a) Evaluation Factors:
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer best conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers, listed in their relative order of importance:
1. Technical Acceptability (Pass/Fail):
• The proposed item(s) must meet the minimum salient characteristics identified in this solicitation. “Or equal" products must include technical documentation (e.g., cut sheets, manufacturer specifications) demonstrating compliance. Quotations lacking this documentation will be deemed non-responsive. See FAR Provision 52.211-6, Brand Name or Equal on Attachment 8.
2. Past Performance (Pass/Fail):
• Evaluated on a pass/fail basis to assess confidence in the offeror's ability to perform. The Government may consider the Contracting Officer’s knowledge of prior contracts, the Contractor Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS), customer references, or any other reasonable information.
3. Price:

Price is the determining factor among technically acceptable offers with acceptable past performance.
b) Options: Not Applicable to this acquisition.
c) Notice of Award:
