1) Question: Do you want responses specifically from hotels, or are you open to respondents from travel managers?
Answer: Responses from specific hotels are not encouraged unless they can meet the specific solicitation requirements that are identified in paragraph 6 (Instructions to Offerors) of the RFQ. The
119th Wing is looking to coordinate with one single Offeror/POC. Responses from specific hotels who do not meet all of the requirements identified in paragraph 6 of the RFQ may be deemed unresponsive.
2) Question: The pricing form stated that offered rates must be good for the length of the agreement.
Usually BPAs allow hotels to adjust rates at the end of each year. Is it not the case in this BPA? Hotel must keep the same rates for 5 years?
Answer: Per FAR 13.303-6(b), the Contracting Officer must review each BPA annually and if necessary, update at that time. Pertinent factors that may warrant making new arrangements or modifying existing arrangements may be present to adjust rates at the time of these annual reviews.
3) Question: The primary method of payment is WAWF not GPC, am I correct?
Answer: WAWF will be the only authorized method of invoicing and subsequent payment. Use of the
GPC for payment will not be authorized.
4) Question: Do you have an idea of how many rooms they typically require per night? Also, are there any special needs or requirements?
Answer: Per the solicitation, Attachment 2 – Lodging Statement of Work, it states in Section II – Scope of Work, that over the UTA weekends, 30 to 40 nights of lodging are typically required for the weekend, so each night would be 15 to 20 rooms, as UTA lodging would check in on Friday night and check out
Sunday morning. Also, under the same section, see “Contractor Furnished Items” for the specific items needed in each room supplied, as well as what the hotel/lodging requirements are.
5) Question: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services?
Answer: This is a new requirement.
6) Question: It was brought up that unless the government is paying for the rooms directly there will be sales tax charged by the hotels on the rooms. While the Federal Government is tax exempt, private businesses are not.
Answer: Yes, since hotel/lodging management companies are reserving the rooms, taxes may be applicable to their entity. However, the North Dakota Air National Guard is a tax-exempt government entity and any applicable taxes to hotel/management companies shall not be included in monthly invoices. Any interested party (hotel/lodging management companies and/or third-party vendors) who is responsible for paying applicable taxes must consider these additional costs into their proposal.
7) Question: I just wanted to confirm the pricing sheet included is correct? It appears there are too many sections for Minot and not enough for Bismarck.
Answer: In the Request for Quote (RFQ) it states in Minot, ND we are asking for a minimum quote of 4 different hotels with a maximum of 6 different hotels and in Bismarck, ND we are asking for a minimum quote of 1 hotel with a maximum of 3 different hotels, which is what the Quote sheet states.
8) Question: Government will award multiple contractors or a single contractor has to offer minimum 4 hotels in Minot and 1 hotel in Mandan-Bismarck?
Answer: We are looking to award to a single contractor who bids 4-6 different hotels in Minot, ND and 1-3 different hotels in Bismarck, ND.
9) Question: The hotels with AAA rating preferred or just the hotels with matching minimum requirements are evaluated the same?
Answer: The hotels must meet the minimum requirements listed in the SOW, they are evaluated the same.
10) Question: Current BPA holder with other department of DOD should attached the copy of the contract or a contract number and KO information will be satisfactory to Government?
Answer: It is not required to supply a copy of an existing BPA, but it can be supporting documentation if you choose to provide it.
11) Question: When submitting the offer. Additional information about the hotel as a supporting document is allowed or just the attachments as described in the solicitation must be submitted as shown below;
1. Vendor Contact Information Sheet below.
2. Lodging Quote Sheet with properties submitted for consideration.
3. Completed FAR Clause 52.204-24 Certification
Answer: Additional information regarding the hotels is not required, but you may choose to send it to us as supporting documentation.
