Solicitation W50S88-24-Q-0012 / RTS Laundry Services
Questions and Answers
Questions were due no later than 3:00 P.M. CST / Friday, March 15th, 2024
Question #1: (Quantity) Could you please confirm whether the quantities listed for each line item (in
LBS) represent the estimated monthly laundry weight or the estimated weight for the entire base year?
Answer: The total estimated weight for the entire base year is 2,200 lbs. Total estimated weight for each of the four (4) following option years is 2,500 lbs. (each option year).
Question #2: (Schedule) Are there any specific needs regarding the frequency and timing of laundry drop-offs and pick-ups, or can we work collaboratively to establish a mutually agreeable schedule?
Answer: No set schedule / timing due to the uncertainty of when exactly laundering services will be required throughout the year. Typically, the biggest issue that we encounter is not receiving the items requiring laundering back within two weeks of drop off to ensure that we have enough linens for incoming personnel who will need the linens for their beds (Ref: paragraph 5.3 of the PWS).
Collaboratively working together (government and contractor) will be critical in establishing a mutually agreeable schedule, particularly during the late Spring, Summer, and early Fall, as this timeframe will demand most of the laundry services required throughout the year (Ref: paragraph 1.2 of the PWS).
Question #3: (Additional Requirements) Are there any specific laundry detergents, fabric softeners, or washing procedures that the NDANG prefers or that must be avoided?
Answer: No additional specific requirements concerning any specific laundry detergents, fabric softeners, or washing procedures exist, nor are there any specific prohibitions as long as the items requiring laundering are clean (Ref: paragraph 5.2 of the PWS) and wrapped as “sets” (Ref: paragraph
5.4 of the PWS).
Question #4: (Stain Treatment) How should we handle heavily stained or soiled items? Do you have a preference for how they are treated?
Answer: No preference. If a stain is determined to be “untreatable”, the item could be set aside by the contractor and returned to the government for disposal.
Question #5: (Reference Contract) Could you please give us an example of a similar-sized laundry services contract that we could use as a reference?
Answer: No reference contract exists for the 119th Wing, as there is no current or previous laundering contract in place. Laundering services were previously paid for via governmentwide commercial purchase card (credit card) and are now required to be procured via government contract.
(See Next Page)
Question #6: (Capacity) Can you please outline the typical volume of laundry during the busiest pick-up days and your expectations for turnaround time?
Answer: Referencing Calendar Year 2023’s credit card receipts, the months of May and July averaged approximately 300 lbs. of laundry requiring laundering each month between all drop-offs. In reviewing the projected training schedule in Calendar Year 2024, it is projected that the months of
July and August this year will be our busiest months requiring the most laundry services.
Question #7: On page ten of the performance work statement, for the monthly and peak months column, is the number provided (40 & 120,5), the amount of items that is estimated to be provided for an entire month?
Answer: A quantity of 40 pillowcases, 40 flat sheets, 40 fitted sheets, and 40 comforters/blankets are expected to require laundering on a monthly basis, with the exception of “peak months”. During peak months, up to 120 pillowcases, 120 flat sheets, 120 fitted sheets, and 120 comforters/blankets are expected to require laundering each month. Peak months are May, June, July, August, and September each year (Ref: paragraph 1.2 of the PWS). The Jackets and Coveralls (5 of each item) will be expected to require laundering each month over the typical winter months of November, December, January, February, March, and occasionally April.
Question #8: [Concerning the] pricing sheet, you want the entire cost of labor for the proposed 2200-
2500 lbs for the year, not just the cost of 'price per pound' correct?
Answer: The intent was only to receive a flat rate “price per pound” for the base year and all four option years. For example, if a vendor provided a quote $3.00/LB for the base year, we would interpret the total quoted cost of the base year of the contract to be $6,600.00 ($3.00/LB x 2,200 LBS). If you would like to provide pricing for both, “price per pound” and “entire cost” for each of the five years in the RFQ, that is permissible.
Question #9: To ensure cleanliness and presentation, we propose using reusable laundry bags. While this option may slightly increase the cost, we can alternatively use disposable plastic bags to reduce expenses. Would the Air National Guard have a preference between these options?
Answer: We would want those to be reusable laundry bags, preferably with a closure of some sort at the top since we transport them to and from the 119th wing in open bed pickups.
