About this file
This is an amendment to a solicitation for a 10Gbps commercial internet subscription for the Alpena Combat Readiness Training Center in Michigan. The amendment changes the evaluation criteria for past performance to rate relevance based on contracts issued within the last five years for similar items or services. It also extends the response deadline from August 25th to September 4th. The solicitation seeks quotes for a commercial internet subscription with a connection speed of 10Gbps to support operations at the training center. Technical acceptability and past performance will be evaluated alongside price in determining the best value award.

SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Price
ii. Technical Acceptability
iii. Past Performance
Technical acceptability will be evaluated by how the proposed item meets the required characteristics described in the solicitation and how the proposed item’s intended function will meet the government’s requirement. Offerors must provide documentation that identifies how the item meets the government requirement.
Technical Acceptability will be rated as follows:
1. Technically Acceptable – Proposed item meets the minimum required characteristics described in the solicitation, and the intended function of the item meets the government requirement.
2. Technically Unacceptable – The proposed item does not meet the minimum required characteristics described in the solicitation, and/or the offeror did not provide sufficient detail to show how the proposed items to meet the minimum required characteristics described in the solicitation, and/or the intended function of the item does not meet the government requirement.
Past Performance will be rated as follows:
1. Relevant – Past performance information submitted with the offer relfects performance of a contract issued within the last 5 years, and is for the same or similar items or services.
2. Not Relevant – Past performance information submitted with the offer reflects performance of a contract issued greater than 5 years ago, or is for unrelated items or services.
Past performance information must be submitted with the offer and be in accordance with the format outlined in the provision at FAR 52.212-1 – Instructions to Offerors.
Technical and past performance, when combined, are approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
