Solicitation W50S88-24-Q-0139

Combined Synopsis/Solicitation: Dining Hall Tables and Chairs

11SEP2024

Below are questions received in response to the above solicitation with answers provided by the

Contracting Officer in blue text.

Question #1: Beyond assembling the chairs and tables, do you also expect the contractor to position them throughout the dining hall and set them up in their designated locations?

Answer #1: Beyond assembling the chairs and table, the expectation is for the contractor to place all tables and chairs in our Dining Hall here on base. When the chairs and tables are delivered, there will be

1-2 military members available to direct where the tables and chairs will need to be positioned within the Dining Hall.

Questions #2 through #4: Our supplier has provided us with a few alternative finish options for your consideration. Would the following three finishes be acceptable?

a. For upholstery, would “Design Tex Rocket in Graphite” be acceptable (as an alternative to ERA-

Night Owl 5ES7)?

b. For the laminate, would “Wilsonart Graphite” be acceptable (as an alternative to Steelcase Satin

Mocha)?

c. For the powdercoat, would “Grand Rapids Chair Graphite”, or “Ink Black” be acceptable (as alternatives to Steelcase Midnight Solid 6695/6529)?

Answers #2 through #4: Yes, all three of the alternate finish options identified for the upholstery, laminate, and powdercoat are acceptable.

Question #5: The manufacturers are requesting a Use and Sales Tax Exemption Certificate. Could you advise on how to proceed with this?

Answer #5: This is not a question that our office has ever received before in response to a solicitation;

however, the North Dakota Office of State Tax Commissioner’s office was contacted and identified that any out of state third-party (vendor) purchasing the materials would need to provide a resale certificate.

The recommendation provided by the North Dakota Office of State Tax Commissioner’s office is to complete the “Uniform Sale and Use Tax Resale Certificate”. This certificate has been uploaded to this solicitation on SAM.gov; however, it is highly encouraged that any interested party contact their respective State Tax Commissioner’s office for guidance on this topic.

Question #6: Can you provide clarification on the fabric and laminate specifications as the details provided [in the solicitation] are unclear.

Answer #6: Fabric for chairs and laminate specifications for the tables are clearly identified in the solicitation. See attached document that was uploaded to SAM.gov with the solicitation (Product

Requirements – Chairs and Tables Final.pdf).

Question #7: I have found some alternative vinyl options that I feel would work better in the DFAC over the cloth upholstery fabric [identified in the solicitation]. Are vinyl upholstery coverings acceptable?

Answer #7: No, vinyl is not an acceptable substitute. A polyester blend fabric is required.

Question #8: In the solicitation, you show a jailhouse style chair in the photos, and I am quoting a

Ladderback if you will accept that style of chair. Would this be acceptable for quoting?

Answer #8: The photos were provided as a reference only to illustrate existing furniture. A Ladderback style backing of the chairs is acceptable.
