance with the sample collection protocols established in USEPA regulation 40 CFR 763, the Asbestos Hazard Emergency Response Act. A total of 80 bulk samples were collected from 29 homogeneous areas of suspect ACM. Bulk samples were submitted under chain of custody to Aerobiology Laboratory Associates, Inc. (formally ProScience Analytical Services, Inc.) of Woburn, Massachusetts for analysis by polarized light microscopy with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart E).
The percentage of asbestos, where applicable, was determined by microscopical visual estimation. The laboratory was instructed to analyze samples from each homogeneous area until the first sample containing asbestos was identified. Analytical laboratory certification is provided in Appendix B.

Based on the results of laboratory analysis, asbestos was not detected in any of the samples submitted for analysis. A summary of suspect ACM samples collected during the limited sampling is included in Table 1. The laboratory analytical reports are attached in Appendix B. We recommend you maintain a copy of this report for your records and provide a copy to the contractor that is performing the roof renovation work.
During the limited lead sampling GZA collected five (5) bulk samples of suspect flashing material and submitted them to Aerobiology for lead content analysis per USEPA method SW846-7000B/3051. Based on the laboratory analysis, lead was detected in one sample above the reporting limit. Sample Pb-02 containing perimeter flashing collected from Roof #2 was analyzed to contain a lead concentration of 18% by weight. A summary of the flashing samples collected during the limited sampling event is included in Table 2, and the laboratory analytical report is attached in Appendix B.
1.0 LIMITATIONS
Limited asbestos and lead sampling was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, and findings expressed in this report are based on conditions observed during the limited sampling event. This letter report has been prepared on behalf of and exclusively for use and reliance by the Client. This report is not a bidding document. Contractors or consultants reviewing this limited sampling report must draw their own conclusions regarding further investigation or remediation deemed necessary. Suspect materials made accessible during demolition/renovation activities must be assumed to be asbestos-containing and handled as such, until testing proves otherwise. Specifically, GZA does not and cannot represent that the Site contains no asbestos or lead-containing materials beyond that observed by GZA during the limited sampling event. GZA does not warrant the work of regulatory agencies, laboratories, or other third parties supplying information, which may have been used in the preparation of this report. No warranty, express or implied is made.
GZA appreciates the opportunity to provide this service to Oak Point Associates. If you have any questions regarding this report, please contact us at (603) 623-3600.
Very truly yours, GZA GEOENVIRONMENTAL, INC.
