QUESTIONS AND ANSWERS RELATED TO:

Q1. Please identify the number of Project Managers required.
A1. One Full-time Equivalent (FTE).
Q2. Is there an incumbent contractor performing these services? If so, please provide your name and the amount of the contract.
A2. The services are currently being performed under the 4th option year by LRS Federal, LLC. The Contract number is W912JB-22-F-9003.
Q3. Will the contractor be compensated for observed holidays and federal holidays?
A3. The Federal Holidays are noted in the Performance Work Statement
(PWS), and there is no expectation for services to be provided on those days. Please see PWS for requirements.
Q4. What documents aside from SF1449 are required for submission of this solicitation; for example, company qualifications, resumes, etc.; is there a format preference?
A4. The solicitation was issued as a Request for Quote (RFQ) under
Simplified Acquisition Procedures (SAP) and was not issued as a Request for Proposal (RFP). The provision at FAR 52.212-1, Instructions to Offerors in incorporated by reference into the solicitation document (SF1449) and can be found at https://www.acquisition.gov. Additionally, see the provision in the solicitation document (SF1449) at 52.212-2, Evaluation – Commercial Products and Services.
Q5. What are the criteria for evaluating proposals? is it just price?
A5. The solicitation was issued as an RFQ, not an RFP. The provision at
FAR 52.212-2, Evaluation – Commercial Products and Services is incorporated by full text in the solicitation document (SF1449).
Q6. Please clarify item 5.1.14 "provide in-house design of local SMR projects" Are you looking for the on-site project manager to prepare design documents for the project or are you looking for the firm to have capabilities to design projects of all types? How many projects are being designed?
A6. The on-site project manager should have sufficient background and experience to provide insight and feedback on the in-house design of some local projects where professional certification is not required.
There is no requirement for the on-site project manager or his/her firm provide professional engineering or design services.

Q7. Are other attachments that are forthcoming? Instructions for bidders, pricing template, etc.
A7. No, the only other attachments will be answers to questions and any amendments, should they occur. The solicitation was issued as a Request for Quote (RFQ) under Simplified Acquisition Procedures (SAP) and was not issued as an Invitation for Bid (IFB). The provision at FAR 52.212-1, Instructions to Offerors in incorporated by reference into the solicitation document (SF 1449) and can be found at https://www.acquisition.gov.
