About this file
This is a Questions and Answers document for federal contract solicitation W50S8626QA006, current as of 10 June 2026, addressing inquiries regarding a spent cartridge processing system for the Michigan Air National Guard (MI-ANG).
The system must process 8,000 to 11,000 lbs/hr of spent cartridges, equivalent to 16.6 to 22.9 million pounds annually on a single shift basis. It must safely process live rounds per DESR 6055.09 91-201, paragraph V4.E5.18.1.2, with worst-case DODICs including A555, A552, and A576 .50 caliber rounds; however, USAF-qualified personnel will manually hand sort rounds before processing to differentiate expended from unexpended ammunition. The cartridges will be manually sorted to remove debris and residual explosives prior to deformation. The system must operate on 120/208 Volt, 3-phase power currently available at the facility; 480 VAC alternatives are not acceptable. Alternative system designs differing from the Description of Requirements (DOR) may be considered if vendors provide substantiating documentation demonstrating compliance with DOR requirements and associated regulations. The government will not consider contracting out demilitarization and recycling services as an alternative to purchasing its own system. Compliance with Michigan Department of Environment, Great Lakes, and Energy (EGLE) regulations is required. The system must be certified in accordance with DESR, with ANG personnel responsible for processing certification documentation to the Department of Defense Explosives Safety Board (DDESB). Military munitions are exempt from RCRA subtitle C hazardous waste regulations under 40 CFR Part 266, subpart M, when collected for recycling, reuse, or reclamation.

QUESTIONS & ANSWERS
W50S8626QA006
CURRENT AS OF 10 JUNE 2026
Question 1 (Q1). The DOR requires a processing rate of 8,000 to 11,000 lbs/hr. This equates to between 16.6 and
22.9 million pounds of spent cartridges processed each year, assuming a single shift per day. Although the system we wish to propose is capable of processing at this rate, is it realistic?
Government Response 1 (R1). The DOR requires the item to have an 8,000 – 11,000 lbs./hr. processing rate.
Q2. The DOR requires that the system meet DESR 6055.09 91-201, paragraph V4.E5.18.1.2. Based on this requirement, it appears the system must safely process live rounds should they get mixed in with the spent cartridges. What is the worst case DODIC that would have to be safely processed?
R2. Currently, it is expected to be worst case A555 .50 caliber Ball, A552 .50 caliber Ball, A576 .50 caliber tracer.
Q3. Should a live round be processed, the DOR describes a system which will not differentiate between the projectile and casing. This will result in contaminating the scrap casings which will either prevent them from being sold or significantly reduce their value for recycling. Consequently, should live rounds be processed, do you wish to have a sorting system to separate the projectiles from the casing?
R3. USAF Qualified individuals manually hand sort rounds to differentiate between expended and unexpended rounds.
Q4. The DOR states, “CURRENT ELECTRIC AVAILABLE IS 120/208 VOLT, 3 PHASE”. Does this refer to the power available on site, or does it refer to the system described?
R4. This is the power installed in the facility.
Q5. If it refers to the described system, are you willing to consider a system which operates from a 480 VAC, 3-phase power source?
R5. No, we cannot support any 480 VAC, 3-phase with currently available power.
Q6. Do the spent cartridges need to be cleaned to remove any residual explosives before being deformed?
R6. Cartridges will be manually sorted, removing all debris and residual explosives.
Q7. Must the system comply with Federal Resource Conservation and Recovery Act (RCRA), or have a written exemption?
R7. Under 40 CFR Part 266, subpart M, military munitions are exempt from RCRA subtitle C, Hazardous Waste Regulations when they are collected for recycling, reuse, or reclamation.
Q8. Must the system comply with Michigan Department of Environment, Great Lakes, and Energy (EGLE) regulations, or have a written exemption?
R8. Yes. Military installations in Michigan must comply with state and environmental laws administered by EGLE.
Q9. In addition to providing training for ANG personnel on the operation of the system, will MI-ANG need assistance in obtaining permission to operate from the Department of Defense Explosives Safety Board (DDESB)?
R9. The system must be certified IAW the DESR. ANG Personnel will process the certification documentation to the
DDESB.
Q10. Our system design differs significantly from the one described in the DOR, would MI-ANG consider an alternative system from that described in the DOR?
R10. If a vendor quotes an alternative item, it may be considered if the vendor is able to provide substantiating documentation indicating that the quoted alternative meets the requirement of the DOR and associated regulation.
Q11. Since the solicitation states “Offerors must submit sufficient descriptive data to validate each item proposed meets the salient characteristics in the description column/attached specifications sheet.”, how should we present our alternative design for consideration?
R11. The vendor is responsible for submitting sufficient descriptive data to validate the item meets the salient characteristics of the DOR. If an alternative item is to be quoted, the vendor must sufficiently show how the item will meet the government’s requirements.
Q12. Alternatively, would MI-ANG consider contracting out a service to remove, demilitarize and recycle the spent cartridges versus purchasing and operating its own system?
R12. No.
Q13. Please confirm the 208V/Three Phase electrical requirement.
R13. This is confirmed.
